HomeMy WebLinkAboutcc min 1965/02/09 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF CITY OF CHULAVISTA~ CALIFORNIA Held Tuesday February 9, 1965 A regular meeting was held in the Council Chambers by the City Council on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Absent: None Also present: City Engineer Cole, City Attorney Lindberg, Administrative Officer Ross, Director of Planning Warren, Assistant Adminis- trative Officer Stenberg Mayor Sparling led the pledge of allegiance to the Flag and asked for a moment of silent prayer. Statement: The City Clerk hereby states that he did post within twenty-four hours of adjournment, as provided by law, the order of adjourn- ment of the regular meeting of February 9, 1965. ~.~RECOGNITION OF MISS NANCY BERG Mayor Sparling presented to Miss Nancy Berg a letter of recognition for having won third in the California Junior Miss contest. APPROVAL OF COUNCIL MINUTES It was moved by Councilman McCorquodale, seconded by Councilman Ander- son, and carried that the Council minutes for the meetings of January 12, 19~ 26 and February 2, be approved, copies having been sent to each Councilman. /'PUBLIC HEARING - Extension of Interim Ordinance No. 851 - minimum floor area in R-1 zone This being the time and place, as advertised, for a public hearing on extending the effective operation of Ordinance No. 851 pertaining to the mini- mum floor area in R-I zones, Mayor Sparling declared the hearing open. No one wishing to be heard either for or against the extension and the Clerk having received no written protests~ the Mayor declared the hearing closed. ORDINANCE NO. 922 - Extending the effective operation of Ordinance No. 851 - First reading and adoption It was moved by Councilman Anderson, seconded by Councilman McMains, and carried that Ordinance No. 922 be placed on its first reading~ that read- ing of the text be waived and the ordinance adopted as an emergency ordinance. The motion carried by the following vote, to-wit: AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale Foes: None Absent: None ~MUBLIC HEARING - Rezoning southeast corner of Telegraph Canyon Road and Nacion Avenue This being the time and place, as advertised, for a public hearing on the proposed rezoning from R-3 to C-1-D of property on the southeast corner of Telegraph Canyon Road and Nacion Avenue, Mayor Sparling declared the hear- ing open. No one wishing to be heard either for or against the rezoning and the Clerk having received no written protests, the Mayor declared the hearing closed. The findings of the Planning Cormmission were read to the Council. ORDINANCE NO. 923 - Rezoning southeast corner of Telegraph Canyon Road and Nacion Avenue - R-3 to C-1-D - First reading It was moved by Councilman McMains, seconded by Councilman McCorquodale, and carried that Ordinance No. 923 be placed on its first reading, that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: None ORDINANCE NO. 924 - Approving rezoning south side of "F" Street between Guava and Garrett Avenues south to Madrona Street - First reading It was moved by Councilman McAllister, seconded by Councilman Anderson, and carried that Ordinance No. 924 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote~ to-wit: AYES: Councilmen McAllister~ Sparling~ McCorquodale, Anderson, McMains Noes: None Absent: None ORDINANCE NO. 919 - Approving Fred H. Rohr School Site Annexation - Second reading It was moved by Councilman Anderson, seconded by Councilman McCorquodale: and carried that Ordinance No~ 919 be placed on its second reading: that read- ing of the text be waived and the ordinance adopted. The motion carried by the following votes to-wit: AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale Noes: None Absent: None ORDINANCE NO. 920 - Rezoning southwest corner of "H" Street and Fig Avenue - Second reading It was moved by Councilman McMains, seconded by Councilman McAllister~ and carried that Ordinance No. 920 be placed on its second reading, that read- ing of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: None ORDINANCE NO. 921 - Amending City Code relating to the~regulation of advertising displays on the public rights-of-way - Second reading It was moved by Councilman McMains, seconded by Councilman Anderson~ and carried that Ordinance No. 921 be placed on its second reading, that raading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: None %,,.j~RESOLUTION - Approving agreement and appropriating funds for library consultant Offered by Councilman McAllister, this resolution failed to carry by the following votes to-wit: AYES: Councilman McAllister~ Sparling, McCorquodale Noes: Councilmen Anderson, McMains Absent: None Councilmen McMains and Anderson both expressed opposition to the hiring of a library consultant at this time, being of the opinion that those recommen- dations in the Castagna report~ of several years ago, which have not already been accomplished, should be considered now. Administrative Officer Ross reviewed the Castagna report for the Council. Councilman Anderson offered her services in any capacity the Council may wish toward obtaining better library services for the community. Mayor Sparling referred the matter to Administrative Officer Ross for consultation with the Library Board and Library staff. He asked that Mr. Ross report back to the Council at a future date. RESOLUTION NO. 3633 - Accepting and dedicating property from City School District for Hilltop Drive Offered by Councilman McCorquodale, passed and adopted by the follow- ing vote, to-wit: AYES: Councilmen McCorquodale, Anderson, McMains~ McAllister~ Sparling Noes: None Absent: None MovING OF HOUSE APPROVED Administrative Officer Ross, reporting on the request of Mr. Wayne Hudson to move a dwelling from 55 "E" Street to 79 "D" Street, stated that the building has been inspected by the Building Inspector who recormnends the move, subject to meeting all requirements of the building code. It was moved by Councilman McCorquodale, seconded by Councilman Ander- son, and carried that the request to move :the building be granted~ subject to all requirements of the Building Inspector. ROCEEDINGS ON PHASE Xt~ 1911 BLOCK ACT DELAYED City Engineer Cole stated that in order to comply with wishes of a majority of the property owners involved in Phase XI of the 1911 Block Act, it would be his recommendation to the Council that proceedings be delayed until June 1, 1965, at which time action would be resumed. It was moved by Councilman McCorquodale, seconded by Councilman Ander- son, and carried that proceedings on Phase XI of the 1911 Block Act be delayed until June 1, 1965, as recommended by the City Engineer. Mayor Sparling introduced Mr. John Peacock, instructor at the Chula Vista High School, who introduced, as a group, his class in citizenship. The group was welcomed by Mayor Sparling. u/COUNCIL CONFERENCES SUGGESTED Councilman McMains suggested that the Council consider having pre- council meeting conferences at least once a month. The suggestion was re- ferred to Administrative Officer Ross to study procedures followed in other cities and to report back at the next meeting. i./~NATIONAL BEAUTY SALON WEEK PROCLAIMED Mayor Sparling stated that he has received a request to proclaim Feb- ruary 14 to 20 as National Beauty Salon Week° It was moved by Councilman McMains, seconded by Councilman McCorquodale, and carried that the Mayor make the proclamation as requested. ~/"REQUEST FOR AIRPARK PLAN A letter was read from the Junior Chamber of Commerce requesting that the Council enter into negotiations for the purchase of the necessary land for the development of a suitable airpark and develop a detailed master plan of the surrounding area. Referred to Administrative Officer Ross for report at the next meeting. &z'~LIMINATION OF REQUIREMENT FOR INSTALLATION OF SMOG CONTROL DEVICES URGED A resolution was read from the National City Council urging that the County Board of Supervisors enact the necessary legislation to eliminate the requirement for installation of smog control devices on vehicles manufactured in the year 1961 and all prior years. Administrative Officer Ross was di- rected to write a letter to City Manager Hess of National City who sent the copy of the resolution to the Council. ADJOURNMENT Mayor Sparling adjourned the meeting at 8:25 P.M. until February 16 at 7:00 P.M. City Clerk / '
