MINUTES OF A REGULAR MEETING OF THE
CIVIL SERVICE COMMISSION
OF THE CITY OF CHULA VISTA
February 4, 2021 Via Teleconference
5:15 p.m.
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Civil Service
Commission and staff participated in this meeting via teleconference. All votes were taken by roll
call.
CALL TO ORDER
A Regular Meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 5:17 p.m. via teleconference.
ROLL CALL
PRESENT: Commissioners Fish, Carbuccia, Salas, Sepulveda, and Chair
Gersten
ABSENT: None
ALSO PRESENT: Director of Human Resources/Risk Management Courtney Chase,
Human Resources Manager Tanya Tomlinson, Police Captain
Redmond
CONSENT CALENDAR
Chair Gersten called for a two-minute pause to allow members of the public to submit any final
electronic comments on items on the consent calendar. Secretary Palermo announced that no
electronic comments had been received and no comments had been received via email.
1. APPROVAL OF REGULAR MEETING MINUTES of November 5, 2020.
Staff recommendation: Commission approve the minutes.
ACTION: Commissioner Carbuccia moved to approve staff’s recommendations from
Item 1 of the Consent Calendar. Commissioner Fish seconded the motion,
and it carried, by the following roll call vote:
Yes: 5 – Commissioners Fish, Carbuccia, Salas, Sepulveda, and Chair
Gersten
No: 0

PUBLIC COMMENTS
Chair Gersten called for a two-minute pause to allow members of the public to submit any final
electronic public comments. Secretary Palermo announced that no electronic comments had
been received and no comments had been received via email.
ACTION ITEMS
2. CONSIDERATION OF APPROVING AN EARLY STEP INCREASE FOR
STEPHANIE COX, DETENTION FACILITY MANAGER, PER CIVIL SERVICE
RULE 1.05(I)(2)
Staff recommendation: Commission approve the early step increase.
Police Captain Redmond gave a presentation on the item.
Chair Gersten called for a two-minute pause to allow members of the public to submit electronic
comments on the item. Secretary Palermo announced that no electronic comments had been
received and no comments had been received via email.
ACTION: Commissioner Carbuccia moved to adopt the early step increase for
Detention Facility Manager Cox. Vice Chair Fish seconded the motion,
and it carried, by the following roll call vote:
Yes: 5 – Commissioners Fish, Carbuccia, Salas, Sepulveda, and Chair
Gersten
No: 0
ADJOURNMENT
At 5:53 p.m., Chair Gersten adjourned the meeting to the next Regular Meeting on March 4,
2021 at 5:15 p.m. via teleconference.
