(AGENCY RESOLUTION NO. 1848)
JOINT RESOLUTION OF THE CITY COUNCIL AND THE
REDEVELOPMENT AGENCY OF THE CITY OF CHULA
VISTA APPROVING THE EXCLUSIVE NEGOTIATING
AGREEMENT WITtt KAMPGROUND ENTERPRISES, INC.
FOR A PERIOD OF ONE YEAR, WITH AN OPTION FOR A
SIX-MONTH EXTENSION, FOR DEVELOPMENT OF A
TOURNAMENT SOCCER FACILITY AND LODGE ON
APPROXIMATELY 38 ACRES IN THE LOWER
SWEETWATER VALLEY
WHEREAS, Kampgrounds Enterprises, Inc. ("Developer") is proposing to develop the
Lower Sweetwater Valley property with a 38-acre mixed-use project, adding to the existing
campground a tournament soccer facility and a hotel; and
WHEREAS, the proposed project area is comprised of multiple parcels, including at least
two parcels owned by Developer, one parcel owned by the Mross Family Trust and one parcel
owned by the Redevelopment Agency; and
WHEREAS, the Developer has requested an Exclusive Negotiating Agreement (ENA)
with the Agency for one year, with an option for a six-month extension, in order to develop
plans, pursue entitlements, secure financing, and negotiate a Disposition and Development
Agreement (DDA); and
WHEREAS, the City and Agency are willing to enter into the ENA due to the high
quality of the proposal, its potential to eliminate blighting conditions in the Lower Sweetwater
Valley area by developing an area long underutilized and vacant, and the fact that the proposed
project would add needed recreational facilities and visitor serving accommodations in the
community; and
WHEREAS, the Environmental Review Coordinator has reviewed the proposed activity
for compliance with the California Environmental Quality Act (CEQA) and has determined that
because the ENA is an agreement to negotiate terms for disposition of land, and to analyze a
project proposal, the activity is not a "Project" as defined under Section 15378 of the State
CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines no
environmental review of the Project is necessary at this time.
NOW, THEREFORE, BE IT RESOLVED the City Council and the Redevelopment
Agency of the City of Chula Vista do hereby approve the Exclusive Negotiating Agreement with
Kampground Enterprises, Inc regarding the proposed development of a tournament soccer
facility, lodge, and campground expansion on a portion of the Lower Sweetwater Valley on the
terms presented and authorize and direct the Mayor/Chairman to execute the agreement in a final
form approved by the City Attorney/Agency Counsel.
