HomeMy WebLinkAbout2021-05-19 VAC Meeting MinutesMINUTES OF A REGULAR MEETING OF THE VETERANS ADVISORY COMMISSION OF THE CITY OF CHULA VISTA May 19, 2021 Via Teleconference 6:00 p.m. Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest of public health and safety during the COVID-19 pandemic, members of the Veterans Advisory Commission and staff participated in this meeting via teleconference. All votes were taken by roll call. CALL TO ORDER A Regular Meeting of the Veterans Advisory Commission of the City of Chula Vista was called to order at 6:03 p.m. by teleconference. ROLL CALL PRESENT: Commissioners Torres, Balolong, Bartlett, Vice Chair Larkin and Chair Sears ABSENT: Commissioners Mueller and Moyer ALSO, PRESENT: Captain Redmond and SRO Secretary Bravo PUBLIC COMMENTS Chair Sears called for a two -minute pause to allow members of the public to submit any final electronic public comments. Secretary Bravo announced that no electronic comments had been received and no comments had been received via email. ACTION ITEMS 1. APPROVAL OF MINUTES of February 17, 2021 Staff recommendation: Commission approve the meeting minutes ACTION: Chair Sears moved to approve the minutes as written. Vice Chair Larkin seconded the motion, and it carried by the following roll call vote: Yes: 4 — Commissioners Torres, Balolong, Bartlett, Vice Chair Larkin and Chair Sears Page 11 Veterans Advisory Commission Minutes May 19, 2021 No: 0 Abstain: 0 Chair Sears and called for a two -minute pause to allow members of the public to submit electronic comments on the item. Secretary Bravo announced that no electronic comments had been received and no comments had been received via email. 2. PRESENTATION AND DISCUSSION OF AMERICAN LEGION POST 434 LOCATION FOR POTENTIAL FUTURE REGULAR COMMISSION MEETINGS Staff recommendation: Commission to hear the presentation and direct staff to hold a special meeting at the American Legion Post 434 when meetings are held in person. Chair Sears went on tour of the facility as a potential location for future regular meeting. This location was more inviting and open to the public. Chair recommended the possibility of having this location as a permanent meeting location once the COVID restrictions have been lifted. ACTION: Chair Sears called for a roll call vote to hold a Special meeting at the American Legion Post 434 once COVID restrictions have been lifted. Yes: Commissioner Torres, Balolong, Bartlett, Vice Chair Larkin and Chair Sears No: 0 Abstain: 0 Chair Sears and called for a two -minute pause to allow members of the public to submit electronic comments on the item. UPDATE ON THE COMMUNICATION LIST OF VETERAN ORGANIZATIONS Staff recommendation: Commission to hear update and add to list accordingly. Vice Chair Larking gave an update on this item Vice Chair started a communication list of veteran service organizations in the Chula Vista region. Vice Chair requested commissioner to provide a list of the groups they currently work with or are aware of with the name, address, website and a brief description of the services they provide. DISCUSSION AND ACTION REGARDING OUTREACH FOR VETERAN OF THE YEAR NOMINATIONS Staff recommendation: Commission discuss outreach options and direct staff as necessary. Chair Sears recommended reaching out to the councilmembers and ask if they would include the Veteran of the Year request to their monthly newsletter. ACTION: Chair Sears called for a roll call vote regarding outreach for veteran of the year nominations. Yes: Commissioner Torres, Balolong, Bartlett, Vice Chair Larkin and Chair Sears No: 0 Abstain: 0 Chair Sears and called for a two -minute pause to allow members of the public to submit electronic comments on the item. Secretary Bravo announced that no electronic comments had been received and no comments had been received via email. 5. PROVIDE UPDATE ON THE REQUEST FOR A FLAG AT THE MEMORIAL NEAR CITY HALL (Captain Redmond) City Clerk directed commissioners to work with Public Works on installing a flag at the memorial near city hall. Commissioners are to supply Public Works with installation information and costs. Captain Redmond suggested a recommendation from the commission to city council with all the necessary information regarding the costs. STAFF COMMENTS Captain Redmond received an email regarding a presentation request from a Teressa Vaughan, she would like to discuss programs and benefits for veterans. Captain Redmond also reached out to the city on behalf of the commission to get the Memorial Day banners put up in time for Memorial Day. 2. CHAIR'S COMMENTS Chair Sears reminded commissions about the placing of Flags at Glen Abby for Memorial Day. Chair Sears will not be renewing his term with the Veterans Advisory Commission. 3. COMMISSIONERS'/BOARD MEMBERS' COMMENTS Vice Chair Larkin and Commissioners Torres and Bartlett thanked Chairs Sears for his service to the commission ADJOURNMENT At 6:54 Chair Sears adjourned the meeting to the next Regular Meeting on June 16, 2021 Chula Vista, California.
