HomeMy WebLinkAboutcc min 1960/10/11 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA~ CALIFORNIA Held Tuesday October 11, 1960 The Council met in the Council Chambers at the City Hall on the above date at 7:00 P.Mo with the following Councilmen present: Councilmen McMains, Smith, McAllister, DeGraaf, Menzel Absent: Councilmen None Also Present: City Engineer Floyd, City Attorney Kugler, City Administrator Fulwiler, City Planner Fretz Mayor McAllister led the pledge of allegiance to the Flag, and asked for a moment of silent prayer° STATEMENT: The City Clerk hereby states that he did post within 24 hours of adjournment, as provided by law, the order of adjournment of the City Council for the regular meeting of October 11, 1960o APPROVAL OF COUNCIL MINUTES It was moved by Councilman Smith, seconded by Councilman Menzel and carried, that the minutes for the Council meetings of September 13, 20, 27 and October 4 be approved, copies having been sent to each Councilman° PUBLIC HEARINq ,(continuation) - Vacating a Portion of Telegraph Canyon Road (Casey) This being the time and place as set, for the continUation of the public hearing on the proposed vacation of a portion of Telegraph Canyon Road in Quarter Section 95, Mayor McAllister declared the hearing reopened. No one in the audience wishing to be heard, either for or against the proposed closing, and the clerk having received nothing in writing, the Mayor declared the hearing closed° It was moved by Councilman DeGraaf, seconded by Councilman Smith, and carried, that the request to close that portion of Telegraph Canyon Road lying within Quarter Section 95 and belonging to Robert Casey be denied. I~BLIC HEARING - Alpine Annexation This being the time and place, as advertised, for a public hearing on the pro- posed Alpine Annexation, the Mayor ~e~ared the hearing open. Mrs. Edward Siewicz spoke in favor of the annexation. Mrs. Helen Grotefend, Frank Ferguson and Mrs. Edward Olsen spoke in opposition to the annexation. Mr. Clyde Graves stated he was interested in knowing more about the annexation before committing himself one way or the other. In order that protestants might have an opportunity to protest in writing, the Mayor continued the hearing until November 1, at 7:00 P.Mo · PUBLIC HEAi{ING - Appeal of Dr. Streib to Decision of Planning Commission in Denying / Zone Change at 750 Third Avenue° This being the time and place, as advertised, for a public hearing on the appeal of Dr. Streib to the decision of the Planning Commission in denying him a zone change from R-1 to C-1-P for the rear of his property at 750 Third Avenue, Mayor McAllister declared the hearing open. Mr. Max Stewart, Mrs. Phoebe James and Victor Guiliani spoke in favor of granting the zone change° M~rs. Woodesky asked that plans for development of the property be shown. The Clerk read the report of findings of the Planning Commission. No others wishing to be heard, either for or against the proposed rezoning, the Mayor declared the hearing closed° It was moved by Councilman DeGraaf, seconded by Councilman Smith, and carried, that the decision of the Planning Co~ission in denying the application of Dr. Streib for a zone change for property at the rear of 750 Third Avenue be sustained° The motion carried by the following vote, to-wit: AYES: Councilmen DeGraaf, Menzel, McMains~ Smith, McAllister NOES: None ABSENT: None A~DITIONAL LABORER POSITION APPROVED Administrative Officer Fulwiler asked that, inasmuch as one Leadman position had been eliminated in the Street Department, would the Council consider creating an additional Laborer position which was needed, rather than the position of Leadman. It was moved by Councilman Smith, seconded by Oouncilman DeGraaf, and carried, that the position of one Leadman be eliminated and the position of one Laborer created in the Street Department° RE~OLUTION NO~ 2519 - Approving Mutual Aid Agreement with State Division of Forestry Offered by Councilman Menzel, passed, adopted and approved by the following voter to-wit: AYES: Oouncilmen Menzel, McMains, Smith~ McAllister, DeGraaf NO~S: Councilmen None ABSENT: None RESOLUTION NO. 2520 - Accepting Grant Deed to Park Land Offered by Councilman Menzel, passed, adopted and approved by the following vote, to-wit: AYES: Oouncilmen Menzel, McMains, Smith, McAllister, DeGraaf NOES: Councilmen None ABSENT: None RESOLUTION NO. 2521 - Confirming Georgina Street Sewer Assessment District Offered by Councilman DeGraaf, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen DeGraaf, Menzel, McMains, Smith, McAllister NOES: Councilmen None ABSENT: None ~//CHANGE IN MAP OF SWEETWATER VALLEY INDUSTRIAL PARK APPROVED Administrative Officer Fulwiler stated permission has been asked to change the location of a sewer easement and pumping plant on the map of the Sweetwater Valley Industrial Park Subdivision in order to facilitate the location of a building and street alignment change. It was moved by Councilman Smith, seconded by Councilman Menzel, and carried, that permission to make the change be granted. PLANNING COMMISSION RECOMMENDATIONS A letter was read by the Planning Commission recommending that the zoning ordinance be amended to establish five foot setbacks in co~nercial areas which are now 25 feet or greater. A letter was read from the Planning Commission recommending an amendment to the zoning ordinance to list junk yards, auto wrecking yards and food packing plants as permitted in the M-2 zone, only with a conditional use permit. A letter was read from the Planning Commission recommending the approval of a zone change from R-2 to R-3 for property located at 173-175 "E" Street. It was moved by Councilman Menzel, seconded by Councilman Smith, and carried, that November 9 at 7:00 P.M. be set as the time for public hearings on the three Planning Commission recommendations. REQUEST TO PAINT WHITE CANES ON SIDEWALK GRANTED A letter was read from the Lions Club requesting permission to paint white canes on the City sidewalks to advertise White Cane Day, October 15o It was moved by Councilman Smith, seconded by Councilman Menzel, and carried, that the request be approved. SCHOOL DISTRICT REQUEST FOR SHOULDER PAVING Administrative Officer Fulwiler stated that a letter from the City School Dis- trict indicated they were ready to curb and gutter their property along Hilltop Drive between Murray and J Streets and were requesting that the City pave the shoulders and bill the District for the materials. It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that request for the shoulder paving be granted, the School District to reimburse the City for the cost of the materials. CALL FOR BIDS ON "C" STREET IMP_ROVEMENTS AUTHORIZED In conjunction with improvement of the north side of "C" Street by the Unimart, it was moved by Councilman Smith, seconded by Councilman Menzel, and carried, that the City Engineer be directed to call for bids on the installation of curbs and gutters on the south side of "C" Street from Fourth to Fifth Avenues..~ CITY MANAGERS' CONFERENCE It was moved by Mayor McAllister, seconded by Councilman Menzel, and carried, that Administrative Officer Fulwiler be authorized to attend the City Managers' Conference in San Francisco, October 16 through the 19tho BIDS SUBMITTED ON GARRETT STREET SEWER City Engineer Floyd reported having received three bids for installation of sewer on Garrett Street in the 500 block, the low bid being that of Reid's Plumbing in the amount of $2,805°80. It was moved by Councilman Smith, seconded by Councilman McMains, and carried, that the Administrative Officer inform the property owners of the bid received in order to determine if they care to proceed with the project. / /~EPORT ON BONITA ROAD PROGRESS Upon inquiry from Councilman DeGraaf, City Engineer Floyd stated that, at the present time~ it would take the forming of a 1911 Act District to complete improvements on Bonita Road east of Hilltop Drive. The City Engineer and City Attorney were directed to look into the feasibility of forming a 1911 Act District in the area.
