HomeMy WebLinkAboutReso 2021-112RESOLUTION NO. 2021-112 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA (1) APPROVING THE 2020-2024 CITIZEN PARTICIPATION PLAN, 2020-2024 FIVE-YEAR CONSOLIDATED PLAN AND THE 2021-2022 ANNUAL ACTION PLAN FOR THE U.S. DEPARTMENT OF HOUSING DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS; (2) AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE ANY AND ALL HUD DOCUMENTS RELATED TO THE GRANTS; (3) AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE AGREEMENTS WITH EACH SUBRECIPIENT; AND (4) ESTABLISHING NEW CAPITAL IMPROVEMENT PROJECT NUMBER PRK0338 ENTITLED LANCERLOT PARK PLAYGROUND; AND, APPROPRIATING FUNDS THEREOF WHEREAS, the City of Chula Vista, on an annual basis, receives Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, and Emergency Solutions Grant (ESG) Program funds from the U.S. Department of Housing and Urban Development (HUD) to contribute towards a number of diverse programs and services to enhance the quality of life for Chula Vista’s low to moderate income residents; and WHEREAS, as a requirement to receive these funds the City must develop and approve a Citizen Participation Plan, a Five-Year Consolidated Plan, and, Annual Action Plan (the Plans) describing the strategies and using the goals set forth in the Plans per HUD Rules and Regulations; and WHEREAS, the City will receive a F iscal Year 2021/2022 CDBG entitlement of $2,378,358; a HOME entitlement of $866,302; and ESG entitlement of $208,134; and WHERAS, the City will also utilize $600,000 of prior year unencumbered grant funds from the CDBG program; and WHEREAS, the total funding available for the 2021-2022 Program Year Spending Plan is $4,052,794; and WHEREAS, the City followed its Citizen Participation Plan and released the Plans for public review to solicit public input on the planning documents and proposed 2021-2022 programs on projects; and WHEREAS, each CDBG project and programs meet a national objective to benefit primarily low/income households or aid in the elimination of slums and blight; and DocuSign Envelope ID: DF270913-6CEB-4381-ADDA-939955B5B5A7 Resolution No. 2021-112 Page No. 2 WHEREAS, Staff has determined that the subrecipients identified in the FY 2021- 2022 Spending Plan and Attachment A (attached hereto) are experienced and staffed in a manner such that they can prepare and deliver the services required by the City; and WHEREAS, in order for an outside agency or City Department to receive and operate a CDBG, ESG or HOME funded activity, they must formally enter into a Subrecipient Agreement or MOU; and WHEREAS, in the event that HUD withdraws the City's CDBG funding, the City is not obligated to compensate the sub/recipients/contractors for program expenditures. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Chula Vista as follows: 1. That it authorizes the City Manager or her designee to execute any and all agreements and necessary amendments for the management and implementation of the FY 2021- 2022 Spending Plan (Attachment “A” to Resolution), Administration and Public Services programs between the City of Chula Vista and each subrecipient, and it further authorizes the City Manager or her designee to make such minor modifications as may be approved or required by the City Attorney. 2. That it authorizes the City of Chula Vista Development Services Department Director to enter into Memorandums of Agreement, in substantially the form presented, for the management and implementation of the FY 2021-2022 Spending Plan Capital Improvement projects, with the Directors of Engineering and Community Services, and it further authorizes the City Manager or her designee to make such minor modifications as may be approved or required by the City Attorney. 3. That it authorizes the City Manager, or her designee to execute the HUD Funding Approval Agreements and any other related documents necessary to obtain the HUD grants. 4. That it authorizes the establishment of a new Capital Improvement Project Number PRK0338, entitled Lancerlot Park Playground. 5. That it authorizes the appropriation of funds as itemized in Attachment A – Spending Plan.
