RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE ACCEPTANCE OF UP TO
$720,000 IN INCENTIVE FUNDING THROUGH THE SAN
DIEGO COUNTY INCENTIVE PROJECT OF THE
CALIFORNIA ELECTRIC VEHICLE INFRASTRUCTURE
PROJECT (CALEVIP) AND APPROVING AN AGREEMENT
WITH ZERO IMPACT SOLUTIONS AND ZERO IMPACT
BUILDERS TO INSTALL ELECTRIC VEHICLE
INFRASTRUCTURE AT CITY-OWNED PARKING LOTS
WHEREAS, Chula Vista City Council approved the 2017 Climate Action plan which
included a goal to support citywide expansion of alternative fuel vehicle use by 11% by 2035; and
WHEREAS, the Climate Action Plan lists goals to support the installation of more local
alternative fueling stations and facilitating electric vehicle (EV) chargers in areas of City not
currently served; and
WHEREAS, the State of California has a goal to get 5 million zero-emission vehicles on
the road by 2030 and a goal to install 250,000 EV charging stations by 2025; and
WHEREAS, the California Electric Vehicle Infrastructure Project (CALeVIP) addresses
regional needs for EV charging infrastructure throughout California, provides incentives for EV
charger installations, and works with local partners to develop and implement projects that meet
current and future regional EV needs for vehicle charging; and
WHEREAS, the local project of the CALeVIP program, the San Diego County Incentive
Project, is hosted in partnership with San Diego Association of Governments (SANDAG) and San
Diego County Air Pollution Control District (SDAPCD) and has a total of over $17.76 million in
funding to support regional efforts for installation of EV chargers; and
WHEREAS, on October 27, 2020, the City of Chula Vista and Zero Impact Solutions
applied for up to $720,000 in rebate funding for potential EV charger installations at public parking
lots in low income communities in the City; and
WHEREAS, on February 2, 2021, staff received notice from the San Diego County
Incentive Project that they have reserved a rebate amount of $530,000 for the City’s application,
with an additional potential $190,000 still in pending applications; and
WHEREAS, in order to receive the reserved $530,000 in CALeVIP incentives for EV
charging infrastructure purchase and installation, the City will be required to enter into an
agreement with Zero Impact Solutions and Zero Impact Builders for the design, pre-construction,
and construction of the EV charging infrastructure.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
that it authorizes the acceptance of up to $720,000 in incentive funding through the San Diego
County Incentive Project of the California Electric Vehicle Infrastructure Project (CALEVIP) and
directs the City Manager or designee to execute documents necessary to obtain the incentive
funding.
BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista that it
approves the agreement between the City and Zero Impact Solutions and Zero Impact Builders, in
the form presented, with such minor modifications as may be required or approved by the City
Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and
directs the City Manager or designee to execute same.
