RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AMENDING CERTAIN SECTIONS OF
CHAPTER 5 (LIBRARY) OF THE CITY’S MASTER FEE
SCHEDULE
WHEREAS, the current annual Chula Vista Public Library budget totals to $4 million,
with revenues prior to COVID-19 totaling $800,000 and library fines only being 3% of the
revenue; and
WHEREAS, for the past 10 years, library book and CD fines as a revenue source have
consistently declined, with the administrative costs of accepting library book and CD fines
exceeding the revenue from these fines; and
WHEREAS, since 2011, the Chula Vista Public Library, has seen a significant decline in
library book and CD fines, with fine revenues previously totaling over $170,000 and drastically
declining to less than $25,000 per year; and
WHEREAS, since 2011, the movement towards a digital collection has supported the
elimination of library fines as card holders are not charged late fines for digital materials and the
library has increased its digital collection, adding more than 500,000 titles into our digital
collections through Overdrive and Hoopla; and
WHEREAS, the Chula Vista Public Library recommendation to eliminate library book
and CD fines aligns with industry trends toward removing barriers to access and decrease the
administrative work associated with the collection and enforcement of library fines; and
WHEREAS, in order to achieve equitable access to library services, the Council wishes
to amend Chapter 5 of the City’s Master Fee Schedule, as set forth in Exhibit 1, attached and
incorporated into this resolution by this reference, as if set forth in full; and
WHEREAS, pursuant to the provisions of Article XIII C of the California Constitution,
the proposed fees are exempt from the vote requirement; and
WHEREAS, the proposed amendments to Chapter 5 of the Master Fee Schedule shall
become effective upon adoption of this Resolution by the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
that it does hereby amend certain sections of Chapter 5 (Library) of the City’s Master Fee
Schedule, in the form presented, with such minor modifications as the City Attorney may
approve or require.
