/ A Joint meeting between the Chula Vista City Council and the Chula
/Vista Harbor Commission vas held in the ~ounctl Chambers of the Civic
Center at 7:30 P.M., on the above date.

The meeting was called to order by Chairman Trook who led the Salute
to the Flag.
Item Mo. 2 Discussion on Charter Chsn~es
It was pointed out that the Mayor hsd recently appointed a Charter
Review Committou to work on the Charter and to decide on any necessary
changes. Xt was stated that the Charter, as it now exists, doom not
define the Harbor Commission. The expression wis made that when the
tame comes to make needed changes in the Charter, that the matter of
the Harbor Commission be taken into consideration, Chairman Trook
appointed n committee to investigate Charter changes, They were
Hslpesny, Venor, and Landells.
Item No. 1 Progress Report on Tideland Development
Mr. Hobol, Chairman of the Committee on Tideland Dmvelopment, vas asked
to give s report on their findings. He read s report entitled, "Tideland
Management Survey" which covered the meetin6s the Commission ham had with
consultant firms interested tn being considered in the tideland development;
the objectives of the Harbor Commission in obtaining competent management
of the tidelands, and the results of their studies and survey.

Mr. Ross vas asked to road s report entitled, ,,Recommendation on
Worktn A reement with the San Diego Harbor Department. Thio report

between the City of San Diego eno ~ne ~..~
following reasons:
a. Ham Diego Harbor hag an outstanding recora o! acnxevemen~.
b. This department is familiar with local conditions.
Co Ban Diego has qualified technicians whose services would be
available to the City of Chuls Vista.
d. Their contacts could be utilised in the development of Chula Vista.
e. They will provide complete study of all factors involved, and assist
in tho ezecution of tideland planning and development.
f. They viii provide optimum service at cost.
g. They will york with Chula Vista employees end tFsin them to perfoFm
all duties of harbor management.
Following the rending of thio report, all aspects of the matter were
discussed by members of the City Council and the Harbor Commission.
One point on which the Council members vented clarification wes the
matter of what constituted coot, ns tbs statement vas made that San
Diego would provide manpower to assist Chuln Vista foF the coat of
tho individual's time spent on studies, et cetera. They vented to
know Just what thio entailed, and it was stated that this point would
be clarified with the Ban Diego Harbor Department.
Mr. Vener made a motion that the recommendation on Working Agreement
with the San Diego Harbor Department be recommended to the City
Council at their next Council meeting. Mr. Algert seconded the
motion and it carried unanimously.
A·sociate Engineer Hughes had picture· that had bee· take· of the
present dredging operation of the tideland·. He showed these on a
screen to the audience. He pointed out the v·riou· locations of the
pictures ·nd what work is being done as yell as their progre·s to date.
He pointed out certain deposits of mud in the tideland fill, and the
suggestion wa· made that the engineering firm who made the original
study be cont·cted to ascertain whether or not this mud,,.vould affect
future settling of the fill.
A written communication was read from · Mr. Stevens of D~lin Inc.,
who vas interested in leasing corral·portions of the tideland when
it ia filled. It was directed that ·o action be take· on this
request at the present time and a letter be written to D~lin Inc.,
so advising.
Another communication was read from the U.S.Army Engineers in Lo·
Angeles asking if there were any objections to their construction of
a T-shaped solid fill to extend bmyvard of O.S.Harbor Lines in
Morth San Diego Bay, adjacent to Limdberg Field Municipal Airport.
Mo objections were raised by any of the members pre·ont.
There being no further businea·, the meeting was adjourned ·t 9:30 PoM.
