EXECUTIVE ORDER N-29-20, AND IN THE INTEREST OF THE PUBLIC HEALTH AND SAFETY,
MEMBERS OF THE CULTURAL ARTS COMMISSION AND STAFF MAY PARTICIPATE IN THIS
MEETING VIA TELECONFERENCE. IN ACCORDANCE WITH THE EXECUTIVE ORDER, THE
PUBLIC MAY VIEW THE MEETING ONLINE AND AT THE CIVIC CENTER BRANCH LIBRARY IN
THE CONFERENCE ROOM.

HOW TO SUBMIT COMMENTS: Visit the online eComment portal for this meeting at
www.chulavistaca.gov/virtualmeetings. The commenting period will be open shortly after the agenda
is published for a particular meeting and will remain open through the meeting, as described below.
All comments will be available to the public and the Cultural Arts Commission using the eComment
portal. Comments must be received prior to the time the Chair calls for the close of the commenting
period. Comments received after such time will not be considered by the Cultural Arts Commission. If

MINUTES OF A REGULAR MEETING OF THE
CULTURAL ARTS COMMISSION
OF THE CITY OF CHULA VISTA
May 10, 2021 Via Teleconference
6:00 p.m.
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Cultural Arts
Commission and staff participated in this meeting via teleconference. All votes were taken by roll
call.
CALL TO ORDER
A Regular Meeting of the Cultural Arts Commission of the City of Chula Vista was called to order
at 6:26 p.m. in the Chula Vista Public Library, located at 365 F Street, Chula Vista, California
and by teleconference.
ROLL CALL
PRESENT: Commissioners Bishop, Kohse, Maynard, Roberts, Ward, and Vice
Chair J. Rodriguez
ABSENT: Chair Gray, Commissioners Redondo and T. Rodriguez
ALSO PRESENT: Secretary Erwin Magbanua, Facilities Financing Manager Kim
Elliot, and Associate Planner Kim VanderBie
PUBLIC COMMENTS
Vice Chair J. Rodriguez called for a two-minute pause to allow members of the public to
submit electronic comments on the item. Secretary Magbanua announced that 0
electronic comments had been received and 0 comments had been received via email.
CONSENT CALENDAR
1. APPROVAL OF THE APRIL 12TH, 2020 MINUTES
Staff recommendation: Commission approve the minutes.
2. WRITTEN COMMUNICATIONS
Communication from Commissioner Kohse for his excused absence for the
meeting of February 8th, 2021.
Staff recommendation: Commission excuse the absence.
ACTION: Commissioner Bishop moved to approve the Consent Calendar.
Commissioner Maynard seconded the motion, and it carried, by the
following roll call vote:

3. CHULA VISTA QUALITY OF LIFE INDICATORS – KIM ELLIOT AND KIM
VANDERBIE
Kim Elliot and Kim Vanderbie presented the City’s Growth Management
Program Comprehensive Review with a focus on the role of cultural arts.
4. RESOLUTION OF THE CULTURAL ARTS COMMISSION CHANGING THE
FREQUENCY AND LOCATION OF REGULAR MEETINGS
Staff recommendation: Change the meeting frequency and location of the Cultural
Arts Commission regular meetings to the second Monday of every other month
beginning June 14, 2021 in the Administration Conference Room, 365 F Street,
Chula Vista, CA 91910.
ACTION: Commissioner Maynard moved to adopt the Resolution of the Cultural
Arts Commission Changing the Frequency and Location of Regular
Meetings to the second Monday of every other month beginning June 14,
2021 in the Administration Conference Room, 365 F Street, Chula Vista,
CA 91910. Commissioner Kohse seconded the motion, and it carried, by
the following roll call vote:
Yes: 6 – Commissioners Bishop, Kohse, Maynard, Roberts, Ward, and
Vice Chair J. Rodriguez
No: 0
Absent: 1 – Chair Gray, Commissioners Redondo and T. Rodriguez
OTHER BUSINESS
5. STAFF COMMENTS
a. Secretary Magbanua reminded the Commission that the subcommittees needed to
begin meeting on their own and to present at each subsequent Commission
meeting.
b. Secretary Magbanua announced a new art fixture proposed for Rohr Park.
c. Secretary Magbanua announced that the McCandliss Art Award recipients will be
recognized at the next Commission meeting.
d. Secretary Magbanua reported that one of the Chula Vista Public Library’s staff
was awarded a grant and is looking to have an art component in it.

e. Secretary Magbanua reported that the artist database and cultural arts branding
projects continue to be worked on.
f. Secretary Magbanua announced that the Civic Center Library re-opened on May
5th.
6. CHAIR’S COMMENTS
a. Vice Chair J. Rodriguez explained that the Commission should begin the on-the-
ground work of discovering and promoting Chula Vista arts and artists in a
comprehensive and fresh way.
b. Vice Chair J. Rodriguez announced that she is resigning from the Commission.
7. COMMISSIONERS’/BOARD MEMBERS’ COMMENTS
a. Commissioner Bishop connected with the CVESD VAPA coordinators to get
their buy-in on the online exhibition project proposed by the Arts Curation
Subcommittee.
ADJOURNMENT
At 7:33 p.m. Vice Chair J. Rodriguez adjourned the meeting to the next Regular Meeting on June
14th, 2021 at 6:00p.m. at 365 F Street, Chula Vista California.
