The Council met in the Council Chambers at the City Rail on
the above date at 7:00 Poi. with the following Councilmeu present:
Councilmen RcRains, Smith, DeGraaf
Absent: Councilmen .IcAllister, Renzel
Also present: City Attorney Kugler, City Administrator Fulwiler,
Associate Civil ~ngineer l~illipn, Principal Civil
]Engineer Harshman, City Planner Fretz, City Finance
Officer Grant, Administrative Analyst Rosa
.In the absence of Rayor RcAllinter, Mayor pro-rem Smith presided,
leading the pledge of allegiance to the Flag and asking for a moment
of silent prayer
STATEMENT: The City Clerk hereby states that he did post within 24
hours of adjournment, as provided by law, the order of
adjottrament .of the City Council for the regular meeting
of December 13, 1960
APPROVAL OF COUNCIL
It was moved by Councilman RcRains, seconded by Councilmen
'DoGraaf and carried, that the Council Minutes for the meetings of
November 9, 15, 22, 28 and December 6th'bo ~pproved, copies having
been sent to each Councilman..
REQUEST FOR I~PROVING OPERATIONS AND '~CC6UNTING SYSTEM OF CENTRAL
· r. Wayne Carroll, City Auditor asked ~uthorisation to set up a
new accounting system in Central Stores, in order to simplify the
bookkeeping and operation of the stores. In order to set the
system in motion, aa appropriation of $15,000 was asked. Action was
withheld until a.ful'l Council is prseent.
PLANNING COMMISSION RECOMMENDATION ON ALLK~ CLOSING
A letter from the Planning CoB~ai&sion recommended that the all~
running North of Ptlomar ~treet betwee~ Trenton Avenue and Industrial
Blvd. be vacated. City Pla~ner Frets req~nte~ that action on
vacation be held over an the 8an Diego G~s & Electric Company. were
going to ask for the vacationing a ~rtion of street in the name area
and it would bo best to conduct ~rocewdinga om both parcels at the
same time. "",
EMGINBBR'S UEFORT ON 8LOPE RIGHTS-Proposed Third Ave. extension
(Tra~leRancho)
Principal Civil Engineer Harnhman r~ported it would be physically
possible for the develoi~ern of TraileRancho trailer park North of "C"
Street and East of Hi~hland Avenue to uae 13 feet of the 40 feet of
unimproved strip of land on the East aide of their property for slope
rights. The 40 foot str~p ia the piece which the Council is askins
to be reserved for the possible continuation of Third Avenue.
Mr. Robert Lutes, rep e entative of Trnilehncho stated this .

It wan moved by Councilman DeGraaf, seconded by Councilman RcRains
and carried, that TraileRAncho be authorized a temporary permit to
excavnte the Westerly 13 feet of the 40 feet proposed for dedication
as an extension of Third Avenue.

City Attorney Kugler reported that he had informed the Trails-
Rancho people of the necessary steps to be taken in order for them to
improve the half of Glower Avenue in their trailer park under the 1911
Act. Hr. Lutes stated that he would follow through an instructed.

City Administrator Fulviler asked If the Council cared to take
action requiring the contractor developinN the property 8outh of F. Bt.
between 0arrett Avl. and Fourth Ave. to pave the full width of Garrett
Ave. on the bails that the %ride vii eBtablloh®d tO his benefit by
diverting the water from hie property. Since the rains, the water hal
been draining onto the property on the Rant Bide of Garrett Avenue.
The Council asked that the property owners on the F~Bt Bide of
Girrett Avenue be contacted to lee if they are willing to lnetall their
curbs and.~atterB, and that the City will lee to it that Garrett Ave.
il paved the full width.
