OF THE CITY COUNCIL OF THE
CITY OF CHULA VESTA, CALIFORNIA
Held Tuesday February 2, 1965
An adjourned regular meeting was held in the Council Chambers by the
City Council on the above date at 7:00 P.M. with the following Councilmen
present: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson
Absent: None
Also present: City Engineer Cole, City Attorney Lindberg, Administrative
Officer Ross, Director of Planning Warren, Assistant Adminis-
trative Officer Stenberg

~-/~'PUBLIC HEARING - Rezoning south of "F" Street between Guava Avenue and Garrett
Avenue and south to Madrona Street, from C-2 and M-1 to C-1
This being the time and place, as advertised, for a public hearing on
the proposed rezoning and setbacks for the area on the south side of "F" Street
from a point three hundred ten feet west of Fourth Avenue extending to Garrett
Avenue and also bounded by Fourth Avenue, Third Avenue, Center Street and Ma-
drona Street, Mayor Sparling declared the hearing open. The proposed zoning
was from M-1 and C-2 to C-1.
Attorney G. L. Bendickson, representing H. H. Green and Sidney Morris:
owners of property on "F" Street, opposed the R-3 zoning prmposed by the Plan-
ning Commission for his clientst property and urged the Council to zone the
property C-1. There being no others wishing to be heard, the Mayor declared
the hearing closed. There were no written cormnunications. The findings of
the Planning Commission were read to the Council. .
After discussion, it was moved by Councilman McAllister, seconded by
Councilman Anderson: and carried that the City Attorney be directed to prepare
an ordinance for the next meeting rezoning the southwest corner of "F" and
· Fourth Avenue from Guava to Center Street C-1-D and the rest of the area C-1
with setbacks as recommended by the Planning Commission.
PUBLIC HEARING - Fred H. Rohr School Site annexation
This being the time and place~ as advertised~ for a public hearing on
the proposed Fred H. Rohr School Site annexation, Mayor Sparling declared the
hearing open. No one wishing to be heard either for or against the annexation
and the Clerk having received no written communications, the Mayor declared
the hearing closed.
ORDINANCE NO. 919 - Approving Fred H. Rohr School Site Annexation - First reading
It was moved by Councilman Anderson, seconded by Councilman McAllister,
and carried that Ordinance No. 919 be placed on its first reading and that read-
ing of the text be waived. The motion carried by the following vote, to-wit:
AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale

ORDINANCE NO. 920 - Rezoning southwest corner of "H" and Fig Avenue - First
reading
It was moved by Councilman McMains, seconded by Councilman McAllister,
and carried that Ordinance No. 920 be placed on its first reading and that
reading of the text be waived. The motion carried by the following vote, to-wit:
AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson
Noes: None

ORDINANCE NO. 921 - Amending City Code relating to regulation of advertising
displays on public rights-of-way - First reading
It was moved by Councilman McMains, seconded by Councilman Anderson,
and carried that Ordinance No. 921 be placed on its first reading and that
reading of the text be waived. The motion carried by the following vote, to-wit:

RESOLUTION NO. 3628 - Approving Planning Commission action granting conditional
use permit to Truman Anderson for car wash on "C" Street
Offered by Councilman Anderson, passed and adopted by the following vote,
to-wit:

RESOLUTION NO. 3629 - Authorizing amended 701 contract between State and City
for colored General Plan Surmnary map
Offered by Councilman McCorquodale, passed and adopted by the following
vote, to-wit:

RESOLUTION NO. 3630 - Rescinding Resolutions No. 2967 and 3001~ granting sewer
service charge variances
Offered by Councilman McCorquodal% passed and adopted by the following
vote, to-wit:

RESOLUTION NO. 3631 - Granting sewer service charge variance to Southwestern
Junior College
Offered by Councilman McMains, passed and adopted by the following vote,
to-wit:

RESOLUTION NO. 3632 - Establishing two-way boulevard stop at intersection of
Palomar Street and Industrial Boulevard
Offered by Councilman McCorquodale, passed and adopted by the following
vote~ to-wit:
AYES: Councilmen McCorquodale, Anderson, McMains, McAllister, Sparling
Noes: None
Absent: None
RINCESS MANOR SUBDIVISION FENCE ALONG ORANGE AVENUE
Administrative Officer Ross, in reporting on the fence installed by
Princess Park Estates without a permit, on the south side of Orange Avenue in
Princess Manor Subdivision, stated the fence seems to be in poor condition and
unsightly and recormmended its removal and the installation of a grapestake
fence. Mr. Ray Rainwater, representing Princess Park Estates, agreed the
fence had been poorly installed but was made of better quality material than
would be in a grapestake fence. He submitted a new plan for the fence and
asked that they be allowed to reconstruct the fence with the same material.
It was moved by Councilman McAllister, seconded by Councilman McMains,
and carried that the matter be referred back to the Administrative Officer and
Planning Director to work out a satisfactory solution with the developers and
property owners who have purchased homes where the fence is located. Council-
man McCorquodale voted no.
APPOINTMENT OF LIBRARY CONSULTANT APPROVED
Mayor Sparling introduced Mr. William Geller, Los Angeles County Li-
brarian, who gave his background which, in his opinion, qualified him as a
consultant to prepare a plan for future library needs in the City. Mr. Geller
answered questions from the Councilmen.
Councilmen McMains expressed concern over the City's repeated hiring
of consultants, stating that the staff, in his opinion, was more qualified in
most cases to make the studies because they are closer to the local scene.
Councilman Anderson suggested the appointment of a qualified citizens' cormnit-
tee to make a study on library needs.
It was moved by Councilman McCorquodale, seconded by Councilman McAllis-
ter, and carried that the City Attorney be directed to prepare, for the next
meeting, a resolution approving an agreement and appropriating funds for the
retention of Mr. Geller, library consultant. Councilman McMains voted no.
RECOGNITION OF MISS NANCY BERG AUTHORIZED
Upon the suggestion of Councilman McCorquodale, Administrative Officer
Ross was instructed to prepare some type of recognition for Miss Nancy Berg,
runner-up in California Junior Miss contest.
KIWANIS CLUB ASSIGNED PROJECTS
Mayor Sparling stated that at the Golden Anniversary dinner of the
Kiwanis Club, he was presented, for the City, a certificate requesting thNt
certain projects be assigned to them for accomplishment in 1965. The projects
preferred were to plant fifty trees in Loma Verde Park, offer their Youth Com-
mittee to the City to be used in any way our youth department wishes, appoint
a committee to work with senior citizens and to activate an international re-
lations committee.
It was moved by Councilman McMains, seconded by Councilman McCorquodale,
and carried that the Kiwanis Club be assigned the projects for 1965~ as requested.
LETTER OF APPRECIATION
A letter was read from Thomas Sefton~ President of San Diego Trust &
Savings Bank, thanking the Council for having granted them a zone change for
property at the southwest corner of Fig and "H" Street.
NOTICE OF MEETING ON FLOOD CONTROL STUDY
A letter was read from E. G. Peacock, U. S. Army Corps of Engineers,
advising of a meeting to be held to discuss the findings of the Corps with
respect to the feasibility of constructing improvements for flood control on
the Sweetwater River. Meeting to be held at 10:30 A.M., February 18, in the
chambers of the County Board of Supervisors~ Civic Center, San Diego.
Mayor Sparling stated that he and City Engineer Cole would attend the
meeting.
UBLIC HEARING ON APPOINTMENT OF LIBRARY CONSULTANT SUGGESTED
Mr. Paul Yeager stated that, in his opinion, a public hearing should
have been held on appointment of a library consultant. He suggested that
matters of this type be stressed more in the City Newsletter. It was Mr.
Yeager's opinion that the "little people" in the City were not considered
when it comes to making decisions.
ADJOURNMENT
Mayor Sparling adjourned ~he meeting at 9:10 P.M. until February 9,
at 7:00 P.M.
