ADJOURNED P~EGULARMEETING OF THE CITY
COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Monday May 17, 1965
An adjourned regular meeting of the City Council of the City of Chula
Vista was held at 9:08 A.M. on the above date with the following Councilmen
present: Councilmen McMains, McAllister, Anderson, McCorquodale, Sparling
Absent: None
Also present: Chief Administrative Officer Ross, Assistant Administrative
Officer Stenberg, Finance Officer Grant, Personnel Officer Foss
BUDGET SESSION - Civil Service Con~nission Recommendations concerning salary
increases for employees for 1965-66
The Chief Administrative Officer briefly discussed the proposed salary
increases in general and indicated that this was the first year that the City
of Chula Vista had handled its own salary survey. The Personnel Officer ad-
dressed the Council and indicated that research on salaries for municipal em-
ployees had been conducted for the last five months. The Civil Service Commis-
sion was reported to have made some modification in the findings of the Personnel
Officer's salary survey prior to the submission of its recormnendations to the
City Council. General salary increases ranged from 0% to 15% for City employees.
Thereafter, the Personnel Officer explained the technique used for arriving at
a conclusion in the salary survey. The Finance Officer reported that the salary
recommendations as submitted by the Civil Service Commission would cost the City
$102,000.00 for the 1965-66 fiscal year. He also indicated that the 1965-66
budget presently had only $50,000.00 ear-marked for salary increases. Council-
man Sparling inquired as to whether the recommendations for salary increases
were necessary to keep the City in a competitive labor market. The Personnel
Officer answered in the affirmative.
Thereafter, the City Council began its review of the recormnended salary
increases as submitted by the Civil Service Cormmission and minute action was
taken in the following sequence:
(1) The Chief Administrative Officer recommended a five per cent (5%)
increase for the City Clerk and stated that this position was much more than a
clerical position, that its responsibilities were quite important and that the
position was the Council's "Representative Without Portfolio". Thereafter, it
was moved by Councilman Sparling, seconded by Councilman McAllister, and carried
that the recommendation of the Civil Service Con~nission be adjusted to include
a five per cent (5%) salary increase for the City Clerk.
(2) It was moved by Councilman Sparling, seconded by Councilman McMains,
and carried that the Council accept and approve the proposed salary recommenda-
tions as proposed for the clerical classifications, with the exception of the
City Clerk, which position was to be granted a five per cent (5%) increase.
(3) It was moved by Councilman McAllister, seconded by Councilman Mc-
Corquodale, and carried that the Council accept and approve the salary recom-
mendations as proposed for the Police and Fire classification groups.
(4) It was moved by Councilnmn Sparling, seconded by Councilman McA1-
lister, and carried that the Council accept and approve the recormnended salary
increases as proposed for the Maintenance, Construction and Repairmen classifi-
cation groups.
(5) It was moved by Councilman McCorquodale, seconded by Councilman
Sparling, and carried that the Council accept and approve the recommended salary
increases as proposed for the Planning and Engineering classification groups
with the exception that the Associate Planner be granted a two and one-half per
cent (2½%) increase instead of no increase as recommended.
(6) It was moved by Councilman McAllister, seconded by Councilman Mc-
Corquodale, and carried that the Council accept and approve the recormnended
salary increases as proposed for the Recreation and Library classification groups.
(7) It was moved by Councilman McAllister, seconded by Councilman
McMains, and carried that the Council grant a two and one-half per cent (2½%)
salary increase as recommended by the Chief Administrative Officer to the posi-
tion of Fire Chief.
(8) It was moved by Councilman Sparling, seconded by Councilman McCor-
quodale, and carried that the Council grant a five per cent (5%) salary increase
as recon~nended by the Chief Administrative Officer to the position of Finance
Officer.
(9) It was moved by Councilman McCorquodale, seconded by Councilman
Sparling, and carried that the Council grant a five per cent (5%) salary in-
crease to the position of Secretary to the Chief Administrative Officer, as
reco~nended by the Chief Administrative Officer in keeping with proposed salary
increases for other clerical classifications until such time as the Personnel
Officer can complete his review of all clerical classifications.
(10) It was moved by Councilman McAllister, seconded by Councilman Mc-
Corquodale, and carried that the Council grant an additional five per cent (5%)
salary increase to the position of Librarian, bringing the total increase for
this position from five per cent (5%) to ten per cent (10%).
(11) It was moved by Councilman McAllister, seconded by Councilman Mc-
Corquodale, and carried that the Council accept and approve the recommended
salary increases as proposed except for the adjustments already adopted in the
Administrative classification group for the Fire Chief, Finance Officer, Secre-
tary to the Chief Administrative Officer and Librarian.
(12) It was moved by Councilman McMains, seconded by Councilman McA1-
lister, and carried that the Council grant a $2,000.00 salary increase to the
position of City Attorney, thereby bringing the annual salary of this position
from $14,000.00 to $16,000.00.
(13) It was moved by Councilman McMains, seconded by Councilman McCor-
quodale, and carried that the Council grant a five per cent (5%) increase to
the position of Chief Administrative Officer.
Mayor Anderson adjourned the meeting at 11:20 A.M. until Tuesday, May
18, 1965, at 7:00 P.M.
