As grassroots organizers and organiza1ions, we are holding the City of Chula Vista and neighboring cities accountable because surveillance is the most critical civil rights rights umbrella issue that encompasses so many other overlapping problematic policies geared at targeting our Black and Brown siblings. We have and will sound the alarm and aim to keep shining the light on these mass surveillance practices to ensure our community's protection and that of our democracy. Continuing to use ALPR and the contract with Vigilant Solutions is detrimental to all our civil liberties. Chula Vista's continued use of ALPRs and its contract with Vigilant Solutions is in violation of our police departments commitment to transparency and compromises our police departments trust with community members. It is a huge problem that CVPD was able to enter this contract without community notice or approval. In addition to violating the spirit of SB54 (California Values Act), it creates a slippery slope whereby law enforcement agencies of other jurisdictions can abuse the information collected by the CVPD. I ask that City officials discontinues the contract/data sharing program and that CVPD immediately stop using it and work on implementing new policies that assure that all new surveillance technologies (regardless of dollar amount) be approved by city council/community approval. Erin TsurumotoGrassi Location:92119, San Diego Submitted At: 9:52am 01-14-21 On behalf of Alliance San Diego, I want to reiterate our concern regarding the Chula Vista Police Department's (CVPD) sharing of data through its automated license plate reader program. Sharing data on a database which is accessible to hundreds of law enforcement agencies, including Border Patrol and ICE, violates the spirit of SB 54 and undermines the community trust Chula Vista and its police department have worked so hard to build over the years. Whether or not CVPD intended the data to be used for immigration enforcement, the fact of the matter is that federal immigration agencies are using it as such. By participating in this program, CVPD is putting Chula Vista residents, as well as others in San Diego County, at risk of family separation and deportation —something that goes against the very values of Chula Vista as a "Welcoming City". Law enforcement agencies have an obligation to ensure all people in our communities are safe, and a responsibility to be accountable and transparent to the communities they serve. CVPD's use of the automated license plate reader program undermines community trust and the safety of everyone. We urge CVPD to permanently end the use the automated license plate reader program. I am the director of the American Friends Service Committee, a Quaker organization concerned with civil and human rights issues affecting the broader San Diego County region. Chula Vista's continued use of the ALPR and its contract with Vigilant Solutions places our civil liberties at risk. In addition to violating the spirit of SB54 (California Values Act), it creates a slippery slope whereby law enforcement departments of other jurisdictions can abuse the information collected by the CVPD. Any one who lives or does business, or even drives through Chula Vista, is at risk of falling prey to a faulty and ill-conceived program, that did not have authorization for its use by City officials. I ask that City officials discontinues use of this program and that CVPD immediately stop using it.
