4. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2020/2021
Staff recommendation: Commissioners nominate and elect the Chair and Vice Chair for
the period of July 1, 2020 - June 30, 2021.
The Commission moved to table this item for a future meeting due to three members being
absent.
5. ANNUAL ACTIVITIES REPORT FOR FY19/20
Staff recommendation: Review Attachment 2 and accept the report.
Commissioner De Murgia motioned to approve the approve the Annual Activities Report
for FY 19/20, Commissioner Cruz seconded the motion and it carried by the following

6. COVID-19 COUNTY UPDATE
Barbara Jimenez, Director of LiveWell HHSA Central & South Regions, will provide an
overview of the current state of COVID-19 in San Diego County.

7. COVID-19 CITY RESPONSE
Marlon King, City of Chula Vista Emergency Services Coordinator, will provide a
summary of the City’s response to COVID-19.

8. PRESENTATION OF CLIMATE ACTION PLAN EQUITY INDEX PROJECT
Cory Downs, City of Chula Vista Conservation Specialist, will provide an overview of a
project to develop indices related to health, environment, housing and other equity factors
that can affect how climate change impacts residents.
Staff recommendation: Commission hear the presentation and provide feedback.

9. PRESENTATION OF CONNECTING OLDER ADULTS WITH TECHNOLOGY
(COAT)
Aaron Ruiz, City of Chula Vista Recreation Supervisor, and Stacey Kurz, Healthy & Age-
Friendly Chula Vista Initiative Coordinator, will provide a summary of current efforts to
bridge technology barriers for older adults and a proposed project to provide internet and
technology devices to mobilehome residents within Chula Vista.
Staff recommendation: Commission hear the presentation and provide feedback and
direction to staff.

Ms. Kurz mentioned that UCSD has applied for a two year grant to provide
fresh fruit and vegetables through North Gate Market to CAL Fresh recipients.
Ms. Kurz also mentioned that the city has been contacted by UCSD to assist
in vaccine trials.

2. MENTAL HEALTH DURING COVID-19
Violeta Mora and Heather Nemour, of the San Diego County Office of Education, gave a
slide presentation of current mental health statistics, mental health first aid, and available
resources to families and school districts.

3. GROWTH MANAGEMENT QUALITY OF LIFE METRICS
Kimberly Elliott and Kim Vander Bie gave a slide presentation regarding the overview of
the Growth Management Oversight Commission and requested feedback from the
Commission to establish new quality of life metrics and potential public health metrics.
The commission expressed their concerns which included; basic needs (access to health
care/insurance), emergency services, specialty services, cancer, diabetics, mental health,
drug and alcohol abuse, vaping, smoking, poor diets, asthma rates, lack of hospitals in
the city with the growing population, Alzheimer’s care, and disability status.
4. E-CIGARETTE POLICY WORK AND YOUTH PREVENTION
Ms. Kurz gave a slide presentation on the use of vaping products by youth and the Work
Plan including education for students and parents and requested that the commission
provide guidance on policy actions.
The commission suggested educating parents on the dangers of vaping by communicating
with the various school district leaders.
5. CHULA VISTA HEALTH HEROES
Ms. Kurz presented materials for the first annual Health Heroes award.
The commission approved the project and suggested to move forward to launch in Spring
2021 and present awards May/June of 2021.

6. STAFF COMMENTS
Ms. Kurz mentioned that the city opened a new COV-19 testing site at the South Chula
Vista Library - hours of operation are Sunday-Thursday 12:30 – 8:00 p.m. No
appointment is necessary - drive up service are available.
Ethics training was conducted last week contact Ms. Kurz if you have questions about
credit or certification.

Ms. Blanca Melendrez of UC San Diego provided an overview of a two-year project
funded by the American Public Health Association (APHA) to address food justice issues
in Chula Vista.

2. PRESENTATION BY SAN DIEGO COUNTY SUPERVISOR NORA VARGAS
The newly seated Supervisor of District 1 will provide an overview of her priorities for
her first year in office, including information on the recent press conference entitled
“Racism is a Public Health Crisis.”
Supervisor Vargas gave an update on various issues impacting the South Bay including
the COVID vaccine.
The commissioners thanked Supervisor Vargas for her participation in the meeting and
expressed their interest to continue to work with her office.

3. PRESENTATION BY INSTITUTE FOR PUBLIC STRATEGIES ON THE
PARTNERSHIP FOR SUCCESS PROJECT
Ms. Breny Aceituno of the Institute for Public Strategies provided an overview of a two-
year project funded by the Substance Abuse and Mental Health Services Administration
to address behavioral health and substance abuse disparities.
The commissioners thanked Ms. Aceituno for her presentation.
Chair Rodriguez called for a two-minute pause to allow members of the public to submit any
final electronic public comments. Secretary Palermo announced that one electronic comment

program to assist families with rent and utility assistance.

Saturday for teachers, food service workers, and farm workers.

Commissioner Medina requested an item be placed on a future HRC item and provided
an update on the HRC ad hoc committee on License Plate Reader program.

Steve Hornberger from SDSU’s Social Policy Institute shared a video presentation on the
Center for Excellence Aging and Longevity.

2. PRESENTATION ON COVID-19 RELATED SERVICES TO SENIORS
City Fire Department staff will provide an overview of Operation Immunization to
provide mobile vaccinations to seniors and Library staff will overview the Vaccination
and Testing Call-Center.
Staff recommendation: Commissioners hear the presentation and provide comments.
Joy Whatley, City Librarian and, Marlon King, Emergency Services Coordinator Chula
Vista Fire Department shared a video presentation.
Mr. King explained that the Chula Vista Fire Department is continuing their outreach to
vaccinate the community, especially the senior population. Ms. Whatley mentioned that
library staff is assisting in scheduling appointments for residents and to date have
scheduled over 8,0000 appointments.
Ms. Kurz introduced Cyndi Gonzales of South Bay Community Services. Ms. Gonzales
mentioned that SBCS can also assist in getting information out to the community
regarding COVID testing sites and providing vaccine education.

3. PRESENTATION ON CV SENIOR CONNECT PHONE SERVICES
2-1-1 San Diego and City staff will provide an overview on a grant received from the SD
Foundation to develop a phone line for seniors to receive automated information from the
City of Chula Vista, connect to the existing County Project Cares automated check-in
program, and provide social networking and recreational classes to seniors by phone.
Staff recommendation: Commissioners hear the presentation and provide comments.
Suzie Bechtel and Joanna Oboza, representatives of 2-1-1 San Diego, gave a slide
presentation on assistance being provided by various agencies including (Project Care
Program) for support to residents of San Diego County.

Ms. Kurz gave an update on the San Diego Foundation Age Friendly Communities
Municipal Grant – as a result of receiving the grant, CV Senior Connect will launch in
the next few months.

4. PRESENTATION ON PROPOSED CV COMMUNITY SHUTTLE
City staff will provide an overview on a voucher application through the Clean Mobility
Options program to provide on-demand shuttle service for eligible seniors in northwest
Chula Vista via Neighborhood Electric Vehicles.
Staff recommendation: Commissioners hear the presentation and provide comments.
Ms. Kurz gave a slide presentation and explained that the pilot project would provide free
shuttle service (using electronic vehicles) to seniors in targeted neighborhoods on the
west side of Chula Vista.

5. PRESENTATION ON PROGRAMS FOR SENIORS TO ACCESS TECHNOLOGY
County staff representing SoCAN and City Recreation staff will provide an overview on
two new programs to help with the digital divide for seniors: Senior Tech and the
Norman Park Genius Bar.
Staff recommendation: Commissioners hear the presentation and provide comments.
Quan Nguyen and Anabel Kuykendall gave video presentations and explained the
technology pilot program for seniors and the South County Action Network. Norman
Park Supervisor, Aaron Ruiz, explained that technology workshops will be provided to
seniors to provide assistance with digital devices.

Staff recommendation: Commissioners hear the presentation and provide comments
Aaron Ruiz and Shaun Ellis of the Parks and Recreation Department, explained that
additional senior programs, such as circuit training, will be offered at city parks. Mr.
Ellis gave an update on a possible bocce ball and pickleball court in addition to lighting
for outdoor events.
Chair Rodriguez called for a two-minute pause to allow members of the public to submit
any final electronic public comments. Secretary Salvacion announced that no electronic
comments had been received and no comments had been received via email.
OTHER BUSINESS
1. STAFF COMMENTS
a. Ms. Kurz gave an update on the Health Heroes Award Period - nominations will
be extended. Awards to be presented in May.
b. Ms. Kurz encouraged commissioners to complete the survey on updating city
agendas.
Mr. Ellis confirmed that food distributions are still available via 211.
2. CHAIR’S COMMENTS
Chair Tran and Chair Rodriguez thanked everyone for the information and presentations.
3. COMMISSIONERS’/BOARD MEMBERS’ COMMENTS
Commissioner Cruz mentioned that she will be resigning from the commission due to
moving out of the area and thanked everyone for their support.

At 6:02 p.m. Chair Rodriguez adjourned the meeting to the Special meeting of the Healthy Chula
Vista Advisory Commission on April 8, 2021 at 4:00 p.m. and a regular meeting of the Commission
on Aging on May 12, 2021 at 1:00 p.m. via teleconference.
