1 would like to voice my support for the Chula Vista Multifamily and Commercial Benchmarking Ordinance. The
ordinance will have long-term economic and health benefits for Chula Vista business owners, employees and
residents by improving both efficiency and indoor air quality and decreasing energy use. It will also support local
clean energy jobs. By decreasing greenhouse gas emissions, we will help to mitigate our local impact on the
climate. Thank you for your consideration.

Good Evening Commissioners,
I would like to give a brief update about upcoming San Diego Community Power (SDCP) timelines. This
information was presented at the SDCP webinar on July 30 as part of the City of Chula Vista's Summer
Sustainability Series. The Webinar was recorded and can be accessed at: www.chulavistaca.gov/clean
Currently, start-up activities continue, and we anticipate finding out soon who the new CEO will be. In January or
February of 2021, rates with be discussed and decided on.
In March, 2021, SDCP will begin its service roll out with municipal customers, followed by large commercial
customers in July. In January 2022, residential customers will be enrolled. In each phase of the rollout, customers
will receive at least two notices both before and after their service begins to explain how to opt out if they choose
to do so.

1 support the Chula Vista Multifamily and Commercial Benchmarking Ordinance. We can make significant
reductions in our City's GHG emissions through energy efficiency measures in our commercial and multi-family
residential buildings. These improvements can also lead to lowered energy use and costs as well as improved
indoor air quality.

Cleantech San Diego supports the City of Chula Vista's Draft Multifamily and Commercial Benchmarking
Ordinance. The ordinance will not only benefit the environment but support the region's cleantech economy

Good evening Sustainability Commissioners,
My name is Rita Clement and I'm a resident of District 1 in Chula Vista.
I'm here to support the application for the City of Chula Vista to join the Green New Deal Alliance.
We will need every resource available to recover from the COVID-19 crisis and the Green New Deal Alliance
holds the promise of being able to work together with all people in our recovery efforts.
The Climate Crisis is here and we cannot wait to take action. We need a plan that focuses on the communities
most impacted. These are our frontline communities, Black, Indigenous and communities of color.
I strongly encourage our Sustainability Commissioners to vote yes to join the Green New Deal Alliance and to
send this on to our city Council Members for approval.

California AB 345 -- which would require the state to enact a setback between oil and gas operations and
sensitive sites where Californians live and play by 2022 -- failed by a vote of 5-4 in the Senate Natural Resources
and Water Committee last Wednesday.
This coming Wednesday, August 12th, the same Senate Committee will vote again.
California doctors, including doctors from San Diego County state that, in their clinical practices, they see that
living near oil and gas drilling is dangerous for health. The evidence shows that living in close proximity to oil and
gas drilling is associated with asthma, premature birth, birth defects, and cancer. They also state that people who
live in communities with more air pollution are more likely to die from COVID-19. As frontline health voices,
doctors are speaking out to our State Senators.
To join our local doctors and climate advocates in support of AB 345, please contact Senator Hueso and the
California Senate Committee on Natural Resources and Water by tomorrow, Tuesday, August 11.

Dear Senator Hueso,
The United States green economy has expanded so much during the past several years that it now employs
about 10 times the number of people employed in the fossil fuel industry. The green industry is said to be worth a
whopping $1.3 trillion - 7% of the gross national product in the United States.
In light of the above statistics, it's paramount that political leaders both today and in the future recognize the
green tech industry for the economic value it offers. Only then will they take the necessary steps to make sure
that the existing green economy flourishes for the benefit of both modern workers and the earth itself for years to
come.
As a constituent, I am deeply concerned and disappointed that you voted no on AB 345 even though the 2500
foot setback provision was eliminated at your insistence during the amendment process. Please explain the
criteria you used to arrive at your decision to vote no.
We request you reconsider your vote on Wednesday, August 12, 2020.
We also strongly suggest you consider the support your constituents have given this environmental justice
legislation and vote aye.
