RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AMENDING CERTAIN SECTIONS OF
CHAPTER 7 (RECREATION) OF THE CITY’S MASTER FEE
SCHEDULE
WHEREAS, in October 2017, City Council approved an update to Chapter 7 of the
Master Fee Schedule; and
WHEREAS, the update established program cost recovery targets based on exclusivity
and community benefit, as well as updated many facility usage-fees; and
WHEREAS, field fees were not addressed in the October 2017 Master Fee Schedule
update; and
WHEREAS, field fees have not been updated since 2011; and
WHEREAS, field use and outdoors sports activities are increasing and becoming more
important to the community; and
WHEREAS, current fees in the Master Fee Schedule for Chula Vista nonprofit youth
sports organizations are $11 per team and the current Master Fee Schedule does not list any
objective criteria to qualify for this rate; and
WHEREAS, cost recovery targets for Chula Vista department youth sports programs are
31%-70%; and
WHEREAS, revenues for the previous full year from the recognized Chula Vista
nonprofit youth sports organizations which were allocated Chula Vista sports fields totaled
$6,512, equaling a cost recovery rate of 0.5%; and
WHEREAS, Chula Vista Parks and Recreation is proposing increasing the recovery rate
of fees for field usage and updating policies and usage fees for other amenities to allow
continuation of services and to increase funding for necessary maintenance improvements; and
WHEREAS, Parks & Recreation is proposing a per player rate to allow for fixed
expenses for the organizations; and
WHEREAS, the proposed fees, when collected for an entire year, and assuming
participation remains consistent, would equal a cost recovery rate of about 20%; and
WHEREAS, language is proposed to be included in the Master Fee Schedule and would
identify two separate tiers to differentiate between organizations and teams providing open
access/recreational offerings and clubs that are select/limit participation; and

WHEREAS, scheduling priority for field use will be outlined in the Master fee Schedule;
and
WHEREAS, staff is also proposing rental fees for recently added facilities such as
Friendship Park Deck and the Mini Pitch Soccer Arena at Valle Lindo Park; and
WHEREAS, additionally, staff have reviewed and adjusted the permit fees for Athletic
Fields, Active Recreation Areas, and Tournament fees at Mt. San Miguel; and
WHEREAS, staff recommends that all proposed fees and policies go into effect on July
1, 2021; and
WHEREAS, Article XIII C of the California Constitution requires a vote of the electorate
to increase any levy, charge, or exaction imposed by a local government, unless specifically
exempted; and
WHEREAS, pursuant to the provisions of Article XIII C, the proposed fees are exempt
from the vote requirement.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby amend certain sections of Chapter 7 (Recreation) of the City’s Master Fee
Schedule as reflected on Exhibit 1 to this Resolution.

travel time to site location.

OTHER FIELD USE & PROGRAMS
4. Chula Vista nonprofit youth sports organizations
Tier 1 – Organizations, or portions of organizations,
that assign registrants to teams in an effort to make
the teams in each division of equal playing
experience and talent (not assigned to teams of
different talent levels), and must be recreational in
nature and have an “everyone plays, no child is
turned away” philosophy requiring that each player
suited-up and able to play is entered into games for
a significant period of time (i.e. ½ of game or 2 of
every 5 innings or 2 of 4 quarters, etc.). Organizations
must show current proof of nonprofit status and be
in good standing, must be registered or affiliated with
a recognized governing sports body and maintain a
local board of governance, and each participant
roster must be comprised of a minimum of 75%
residents of the City of Chula Vista.

FEE ADJUSTMENTS
All fees in Master Fee Schedule Fee Bulletins 7-100
and 7-200 shall be adjusted annually by the
Consumer Price Index (CPI, San Diego All Urban
Consumers, in June of each year, rounded to the
nearest dollar, and effective for the start of the fall
class season.
