DATE CSC Agenda Page 3 of 17 Page 1 | Civil Service Commission Minutes April 1, 2021 MINUTES OF A REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA April 1, 2021 Via Teleconference 5:15 p.m. Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest of public health and safety during the COVID-19 pandemic, members of the Civil Service Commission and staff participated in this meeting via teleconference. All votes were taken by roll call. CALL TO ORDER A Regular Meeting of the Civil Service Commission of the City of Chula Vista was called to order at 5:16 p.m. via teleconference. ROLL CALL PRESENT: Commissioners Carbuccia, Sepulveda, Salas, Fish, and Chair Gersten ABSENT: None ALSO PRESENT: Director of Human Resources/Risk Management Chase, Human Resources Manager Tomlinson, Benefits Manager Abalos, Deputy City Attorney III Silva, Fire Chief Muns, and Secretary Palermo CONSENT CALENDAR Chair Gersten called for a two-minute pause to allow members of the public to submit any final electronic comments on items on the consent calendar. Secretary Palermo announced that no electronic comments had been received and no comments had been received via email. 1. APPROVAL OF MINUTES of February 4, 2021. Staff recommendation: Approve the minutes. ACTION: Commissioner Fish moved to approve staff’s recommendations. APPEAL REGARDING THE REMOVAL OF TWO NAMES FROM THE ELIGIBILITY LIST FOR FIRE ENGINEER (RECRUITMENT #19560304P) Director of Human Resources/Risk Management Chase gave a presentation on the item. Fire Chief Muns spoke in support of the item. Chair Gersten and called for a two-minute pause to allow members of the public to submit electronic comments on the item. Secretary Palermo announced that 6 electronic comments had been received and 8 comments had been received via email. The following public comments were submitted electronically: The following members of the public submitted electronic comments in favor of the appeal to remove two names from the eligibility list: ▪ Javier Araiza ▪ Andy Wilson ▪ Darrell Roberts, representing IAFF Local 2180 ▪ Jason Colorina, City of Chula Vista employee ▪ Tanner Lindsay (submitted three comments) ▪ Scott Walker (submitted two comments) ▪ Victor Reeves, representing IAFF Local 2180 ▪ Dangkhoa Nguyen, representing IAFF Local 2180 (submitted two comments) ▪ Ray Smith ▪ Trevor Flores, representing IAFF Local 2180 Commissioners discussed that the eligibility rule limiting applicants to three rounds of interviews per eligibility list should be revisited and possibly revised at a future Civil Service Commission meeting. ACTION: Commissioner Carbuccia moved to allow the two names from the fire engineer recruit eligibility list to remain on the list for two more rounds of interviews. CONSIDERATION TO APPROVE THE ADDITION OF THE FOLLOWING CLASSIFICATION TO THE CLASSIFICATION PLAN PER THE CIVIL SERVICE RULE 1.02 A (3) Director of Human Resources/Risk Management Chase gave a presentation on the item. Chair Gersten and called for a two-minute pause to allow members of the public to submit electronic comments on the item. Secretary Palermo announced that no electronic comments had been received and no comments had been received via email. ACTION: Vice Chair Fish moved to approve the addition of the Senior Network Engineer (MM/PROF) to the classification plan. Commissioner Carbuccia seconded the motion, and it carried, by the following roll call vote: Yes: 5 – Commissioner Carbuccia, Sepulveda, Salas, Fish and Chair Gersten No: 0 Abstain: 0 OTHER BUSINESS 4. COMMISSIONERS’/BOARD MEMBERS’ COMMENTS Commissioner Carbuccia requested staff bring forward the civil service eligibility list rule along with staff recommendations and suggestions to update the rule at the next meeting. Commissioner Carbuccia also requested that staff reach out to affected departments to get their input and recommendations. Kachadoorian, to the commission • Commissioner Cory Fish was reappointed to the Civil Service Commission in July 2020 • Commissioner Sara Salas and Commissioner Angelica Sepulveda were appointed to the Civil Service Commission in September 2020 • Commissioner William Gersten and Commissioner Cory Fish were appointed Chair and Vice Chair of the Civil Service Commission • Approved the addition of an ACE classification to the classification plan per the Civil Service Rule 1.02 A (3) • Approved an early step increase per Civil Service Rule 1.05 (I) (2) Board/Commission comments or recommendations to Council: There were none.
