HomeMy WebLinkAboutcc min 1965/06/22 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday June 22, 1965 A regular meeting was held in the Council Chambers by the City Coun- cil on the above date at 7:00 P.M. with the fo/lowing Councilmen present: Councilmen McMains, McAllister, Anderson Sparling Absent: Councilman McCorquodale Also present: City Engineer Cole, City Attorney Lindberg, Assistant Admin- istrative Officer Stenberg, Planning Director Warren, Peru sonnel Officer Foss Mayor Anderson led the pledge of allegiance to the Flag. Invocation by Rev. Fred de Berry of the Southern Baptist Church. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman McAllis- ter, and carried that the Council minutes for the meeting of June 15, be approved, copies having been sent to each Councilman. 4/.PUBLIC HEARING - Partridge Annexation This being the time and place, as advertised, for a public hearing on the proposed Partridge Annexation, Mayor Anderson declared the hearing epen. No one wishing to be heard either for or against the annexation and the Clerk having received no written communications, the Mayor declared the hearing closed. ORDINANCE NO. 941 - Approving Partridge Annexation - First reading It was moved by Councilman McAllister, seconded by Councilman Sparling, and carried that Ordinance No. 941 be placed on its first reading and that the reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, Sparling, McMains Noes: None Absent: Councilman McCorquodale ORDINANCE NO. 940 - Approving Bonita Cove Annexation No. 2 - Second reading It was moved by Councilman McMains, seconded by Councilman Sparling, and carried that Ordinance No. 940 be placed on its second reading, that reading of the text be waived and the ordinance adopted. The motion car- ried by the following vote, to-wit: AYES: Councilmen McMains, McA/lister, Anderson, Sparling Noes: None Absent: Councilman McCorquodale RESOLUTION N0. 3755 - Granting the appeal of Dr. and Mrs. Joseph Casey re- questing a zone variance for an antique shop at 288 Del Mar Avenue Offered by Councilman McMains, passed and adopted by the following vote, to-wit: AYES: Councilmen McMains, McA/lister, Anderson, Sparling Noes: None Absent: Councilman McCorquodale .RESOLUTION NO. 3756 - Authorizing special appropriation of $9,857.00 for Lawn Bowling Green in Eucalyptus Park Offered by Councilman McAllister, passed and adopted by the follow- ing vote, to-wit: AYES: Councilmen McAllister, Anderson, Sparling, McMains Noes: None Absent: Councilman McCorquodale RESOLUTION NO. 3757 - Giving notice of intention to vacate portion of alley south of "G" Street between Third and Church Avenues - Setting hearing date for July 13 Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson Noes: None Absent: Councilman McCorquodale RESOLUTION NO. 3758 - Approving Chamber of Commerce agreement for 1965-66 Offered by Councilman McMains, passed and adopted by the following vote, to-wit: AYES: Councilmen McMains, McAl2ister, Anderson, Sparling Noes: None Absent: Councilman McCorquodale ~IDS RECEIVED ON RADIO COMMUNICATIONS EQUIPMENT AND MAINTENANCE SERVICE Assistant Administrative Officer Stenberg stated that bids had been received for the Radio Communications Equipment and Maintenance Service con- tract for 1965-66. Motorola, Inc., was the low bidder on the Radio Mainten- ance contract. Because it has not been determined by the staff that accept- ing the low bid received on the equipment would be to the best interests of the City, Mr. Stenberg suggested that action on the purchase of the radio equipment be deferred temporarily. Mr. Ted Luesing, District Sales Manager for the General Electric Com- pany of Southern California, speaking on the equipment bid, stated that in bis opinion their equipment was comparable and in some instances better than that of their competitors. The General Electric Company was low bidder on the radio equipment. Mr. Nell Haas, representing Radio Service Company, stated that he did not consider that the City put out a fair means of bidding for the radio service as well as the equipment and asked that all bids be rejected and a new call for bids authorized. It was moved by Councilman Sparling, seconded by Councilman McMains, and carried that action on the matter be deferred until the meeting of July 6 and that each Councilman be furnished with copies of the specifications for both proposals. RESOLUTION NO. 3759 - Approving agreement between the City and Griffenhagen- Kroeger, Inc., for Personnel testing services Offered by Councilman McMains, passed and adopted by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Anderson, Sparling Noes: None Absent: Councilman McCorquodale RESOLUTION NO. 3760 - Authorizing City Personnel Complement for 1965-66 fiscal year Offered by Councilman McMains, passed and adopted by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Anderson, Sparling Noes: None Absent: Councilman McCorquodale RESOLUTION NO. 3761 - Authorizing special appropriation of funds for Personnel Department Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson Noes: None Absent: Councilman McCorquodale HESOLUTION NO. 3762 - Giving notice of intention to hold public hearing to consider the granting of a certificate of public neces- sity and convenience for the operation o f additional taxicabs in the City - Hearing set for July 13 Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson Noes: None Absent: Councilman McCorquodale RESOLUTION NO. 3763- Proclaiming month of June, Youth Opportunity Month Offered by Councilman Sparling, passed and adopted by the following vote, to-~it: AYES: Councilmen Sparling, McMains, McAllister, Anderson Noes: None Absent: Councilman McCorquodale RESOLUTION NO. 3764 - Giving notice of intention to hold public hearing on Television Antenna Franchise - Hearing set for July 6 Offered by Councilman Sparling, passed and adopted by the following vote, to-~lt: AYES: Councilmen Sparling, McMains, McAllister, Anderson Noes: None Absent: Councilman McCorquodale Mr. Leon Papeover, representing Community Cable Casting Corporation, asked that the Council consider all applicants at the hearing to be held on July 6. RESOLUTION NO. 3765 - Requesting Board of Supervisors to authorize Registrar of Voters to conduct special bond election for golf course purchase Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson Noes: None Absent: Councilman McCorquodale RESOLUTION NO. 37~6 - Approving final map of Princess Manor No. 8 Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, Sparling, McMains Noes: None Absent: Councilman McCorquoda/e RESOLUTION NO. 3767 - Approving improvement agreement - Princess Manor No. 8 Offered by Councilman McAllister, passed and adopted by the following vote, to-%~it: AYES: Councilmen McAllister, Anderson, Sparling, McMains Noes: None Absent: Councilman McCorquodale ~ROTEST TO ALCOHOLIC BEVW~qAGE CONTROL BOARD AUTHORIZED It was moved by Councilman McMains, seconded by Councilman Sparling, and carried that the City Attorney be directed to file a formal protest with the State Alcoholic Beverage Control Board against the issuance of an unlim- ited on-sale beer license for property located at 4228 Bong ta Road. RESOLUTION NO. 3768 - Supporting action of City of Del Mar to enlarge Torrey Pines Park Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson Noes: None Absent: Councilman McCor quodale HELP ASKED FOR FARM WORKERS Mr. David McCain, Office Manag for the AFL-CIO's AWOC union workers, representing the Agricultural Workers Organizing Committee, spoke on the working conditions and wages of agricultural workers and the policies of the Union. He asked that the Council take some action to encourage the Growers Association representatives to meet with representatives of the workers to negotiate their problems. Mr. McCaiu also spoke in favor of legislation which would cover farm workers with unemployment insurance benefits. Mr. John Felix, representing Local 89 of the Labor Union, asked that the Council take some action to help in the local strike of agricultural workers · It was moved by Councilman McMains, seconded by Councilman Sparling, and carried that the City Attorney be directed to draw up for the next meet- ing a resolution, urging the Federal Government to take steps to equalize minimum farm labor wages throughout the States, and any other desires indi- vidual Councilmen might wish Mr. Lindberg to incorporate. ~?ETI~tON ON SMOKE NUISANCE A petition was presented by Mr. Jessie Roeder, 765 Palomar Street, signed by two hundred citizens .protesting the intense smoke and fumes emitted from the stacks of the F.M.C. Corporation plant located at ll50 Bay Boulevard. The petition asked that the Council take action to correct the hazard. The plant being located in the County, it was moved by Councilman McMains, sec- onded by Councilman Sparliug, and carried that the petition be referred to the County Health authorities for action. Mr, D. C. Linton, Superintendent of the F.M.C. Corporation, stated that steps have been taken to remedy the hazard at his plant and pledged support of the company in trying to further improve conditions at the plant in order that the health hazard might be eliminated. jou mmN_T Mayor Anderson adjourned the meeting at 9:00 P.M. sine die. ~_.
