Good evening Sustainability Commissioners,
I support a unanimous Approval of the Climate Equity Index. This is a strong and important piece of work we can
use to improve our Climate Action Plan. Please forward this important work to our City Council for approval.
believe that members of our community living in the most climate change impacted parts of our city must be
involved in the solutions that are harming the people in these census tracts. We must search for funding and
invest in the improvements needed in these heavily impacted parts of our city. Social equity is extremely
important when developing plans to provide opportunities for training in good paying jobs. There will be jobs for
infrastructure surrounding microgrids and installation of solar on rooftops. Also, the transition to building all
electric new buildings will provide numerous jobs for people in our most vulnerable parts of the city. The adoption
of this climate equity index will lead our planning toward a Moree equitable future for our Chula Vista families.
Thank you for your thoughtful concern for a healthy future in Chula Vista.

Good Evening, Commissioners,
I am writing as a long time resident of Chula Vista and a member of the Community Advisory Committee for San
Diego Community Power. I support the updated draft of the Climate Equity Index. Please approve this draft CEI
report and recommend this important tool to the City Council. As our city recovers from both health and economic
impacts from Covid, we have seen first-hand how vulnerable some of our neighborhoods are and how much we
all depend on each other. As our City moves forward to assist residents, the needs of the most vulnerable
communities with high climate change impacts must also be prioritized. The CEI map will help our City identify
needs and work together with communities to develop opportunities and programs. San Diego Community Power
may also use the Chula Vista CEI map as it develops programs once rollout is complete next year. Thank you.

Good evening, Sustainability Commissioners. This is Noah Harris, from Climate Action Campaign, writing to
applaud the City for developing this Climate Equity Index. We urge the Commission to vote in unanimous support
of the CEI and forward it to the Council for approval.
This crucial tool will help Chula Vista identify the communities most impacted by climate change and
environmental injustice, which is a critical first step to building a more equitable, sustainable, and safe city for
Chula Vista families.
To that end, the Climate Action Plan should also include a Social Equity section which explicitly defines how the
communities most impacted by climate change and environmental injustice, identified through the CEI, will be
prioritized through the funding of GHG reduction strategies, including affordable housing development and
investments in urban forestry, active transportation, renewable energy, and energy efficiency measures.
The development and implementation of this methodology should take place in consultation with a diverse set of
stakeholders and organizations that represent low-income communities and communities of color who are
disproportionately harmed by a fossil fuel economy and are impacted first and worst by the climate crisis.
Thank you.
