REGULAR MEETING OF THE CITY COUNCIL
Pursuant to the Governor of the State of California ’s Executive Order N-29-20, and in the interest of public
health and safety during the COVID -19 pandemic, members of the City Council and staff participated in
this meeting via teleconference. Members of the public participated remotely and were not present in
Council Chambers. All votes were taken by roll call and public comments were submitted electronically or
otherwise in writing.
The City Council minutes are prepared and ordered to correspond to the City Council Agenda. Agenda
items may be taken out of order during the meeting.
The agenda items at this meeting were considered in the order presented.
CALL TO ORDER
A regular meeting of the City Council of the City of Chula Vista was called to order at 5:07 p.m. via
teleconference and in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista,
California.
ROLL CALL:

Councilmember Cardenas led the Pledge of Allegiance.
Mayor Casillas Salas called for a moment of silence in memory of the victims of recent shootings in
Atlanta, Georgia and Boulder, Colorado.

1.21-0086 ORDINANCE NO. 3500 OF THE CITY OF CHULA VISTA AMENDING
CHULA VISTA MUNICIPAL CODE SECTION 2.56 (PURCHASING
SYSTEM) TO AUTHORIZE THE PUBLIC WORKS DIRECTOR OR CITY
ENGINEER TO ACQUIRE INTERESTS IN REAL PROPERTY IN
FURTHERANCE OF CAPITAL IMPROVEMENT PROJECTS (SECOND

CHULA VISTA AND TAMAR COMMUNICATIONS TO PROVIDE
TRANSLATION AND SPANISH-LANGUAGE COMMUNICATIONS AND
MEDIA SERVICES
Recommended Action: Council adopt the resolution.
3.21-0063 RESOLUTION NO. 2021-051 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE SECOND AMENDMENT TO THE
LEGAL SERVICES AGREEMENT FOR THE FORMATION OF THE
BAYFRONT PROJECT SPECIAL TAX FINANCING DISTRICT BETWEEN
THE CITY AND BEST BEST & KRIEGER, LLP

4.21-0080 RESOLUTION NO. 2021-052 OF THE CITY COUNCIL OF THE CITY OF

CITY MANAGER’S REPORTS
City Manager Kachadoorian provided an update regarding funds the City would receive under the American
Rescue Plan and spoke regarding a grant from the Community Congregational Development Corporation
for use to construct pickleball and bocce ball courts.
Police Chief Kennedy spoke regarding a recent incident at Sunset View park.
MAYOR’S REPORTS
Mayor Casillas Salas spoke regarding the following recent events: Chula Vista resident Maggie Arveson's
106th birthday and the Drones as First Responders program press conference and visit to the drone
launch pad at Southwestern College.
COUNCILMEMBERS’ COMMENTS
Councilmember Cardenas spoke regarding the tragic shootings in Atlanta and Boulder, and regarding
COVID-19 vaccinations.
Deputy Mayor McCann thanked Chief Kennedy and Police detectives for their response to the Sunset View
park incident and recognized the department for its drone program.
Councilmember Padilla encouraged people to get their COVID-19 vaccination.
Councilmember Galvez spoke regarding the Drones as First Responders program press conference and
visit to the drone launch pad at Southwestern College, delivering meals with Meals on Wheels, and the
upcoming Easter holiday. She offered condolences to the Murphy family and paid tribute to their family
member Pop.

CLOSED SESSION
City Attorney Googins announced that the Council would convene in closed session to discuss the items
listed below.
Mayor Casillas Salas recessed the meeting at 7:58 p.m. The Council reconvened in Closed Session at
8:05 p.m., with all members present.
