HomeMy WebLinkAboutcc min 1960/03/08 MINUTES OF A REGULAR MEETING THE CITY COUNCIL OF THE CITY OF CHULA VISTAw California The Council met in the Council Chambers in the City Hall on the above date with the following Councilmen pmesent: Councilmen McAllister, Smith, McMains, Menzel Absent: Councilman DeGraaf Also present: City Engineer Floyd, City Attorney Kugler, City Administrator Fulwiler, City Planner Fretz, Administrative Analyst Ross STATEMENT: The City Clerk hereby states that he did post within 24 hours of adjournment, as provided by law, the order of adjournment of the City Council for the Regular meet- ing of March 8, 1960 Mayor McMains led the pledge of allegiance to the Flag, and asked for a moment of prayer APPROVAL OF COUNCIL MINUTES It was moved by Councilman Smith, seconded by Councilman McAllister, and carried that the Minutes of Council meetings for February 9th, 16th, 23rd and March 1st be approved, copies having been ~ailed to each Councilmano ORDINANCE No. 703- Amending Zoning Ordinance- Southeast corner of Broadway and K. Street Second reading It was moved by Councilman Smith, seconded by Councilman Menzel, and carried, that Ordinance No. 703 be placed on its second reading; that read- ing of the text be waived and the Ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Smith, McMains, Menzel, McAllister Noes: None Absent: Councilman DeGraaf ORDINANCE No. 704- Establishing set-backs in Palomar and Industrial Lands Annexations - Second reading It was moved by Councilman Menzel, seconded by Councilman McAllister and carried, that Ordinance No. 704 be placed on its second reading; that reading of the text be waived and the Ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Menzel, McAllister, Smith, McMains Noes: None Absent: Councilman DeGraaf ORDINANCE No. 706- Establishing set-backs at Third Avenue and L. Street- Second reading It was moved by Councilman McAllister, seconded by Councilman Smith, and carried, that Ordinance No. 706 be placed on its second reading; that reading of the text be waived and the Ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen McAllister, Smith, McMains, Menzel Noes: None Absent: Councilman DeGraaf ORT ON CITY TITLE TO PORTION OF TELEGRAPH CANYON ROAD City Attorney ~ugler stated that the City had no interest in that portion of Telegraph Canyon Road that A.O. Dieterle has requested the City vacate, other than an easement for right-of-way. It was moved by Councilman Smith, seconded by Councilman Menzel, and carried, that the matter of vacating that portion of Telegraph Canyon Road as requested by Mr. Dieterle be taken under advisement. EST FOR DONATION TO FEATHER RIVER PROJECT ASSN. City Administrator Fulwiler asked if the Council wished the City to participate financially toward the educational program on the Feather River Project. The approximate amount asked by the Feather River Project Assn. is $300. Councilman Smith was of the opinion the contribution should be made by the South Bay Irrigation District° Mayor McMains stated he would speak to representatives of the Irrigation District on the matter. Action was held over° ...... 5~T~HHg~ZED_ON FIRE STATION No. 3 It was moved by Councilman Smith, seconded by Councilman Menzel, and carried, that the City Administrator be authorized to call for bids, at the prevailing minimum wage scale, on construction of Fire Station No. 3. RESOLUTION No. 2401 - Dedicating and naming Lot B of Chula Vist~ Manor No. 2 (Palomar Street) Offered by Councilman Smith, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Smith, McMains, Menzel, McAllister Noes: None Absent: Councilman DeGraaf A petition was submitted, signed by owners of eleven properties on Georgina Street just East of Hilltop Drive, asking that sewer service be made available to that area. The petition was referred to the City Engineer. EST FOR DEDICATION OF "J" STREET PLACE A letter was read from four property owners on "J" Street Place, expressing the desire to dedicate the street now known as "J" Street Place to the City with the intention of placing the street under the 1911 Act for paving and curbing. City Administrator Fulwiler stated a study had already been started on the matter. 19n ACT PROJECTS City Engineer Floyd reported the following bids received on various 1911 Act projects on J. Street; Eo Street; and Casselman Street: V. R. Dennis Co. $2719.90 Griffith Co. $3838.25 R.E.Hazard Co. $5438.00 It was moved by Councilman Smith, seconded by Councilman Menzel, and carried, that the low bid of V. R. Dennis Company be accepted, and that the City engineering costs be included in the assessment to the property owners. A letter was read from J.T.Lareau requesting permission of the Council to replace, at his expense, a surface drain at the low point of his lot at 174 "E" Street - with a 24-inch culvert under the street. No action taken. F~TY ATTORNEY KUGLER AUTHORIZED TRIP TO WASHINGTON City Attorney Eugler asked authority of the Council to accompany Henry Dietz, County Counsel, at his request, to Washington D.~. to represent the City of Chula Vista before the Supreme Court of the United States on the suit of Rohr Aircraft for the refund of taxes. ~2 It was moved by Councilman Smith, seconded by Councilman McAllister and carried, that City Attorney Kugler be authorized to accompany Attorney Dietz to Washington D. C., and that he be allowed traveling expenses in the amount of $500. ~EBELLO CIRCLE Approval of final map It was moved by Councilman McAllister, seconded by Councilman Smith and carried, that the final map of Montebello Circle be approved, subject to the recommendations of the City Engineer. ~REQ~~r FOR CROSS-WALKS ON BROADWAY Mayor McMains stated that the Broadway Association had requested cross-walks on Broadway between the quarter mile streets. The matter was referred to the Safety Council. ADJOURNMENT 8:00 PoM. It was moved by Councilman Smith, seconded by Councilman McAllister, and carried, that the meeting adjourn until March 15th at 7:00 P.Mo
