OF THE CITY OF CHULA VISTA
February 17, 2021

6:00 p.m.
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Veterans Advisory
Commission and staff participated in this meeting via teleconference. All votes were taken by roll
call.
CALL TO ORDER
A Regular Meeting of the Veterans Advisory Commission of the City of Chula Vista was called to
order at 6: 00 p.m. by teleconference.
ROLL CALL
PRESENT: Commissioners Mueller, Torres, Balolong, Moyer, Vice Chair
Larkin and Chair Sears
ABSENT: Commissioner Bartlett
ALSO PRESENT: Captain Redmond and SRO Secretary Bravo
CONSENT CALENDAR
Chair Sears called for a two -minute pause to allow members of the public to submit any final
electronic comments on items on the consent calendar. Secretary Bravo announced that no
electronic comments had been received and no comments had been received via email.
1. APPROVAL OF MINUTES of December 16, 2020
Staff recommendation: Commission approve the meeting minutes
ACTION: Vice Chair Larkin moved to approve the minutes as written.
Commissioner Torres seconded the motion, and it carried by the following
roll call vote:
Yes: 4 — Commissioner Mueller, Torres, Balolong, Moyer, Vice Chair
Larkin and Chair Sears
No: 0

PUBLIC COMMENTS
Chair Sears called for a two -minute pause to allow members of the public to submit any final
electronic public comments. Secretary Bravo announced that no electronic comments had been
received and no comments had been received via email.
ACTION ITEMS
2. COMMISSIONERS TO REVIEW AND FINALIZE RESPONSE TO EMAIL
RECEIVED REFERENCING THE VETERAN OF THE YEAR AWARD
Recommended Action: Commission to review and approve response.

3. DISCUSSION OF WAYS TO MAKE VIRTUAL COMMISSION MEETINGS MORE
OPEN AND ACCESSIBLE TO THE PUBLIC
Recommended Action: Commission to discuss and provide input.
Captain Redmond suggested advertising or posting meeting information at different
veteran homes or associations. Commissioner Torres will research the possibility of
advertising the meetings at the La Jolla Veterans Hospital. Vice Chair Larkin suggested
building a communications list of different veterans' organizations.

4. RESOLUTION OF THE VETERANS ADVISORY COMMISSION OF THE CITY OF
CHULA VISTA CHANGING THE LOCATION OF REGULAR MEETINGS TO
AMERICAN LEGION POST 47 5TH AVENUE, CHULA VISTA 91910
Recommended Action: Consider changing the location of regular meetings.

5. DISCUSSION OF RECRUITMENT IDEAS FOR THE 2021 VETERAN OF THE
YEAR.
Recommended Action: Commission to discuss and provide input.
Commission discussed advertising more at different veterans' homes and organizations.

6. PROVIDE UPDATE REGARDING THE FLAG AT MEMORIAL SQUARE
Recommended Action: Commission hear the update
Chair Sears will get more information regarding the flag at memorial square.
Commissioner Balolong recommended researching the protocol/code regarding flying
flags in the City of Chula Vista.

Invited the commissioners to go out and find topics to discuss regarding veterans.
9. COMMISSIONERS'/BOARD MEMBERS' COMMENTS
Commissioner Torres would like to address more topics to expand our reach to veterans.
Vice Chair Larkin thanked the commissioners.
Commissioner Moyer would like more veteran awareness

Commissioner Balolong recommended a guest speaker on a quarterly basis to open the
committee to more topics and to energize the group.
