HomeMy WebLinkAboutReso 2021-087RESOLUTION NO. 2021-087 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING THE FINAL REPORT ASSOCIATED WITH THE EMERGENCY STORM DRAIN AND SINKHOLE REPAIRS ADJACENT TO THE PROPERTY AT 604 MELROSE AVENUE AND RATIFYING THE CONSTRUCTION CONTRACT WITH BERT W. SALAS, INC. FOR THE EMERGENCY REPAIR WHEREAS, on April 11, 2020, Caltrans staff working on the Interstate 805 widening sound wall project notified City of Chula Vista (City) Engineering staff of a sinkhole in the open space area adjacent to the residential property at 604 Melrose Avenue; and WHEREAS, the sinkhole and resulting slope failure were due to the collapse of a 24 -inch corrugated metal pipe (CMP); and WHEREAS, on April 23, 2020, City Public Works staff completed an assessment of the storm drain piping upstream and downstream of the failed area using closed-circuit television (CCTV) and based on this evaluation and a review of the as-built documents, City Engineering staff identified approximately 75 feet of failed 24-inch CMP storm drain in need of replacement and an additional 100 feet of 24-inch CMP that needed to be cleaned and evaluated to determine if additional replacement was required; and WHEREAS, due to the extent of slope failure and expected storm drain replacement, City Public Works staff was not able to replace the pipe and restore the slope; and WHEREAS, immediate action was required to avoid further damage to City infrastructure and impacts to the Caltrans infrastructure and private residential property; and WHEREAS, City staff recommended removing and replacing the existing 24-inch CMP storm pipe immediately and restoring the slope, on an emergency basis, due to the threat to public infrastructure and private property; and WHEREAS, City staff solicited informal bids from three qualified contractors with experience performing this type of storm drain replacement and slope stabilization work in accordance with the provisions in the City’s Municipal Code Section 2.56.100, Emergency Purchases; and WHEREAS, the Director of Engineering and the City Manager agreed with City staff’s recommendation to take immediate action and award the construction contract to the lowest responsible bidder submitting a responsive bid, Bert W. Salas, Inc., to repair the storm drain facilities; and DocuSign Envelope ID: E054795B-E05F-4A1A-9B77-E22542DD6C8B Resolution No. 2021-087__________ Page No. 2 WHEREAS, the emergency work included replacing 184 lineal feet of 24-inch storm drain piping and a storm drain cleanout and was completed on December 28, 2020, and a Caltrans security fence that was removed to access the failed storm drain facilities was replaced on April 7, 2021; and WHEREAS, a City Manager informational item was submitted on August 11, 2020, indicating that staff would report back to the City Council after the full cost of the emergency repair was identified; and WHEREAS, after the project was completed, the final amount of all costs for the project was $264,252.87. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that it accepts the final report associated with the emergency storm drain and sinkhole repairs adjacent to the property at 605 Melrose Avenue and ratifies the contract with Bert W. Salas, Inc. for the emergency repair.
