PUBLIC HEALTH AND SAFETY, MEMBERS OF THE BOARD OF LIBRARY TRUSTEES AND
STAFF MAY PARTICIPATE IN THIS MEETING VIA TELECONFERENCE. THE PUBLIC MAY VIEW
THE MEETING ONLINE AND NOT AT THE CIVIC CENTER BRANCH LIBRARY IN THE
CONFERENCE ROOM.

meeting. Click on the eComment link and select the item you wish to comment on. Then, click on the
orange “Leave comment” icon. The commenting period remains open throughout the meeting. All
comments will be available to the public and the Board using the eComment portal. Comments must
be received prior to the time the Chair calls for the close of the commenting period. Comments

MINUTES OF A REGULAR MEETING OF THE
BOARD OF LIBRARY TRUSTEES
OF THE CITY OF CHULA VISTA
April 21, 2021 Via Teleconference
4:00 p.m.
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Board of Library
Trustees and staff participated in this meeting via teleconference. All votes were taken by roll call.
CALL TO ORDER
A Regular Meeting of the Board of Library Trustees of the City of Chula Vista was called to order
at 4:03 p.m. in the Civic Center Library, located at 365 F Street, Chula Vista, California and by
teleconference.
ROLL CALL
PRESENT: Trustee Bruder, Trustee Swanson, Vice-Chair Rubel, and
Chair Ellison
ABSENT: Trustee Moreno
ALSO PRESENT: City Librarian Whatley, Principal Librarian Magbanua, Principal
Librarian Sannwald, Facilities Finance Manager Elliott, and Board
Secretary Cheung
CONSENT CALENDAR
Chair Ellison called for a two-minute pause to allow members of the public to submit any final
electronic comments on items on the consent calendar. Board Secretary Cheung announced that
no electronic comments had been received and no comments had been received via email.

ACTION: Trustee Swanson moved to approve staff’s recommendations and offered
Consent Calendar Items 1 and 2. Vice-Chair Rubel seconded the motion,
and it carried, by the following roll call vote:

4. PRESENTATION OF REVISED LIBRARY MASTER FEE SCHEDULE
City Librarian Whatley informed the Board that staff will be proposing elimination of
book fines to City Council at the May 18, 2021 meeting.

a) City Librarian Whatley announced that Civic Center Branch Library will be
reopening soon.
