HomeMy WebLinkAboutcc min 1965/05/25 MINUTES OF AN ADJOURiqED REGULAR MEETING OF THE CITY COUNCIL OF TIlE CITY OF CHULA VISTA~ CALIFORNIA Held Tuesday May 25~ 1965 An adjourned regular meeting was held in the Council Chambers by the City Council on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McMains, McAllister, Anderson, McCorquodale, Sparling Absent: None Also present: City Engineer Cole~ City Attorney Lindberg, Administrative Officer Ross, Director of Planning Warren~ Assistant Adminis- trative Officer Stenberg Mayor Anderson led the pledge of allegiance to the Flag~ followed by a moment of silent prayer. Statement: The City Clerk hereby states that he did post within twenty-four hours of adjournment, as provided by laws the order of adjournment of the adjourned regular meeting of May 25, 1965. RESOLUTION NO. 3727 - Giving notice of intention to annex Bonita Cove Annexa- tion No. 2 - Hearing date set for June 15, 1965 Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson, McCorquodale Noes: None Absent: None Councilman McCorquodale suggested that certain unincorporated property to the west of the proposed Bonita Cove Annexation No. 2 might be included in the annexation. Mayor Anderson asked that Administrative Officer follow through on the suggestion. ii,PUBLIC HEARING - Prezoning Bonita Cove Annexation No. 2 This being the time and place, as advertised, for a public hearing on the proposed prezoning of Bonita Cove Annexation No. 2 to R-3-D and R-1-B-20-D, Mayor Anderson declared the hearing open. Mr. Darrel Fields and Mr. Frank Ferreira spoke in favor of the prezoning. No others wishing to be heard and the Clerk having received no written protestss the Mayor declared the hearing closed. ORDINANCE NO. 936 - Prezoning Bonita Cove Annexation No. 2 ~ First reading It was moved by Councilman McMains, seconded by Councilman McCorquodale, and carried that Ordinance No. 936 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen McMainss McAllister, Anderson, McCorquodale, Sparling Noes: None Absent: None ~/PUBLIC HEARING - Rezoning portions of Oxford Street This being the time and places as advertised, for a public hearing on the proposed rezoning from M-1 to R-1 of certain property on the north side of Oxford Street, east of Cuyamaca Avenue, and the south side of Oxford Street, east of Hilltop Drive, Mayor Anderson declared the hearing open. No one wish- ing to be heard and the Clerk having no written protests, the Mayor declared the hearing closed. ORDINANCE NO. 937 - Rezoning portion of Oxford Street from M-1 to R-1 - First reading It was moved by Councilman McCorquodale, seconded by Councilman Sparling, and carried that Ordinance No. 937 be placed on its first reading and that read- ing of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen McCorquodale~ Sparling, McMains, McAllister, Anderson Noes: None Absent: None RESOLUTION NO. 3728 - Approving Section 2107 Gas Tax funds for fiscal year 1965-1966 Offered by Councilman Sparling~ passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson, McCorquodale Noes: None Absent: None RESOLUTION NO. 3729 - Approving proposed Section 2107.5 Engineering budget for Gas Tax funds for 1965-1966 Offered by Councilman McCorquodale, passed and adopted by the following vote, to-wit: AYES: Councilmen McCorquodale~ Sperling, McMains~ McAllister~ Anderson Noes: None Absent: None RESOLUTION NO. 3730 - Giving notice of intention to annex First Presbyterian Church Annexation - Hearing date set for July 13~ 1965 Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, McCorquodale, Sparling~ McMains Noes: None Absent: None ~ID CALL AUTHORIZED FOR TWO ADDITIONAL TENNIS COURTS It was moved by Councilman McCorquodale~ seconded by Councilman Sparling, and carried that the City Engineer be authorized to call for bids at the pre- vailing minimum wage scale for the construction of two additional tennis courts in Eucalyptus Park. ~.~'BID CALL AUTHORIZED FOR TENNIS COURT LIGHTING AND CERTAIN FACILITIES IN EUCALYPTUS PARK It was moved by Councilman McCorquodale, seconded by Councilman Sparling, and carried that the City Engineer be authorized to call for bids at the pre- vailing minimum wage scale for installation of lighting and other facilities at the Eucalyptus Park tennis courts. ~'JUNE 15~ 1965 SET AS TIME FOR HEARING ON APPEAL OF DR. CASEY It was moved by Councilman McMains, seconded by Councilman McAllister, and carried that June 15 at 7:00 P.M. be set as the time for a public hearing on the appeal of Dr. Casey of Planning Commission action denying him a zone variance for an antique shop at 288 Del Mar Avenue. ~.SAFETY COUNCIL RECOMMENDATIONS A letter was read from the Safety Council recommending a crosswalk on Broadway between "H" and "I" Streets, a "No Left Turn" sign controlling north- bound traffic leaving the alley at "E" Street between Landis and Third Avenue, that "K" Street between Broadway and Industrial Boulevard be designated as a through street and that stop signs be erected to control the southbound move- ment of traffic on Industrial Boulevard at the "L" Street overpass. It was moved by Councilman McAllister, seconded by Councilman Sparling, and carried that the recommendations be referred to the City Engineer for implementation. REQUEST TO MOVE DWELLING APPROVED Administrative Officer Ross stated a request has been received from Mrs. Barney Seligson to move a dwelling and detached garage from 237 "H" Street to Tobias Drive near Palomar Street. It was moved by Councilman McAllister, seconded by Councilman McCorquo- dal~ and carried that the request to move the dwelling and garage be granted subject to all requirements of the Building Inspector. RESOLUTION NO. 3731 ~ Urging location of new State Mental Correctional Facility in the South Bay Area Offered by Councilman McMains, passed and adopted by the following vote, to-wit: AYES: Councilmen McMains~ McAllister~ Anderson~ McCorquodale, Sparling Noes: None Absent: None RESOLUTION NO. 3732 - Approving special appropriation of $180.00 for Council- men's expenses to Sacramento Offered by Councilman McMains, passed and adopted by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Anderson, McCorquodale, Sparling Noes: None Absent: None Mr. Paul Yeager suggested that while the delegation is in Sacramento on the matter of locating the State Mental Correctional Facility in the South Bay Area, they might look into the possibility of locating the Atomic Energy Com- mission facility in this area also. Mayor Anderson stated she would look into the matter. DISCUSSION ON TRANSPORTATION PROBLEM Mayor Anderson asked what action the Council wished to take on the ques- tion of transportation which was discussed at length at the 4;00 P.M. Council conference, held Monday, May 24. Councilman McAllister suggested that action be taken to encourage pas- sage of enabling legislation at this session of the legislature. Councilman Sparling stated that the Donovan Transit District Bill having been referred to long-term interim committee for investigation, a group got together and wrote a substitute bill to be an amendment to the bill introduced by Senator Schrade. The amendment was sent to Schrade and has been approved by the Legislative Council. Mr. Schrade has asked that Councilman Sparling be present at a meeting at 1:30 P.M. on Friday to discuss the amended bill. Coun- cilman Sparling asked permission of the Council to remain over in Sacramento after his Thursday meeting until Friday to meet with Senator Schrade. Councilman Sparling was directed to bring back copies of the amended bill for study by the Council. It was moved by Councilman McAllister, seconded by Councilman Sparling, and carried that the Council encourage the preparation of enabling legislation on the transit problem as soon as possible that would be hopefully adopted at this session of the legislature. It was moved by Councilman McMains, seconded by Councilman McAllister, and carried that Resolution No. 3732 be amended to include an additional $40.00, or a total appropriation of $220.00, in order that Councilman Sparling can re- main over in Sacramento until Friday and meet on the transit problem. REPORT ON CONFERENCE WITH CITY MANAGERS Administrative Officer Ross gave a report on the Conference of City Managers which he attended in Washington, D. C.~ upon the invitation of the Vice President of the United States. ~,/CERTIFICATE OF APPRECIATION Mayor Anderson presented to Councilman Sparling a Certificate of Appre- ciation from the Chula Vista Junior Chamber of Commerce and the United States Junior Chamber of Commerce. RESOLUTION NO. 373~ - Urging passage of AS Bill No. 3068 deleting requirements for enforcement of Painting Standards Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister~ Anderson, McCorquodale, Sparling~ McMains Noes: None Absent: None ~,zCOUNCILMAN McCORqUODALE GRANTED PERMISSION TO LEAVE STATE It was moved by Councilman Sparling, seconded by Councilman McMains, and carried that Councilman McCorquodale be authorized to leave the state from June 21 through June 26~ 1965. ~RESIDENT OF JUNIOR CHAMBER OF COMMERCE INTRODUCED Councilman Sparling introduced Mr. Jack Sylvester~ President of the Junior Chamber of Commerce for the coming year. ADJOURNMENT Mayor Anderson adjourned the meeting at 8:30 P.M. until June 1, at 7:00 P.M. ~_ · City Clerk
