PRESENTATIONS 4.1 CITY OF CHULA VISTA HOUSING ASSISTANCE PROGRAM Housing Manager Leilani Hines presented an overview of the City of Chula Vista Housing Assistance Program. Chair Martinez-Montes called for a two-minute pause to allow members of the public to submit electronic comments on the item. PUBLIC COMMENTS Margaret Baker, Chula Vista resident, submitted an electronic comment regarding the success of the Christopher Columbus resolution passed through City Council. 6. ACTION ITEMS 6.1 FORMALIZE AREAS OF INTEREST FOR 2021/2022 AND BUILD WORKPLAN Commission formalized the assigning of commissioners to items on the 2021/2022 workplan. Chair Martinez-Montes called for a two-minute pause to allow members of the public to submit any final electronic public comments. Secretary Ladron de Guevara announced that 0 electronic comments had been received and 0 comments had been received via email. 6/24/2021 HRC Agenda Page 5 of 10 3 6.2 COMMISSION DISCUSSION AND POSSIBLE ACTION ON WAYS TO SUPPORT THE AAPI COMMUNITY Commission discussed ways to engage with the AAPI community and AAPI lead organizations for their input on future recommendations. Chair Martinez-Montes called for a two-minute pause to allow members of the public to submit any final electronic public comments. Secretary Ladron de Guevara announced that 1 electronic comment had been received and 0 comments had been received via email. Margaret Baker, Chula Vista resident, submitted an electronic comment in support of this item. 6.3 DISCUSS POLICE QUARTERLY REPORTING TO THE HUMAN RELATIONS COMMISSION INCLUDING AUTOMATED LICENSE PLATE READER PROGRAM Commission discussed involving outside groups to present at future meetings to inform and educate on policing technologies and their impact. Chair Martinez-Montes called for a two-minute pause to allow members of the public to submit any final electronic public comments. Secretary Ladron de Guevara announced that 2 electronic comment had been received and 1 comment had been received via email. • Margaret Baker, Chula Vista resident, submitted an electronic comment and an e-mail in support of this item. • Commissioner Medina submitted a test electronic comment. ACTION ITEMS 4.1 COMMISSION DISCUSSION AND ACTION REGARDING TERMS TO RECOMMEND TO THE CITY COUNCIL FOR ESTABLISHING A TASK FORCE THAT WOULD ADVISE THE COUNCIL REGARDING THE DISPOSITION AND REPLACEMENT OF THE COLUMBUS STATUE AT DISCOVERY PARK, AND OTHER RELATED MATTERS Commissioner Godinez moved to adopt the recommendations provided by Commissioner Medina, seconded by Chair Martinez-Montes, to have the task force: • Terms for disposition of the existing Columbus Statue • Proposal(s) for replacement of the existing Columbus Statue with a marker/art piece at the statue site and language for site marker/art piece. • Proposal(s) for renaming of Discovery Park • Proposal(s) for framework for receiving and/or installing of public memory, monuments and gifts. • Proposal(s) for framework for naming parks and/or other City facilities. The virtual systems of participation can potentially provide important access for the community well after the pandemic restrictions have ended. We have come up with a couple of proposals that we’d like you to consider for the HRC IMPROVING PUBLIC COMMENT PROCESS AT HRC MEETINGS: We have had questions about public comments not being accessible to Commissioners /Councilmembers as well as to the general public during actual meetings. While there are a number of other barriers to public participation in City meetings, here are two suggested changes that we feel would help: 1) to read the (very few) eComments and emails that are received from the public out loud during the HRC meetings; and 2) to attach the public comments to the minutes, so that they are easily accessible to members of the public. Currently the minutes merely state the names and whether the community members who submit comments ’support’ or ‘oppose’ or are ’neutral’ on the agenda item (which are not worded as actions so the wording can be misleading, and the public comments/positions can be misconstrued) which defeats the purpose of having public comments and discourages community participation. We feel the HRC should take steps to encourage and open up the meetings to improve civic engagement.
