OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
Held Tuesday February 16, 1965
An adjourned regular meeting was held in the Council Chambers by the
City Council on the above date at 7:00 P.M. with the following Councilmen
present: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson
Absent: None
Also present: City Engineer Cole, City Attorney Lindberg~ Administrative
Officer Ross, Director of Planning Warren, Assistant Adminis-
trative Officer Stenberg
Mayor Sparling led the pledge of allegiance to the Flag and asked for a moment
of silent prayer.
Statement: The City Clerk hereby states that he did post within twenty-four
hours of adjournment~ as provided by law, the order of adjourn-
ment of the adjourned regular meeting of February 16, 1965.
f/fkECOGNITION OF MRS. MARY G. UNGER
Mayor Sparling presented a certificate of commendation to Mrs. Mary
G. Unger for her thirteen years of voluntary service as a member of the Chula
Vista Youth Center Adult Advisory Council.
OtLDINANCE NO. 923 - Rezoning southeast corner of Telegraph Canyon Road and
Nacion Avenue - Second reading
It was moved by Councilman Anderson, seconded by Councilman McCorquo-
dale, and carried that Ordinance No. 923 be placed on its second reading, that
reading of the text be waived and the ordinance adopted. The motion carried
by the following vote, to-wit:
AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale
Noes: None
Absent: None
ORDINANCE NO. 924 - Rezoning south side of "F" Street between Guava and Garrett
Avenues, south to Madrona Street - Second reading
It was moved by Councilman McMains, seconded by Councilman McAllister,
and carried that Ordinance No. 924 be placed on its second reading, that read-
ing of the text be waived and the ordinance adopted. The motion carried by
the following vote, to-wit:
AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson
Noes: None

RESOLUTION NO. 3634 - Approving Planning Commission action granting conditional
use permit to American Oil Company - Telegraph Canyon
Road and "L" Street - Service Station
Offered by Councilman McCorquodale, passed and adopted by the following
vote, to-wit:

RESOLUTION NO. 3635 - Approving Planning Cormmission action granting conditional
use permit to Richard and David Kelton - Otay Lakes Road
at Gotham Street - Service Station

RESOLUTION NO. 3639 - Dedicating and naming Hilltop Drive from Rienstra Street

vote, to-wit:

i/z/REquEST FOR BONITA VILLAGE SEWER PARTICIPATION
Administrative Officer Ross stated that he has received a request from
Mr. Paul Stein, property manager for Mr. and Mrs. Robert Helmuth, owners of
property on Bonita Road,' requesting that the City participate, on a repayment
basis, in the extension of the sewer main in Bonita Road to the intersection
of Allen School Road.
Administrative Officer Ross recommended that the City Code be amended
to require that each separate building on a parcel of land under single owner-
ship have its own independent sewer connection.
It was moved by Councilman McMains, seconded by Councilman McAllister,
and carried that the City Attorney be directed to prepare for future action
a sewer repayment agreement between the City and Mr. and Mrs. Helmuth, and
also to draft an amendment to the Code requiring that each separate building
on a parcel of land have independent sewer connections.
~//REPORT ON AIRPARKPLAN
Administrative Officer Ross, in reporting on the request of the Junior
Chamber of Commerce that the City purchase land for an airpark, stated that
at a joint meeting of the Chamber of Con~erce Airport Committee and representa-
tives of the Junior Chamber of Cormnerce, it was decided that the City should
defer any action on the acquisition of an airport site until after a meeting
can be held on March 10, 1965, with Mro H. K. Friedland, Aviation Consultant.
A letter was read from the Chamber of Cormmerce requesting that the
Council delay any action on the request of the Junior Chamber of Commerce
until after the March 10 meeting with Mr. H. K. Friedland.
It was moved by Councilman Anderson, seconded by Councilman McMains,
and carried that the report of the Administrative Officer be accepted.
yQUEST FOR PROTEST TO PROPOSED CHANGE IN CONTROL ZONE FOR REAM FIELD
A letter was read from the Chamber of Commerce requesting that the
Council register a protest with the Federal Aviation Agency on the proposed
change in the control zone for Ream Field. It was moved by Councilman Ander-
son, seconded by Councilman McMains, and carried that the matter be placed on
the agenda for the next meeting.
/~RELIMINARY REPORT FROM REFUSE SI~JDY COMMITTEE
Administrative Officer Ross read to the Council his preliminary report
from the Refuse Study Cormnittee. It was moved by Councilman McCorquodale,
seconded by Councilman McMains, and carried that the full report of the Com-
mittee be forthcoming by March 1, as previously requested, and that the Com-
mittee be authorized to study further on a model refuse collection ordinance.
/MINISTRATIVE OFFICER AUTHORIZED TO ATTEND CONFERENCE
It was moved by Councilman McCorquodale, seconded by Councilman McMains,
and carried that Administrative Officer Ross be authorized to attend on Febru-
ary 17, 18 and 19, the annual City Manager's conference in Sacramento.
, qUEST TO SHOW
Mr. Steve Tutt, Chairman of the Junior Chamber of Commerce Airpark
Committee~ requested permission to show a film on the importance of an airpark
after the next Council meeting. It was moved by Councilman McMains, seconded
by Councilman McCorquodale, and carried that the request be granted.

Mayor Sparling adjourned the meeting at 8:00 P.M. until February 23,
at 7:00 P.M.
