the C|inno1e Equity Index. C|inno1e Equity Index is ova|uah|e tool that will help our City of Chula Vista in
addressing environmental issues affecting our local residents that have been impacted the most by the effects of
climate change. The Climate Equity Index should be used to inform the Climate Action Equity Plan tocreate
goals that lead to environmental justice and opportunities for impacted communities to have a voice in plans for

Good evening. Chair and Sustainability Commissioners,
| support the Climate Equity Index as an important tnn| to assist the City of [|hU|o Vista in helping our |noo|
residents that have been impacted the most by the effects of climate change. As climate and environmental
mitigation actions are taken in our city, those who have suffered the most from the excessive burdens of fossil fuel
use, eapao|a||y poor health outcomes due to air po||ution, should be first in line. The Climate Equity Index should
be used to inform our Climate Action Equity Plan to create goals that lead to environmental justice and
opportunities for impacted communities to have a say in plans for their communities.

Good evening, Chair and Sustainability Commissioners. My name is Noah Harris, with Climate Action Campaign,
writing in support of the Climate Equity Index (CEI).
The Climate Equity Index will be an essential tool for the City to direct investments where they are needed most--
communities on the frontlines of the climate crisis and environmental pollution. We applaud Chula Vista for
developing this CEI, which is a necessary step towards racial, economic, and environmental justice.
To that end, we recommend Chula Vista's Climate Action Plan include a Social Equity section that explicitly
defines how the City will use the Climate Equity Index to ensure that communities most impacted by climate
change and environmental pollution are prioritized in the implementation of all greenhouse gas emissions
reduction strategies.
Through the development of a Social Equity section of the CAP, Chula Vista should collaborate with a diverse set
of stakeholders and organizations that represent low-income communities of color who are disproportionately
harmed by our fossil fuel economy. Thank you.

Good evening Sustainability Commissioners. I highly recommend approval of this well thought out Climate Equity
Index. There are indicators to show all problems in all areas of the City of Chula Vista. This document will help
our city plan for solutions to the impacts of climate change and climate injustice. I recommend sending this
Climate Equity Index to the mayor and City Council for approval. This tool is interactive and easy to use. Thank
