The Council met in the Council Chambers at City Sail on the above
date at 7:00 PoMo with the following Councilmen present:
Councilmen McMains, Smith, McAllister, DeGraaf
Absent: Councilman Menzel
Also present: City Engineer Floyd, City Administrator Fulwiler
Mayor McAllister led the pledge of allegiance to the Flag, and asked
for a moment of prayer,
STATEMENT: The City Clerk hereby states that he did post
within 24 hours of adjournment as provided by
law, the order of adjournment of the City Council
for the adjourned meeting of April 26, 1960o
~L~I~_H~ - Telegraph Canyon Road closing (Dieterle)
This being the time and place, as advertised, for a public hearing
on the proposed closing of a portion of Telegraph Canyon Road in
quartersection 113, Mayor McAllister declared the hearing open. The
Clerk having received no written protests and no one in the audience
wishing to be heard either for or against the proposed closing, the
Mayor declared the hearing closed°
It was moved by Councilman Smith, seconded by Councilman DeGraaf,
and carried, that no action be taken on the proposed closing.
~UBLIC HE~RING - Telegraph Canyon Road closing (Casey) continuation-
This being the time and place, for a continuation of the public hear-
ing on the proposed closing of a portion of Telegraph Canyon Road in
Quartersection 95, Mayor McAllister declared the hearing open° There was
no one in the audience wishing to be heard either for or against the
proposed closing. The hearing was continued until October 11, 1960.

This being the time and aplace, as advertised, for a public hearing
on the proposed E. Lo Brown Annexation, Mayor McAllister declared the
hearing open. The Clerk having received no written protests and no one in
the audience wishing to be heard either for or against the proposed
annexation, the Mayor declared the hearing closed.
ORDINANCE NOo 709- Approving E,L.Brown Annexation- First reading
It was moved by Councilman Smith, seconded by Councilman DeGraaf,
and carried, that Ordinance No, ~09 be placed on its first reading, and
that reading of the text be waived. The motion carried by the following
vote, to-wit:
AYES: Councilmen Smith, McAllister, OeGraaf, McMains
Noes: None
Absent: Councilman Menzel
RESOLUTION No. 2423-Giving notice of intention to vacate a portion of
East "J" Street
Offered by Councilman McMains, passed, adopted and approved by the
following vote, to-wit:
AYES: Councilmen McMains, Smith, McAllister, DeGraaf
Noes: None
Absent: Councilman Menzel
~'~E'~LUTION - Granting easement to Bernard Jaehn & Earl Brown
Action on granting this easement, granting to Bernard Jaehn and
Earl Brown permission to cross Lot A of Kiffe Subdivision No. 1 in order
to connect to the sewer on Vista Way, was held over until payment is made
to the City in the amount of $479.50 for sewer connection charges.
It was suggested that the Building Inspector hold up final inspection
on the dwelling until the connection charge is paid.
\.~AIM FOR DAMAGES DENIED
A verified claim against the City for $800. was submitted by William
S0 Cole, 191 Namul Avenue for damage to his house caused by a sewer back-
up. It was moved by Councilman Smith, seconded by Councilman DeGraaf,
and carried, that the claim be denied.
.~-t'~AIM FOR DAMAGES DENIED
A verified claim against the City for $42.08 was submitted by Byron
Jacquot for damage to his car, which allegedly was damaged when the City
Pound Truck was backed into his car. It was moved by Councilman Smith,
seconded by Councilman McMains, and carried, that the claim be denied.

A report of findings of the Planning Commission to the appeal of
Jadson, Inc. to the decision of the Planning Commission to deny their
application for rezoning of property on the east and west side of
Oaklawn Avenue, north of 'H" Street, was submitted to the Council.
It was moved by Councilman Smith, seconded by Councilman mcMains,
and carried, that the date of hearing be set for may 17, 1960 at 7:00
CHAmBE~ OF COMMERCE RECNDMmENDATION ON TIDELANDS STUDY AND HELIPORT
A letter was read from the Chamber of Commerce recommending that a
committee be appointed to study private enterprise development of the
Tidelands and favoring a Helicopter service for Chula Vista.
City Administrator Fulwiler was directed to contact the Harbor
Commission and request for the next Council meeting, a progress report
on the Tidelands, and an expression of their feeling on the appointing
of a committee for Tidelands study as recommended by the Chamber of
Corfllaerce.
/~LACK-TOP FOR PARKING LOT APPROVED
After discussing the possibility of using the City Property across
from the Civic Center for a Heliport and improving hal~ of the area for
a parking lot, it was moved by Councilman Smith, seconned by Councilman
DeGraaf, and carried, that half of the area be black-topped for use as
a parking lot, but that no cement curbs be installed at this time.

A letter was read from the Park & Recreation Commission recommending
that a Committee be appointed consisting of one member of the City Council,
Chula Vista Elementary School Board, Sweetwater Union High School District
Board, Park & Recreation Cor~ssion, and the Director of Recreation to
study the possibilities of a joint land purchase program whereby a
School Park program could be initiated. ~ouncilma~Smith nominated
Councilman DeGraaf to serve on the Committee. The~i~ being no other
nominations, the City Administrator was directed to notify the Park and
Recrsation Commission of Councilman DeGraaf's appointment.
i ._~TRAc~X)R REPRIMANDED
Councilman Smith recommended that the contractor working on the 1911
Act improv&mmnts on "E" Street be reprimanded for the length of time it
w~S taking him to do the job.
~/~PPROPRIATION FOR RABIES VACINE
~ ~6~ciI~d~-q~x~ns sg~{e~-t~at two local veterinarians had agreed to
give rabies shots to Chula Vista dogs for $2.00 a shot, if the City would
furnish the vaccine. It was moved by Councilman McMains, seconded by
Councilman Smith, and carried, that $100. be appropriated from the
unappropriated surplus of the General Fund for the purchase of vaccine.
The motion carried by the following vote, to-wit:

~_~? ~WARD_~_D~N FOURTH AVENUE TREE REMOVAL
City Engineer Floyd reported two bids were received on Gas Tax
Project No. 37, Unit No. 1 (tree removal on Fourth Avenue), the low
bid being that of E1 Cajon Tree Surgeon in the amount of $3,450.
It was moved by Councilman McMains, seconded by Councilman Smith,
and carried, that the low bid of the E1 Cajon Tree Surgeon in the amount
of $3,450. be accepted.
~,EO_RGINA STREET SEWER
City Engineer Floyd reported that eleven property owners had signed
up for the installation of sewers on Georgina Street, leaving nine
properties yet to sign. Mr. Floyd estimated the cost of City participa-
tion in the proposed project would be $3700. to be repaid at the time
properties connected to the sewer. City Engineer Floyd was authorized
to call for bids on the Georgina Street sewer project,

City Administrator Fulwiler inquired of the Council if they would
approve the purchase at this time of four standard type patrol cars, at
reduced rates, by purchase through the County, with money now available
in the Budget. Allowing for trade-in on the old cars, the approximate
cost of the four new standard type cars would be $5200.
It was proposed that use of the high powered Interceptors be dis-
continued~ and that the new standard type cars be traded in every year.
After discussion, the Council was of the opinion it would be more
economically feasible to retain the present plan of purchasing police
cars.
The City Administrator was directed to invite Mr. Edwin Castagna,
Library Consultant, hired by the Council to study Library needs, to
give a report to the Council at 8:00 PoM. on Tuesday, May 3, 1960.
