HomeMy WebLinkAbout2021-04-12 SSC MinutesC1W OF CHULA VISTA REGULAR MEETING OF THE SUSTAINABILITY COMMISSION Meeting Minutes April 12, 2021, 5:00 p.m. Virtual, Via Teleconference Present: Commissioner Baugh, Commissioner Korgan, Commissioner Richeson, Vice Chair Legaspi, Chair Mathias Absent: Commissioner Guevara-Gluyas, Commissioner Rodriguez Also Present: Chief Sustainability Officer Gakunga, Environmental Sustainability Manager Wisniewski, Environmental Services Manager Medrano, Secretary Rodriguez Others Present Facilities Financing Manager Elliott and Associate Planner VanderBie Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest of public health and safety during the COVID-19 pandemic, members of the Sustainability Commission and staff participated in this meeting via teleconference. All votes were taken by roll call. 1. CALL TO ORDER A regular meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:04 p.m. via teleconference. 2. ROLL CALL Secretary Rodriguez called the roll. 3. CONSENT CALENDAR (Item 3.1) 1 3.1 APPROVAL OF MINUTES of the meeting on March 8, 2021 Chair Matthias called for a two -minute pause to allow members of the public to submit any final electronic comments on the items on the consent calendar. Secretary Rodriguez announced that no electronic comments had been received and no comments had been received via email. Commissioner Rodriguez submitted via email edits to her comment made regarding EPIC publishing a paper on its methodologies. Moved by Commissioner Baugh Seconded by Commissioner Richeson To approve the recommended actions on the below consent calendar items. The motion carried by the following roll call vote: Yes (5): Commissioner Baugh, Commissioner Korgan, Commissioner Richeson, Vice Chair Legaspi, and Chair Mathias Carried (5 to 0) 4. PUBLIC COMMENTS Chair Matthias called for a two -minute pause to allow members of the public to submit any final electronic comments. Secretary Rodriguez announced that no electronic comments had been received and no comments had been received via email. A ten-minute recess was taken to allow members of the public participate as meeting time was incorrect on the city website. 5. PRESENTATIONS 5.1 CHULA VISTA QUALITY OF LIFE INDICATORS Facilities Financing Manager Elliott along with Associate Planner VanderBie presented on the Growth Management Program. Sustainability is one of the qualities of life topics that was discussed in the comprehensive review. The topics under sustainability are the following air quality, energy, greenhouse gas, water conservation and transportation modes. Chair Matthias called for a two -minute pause to allow members of the public to submit any final electronic comments. Secretary Rodriguez announced that no electronic comments had been received and no comments had been received via email. 2 6. ACTION ITEMS 6.1 ANNUAL SUSTAINABILITY AWARDS VOTING Environmental Sustainability Manager Wisniewski presented the voting results for the 2021 Sustainability Champion Awards and they were as follow; resident, Rita Clement; business, Devin Bailey of Standard True Value; city employee, Stacey Kurz; organization. Tina Matthias of South Bay Sustainable Communities Network, educator, Oscar Romo; community contributor, Ruth Arnett and student, Serena Ingram and Kevin James Marshall. Commissioner Korgan asked for a two -minute recess to review the student category nominations as he did not want the result to be a tie. After reviewing the results were accepted by the commissioners. Chair Matthias called for a two -minute pause to allow for members of the public to submit electronic comments on this item. Secretary Rodriguez announced that no comments had been received. Moved by Vice Chair Legaspi Seconded by Commissioner Richeson Review online voting and approve final results. Yes (5): Commissioner Baugh, Commissioner Korgan, Commissioner Richeson, Vice Chair Legaspi, and Chair Mathias Carried (5 to 0) OTHER BUSINESS 7. STAFF COMMENTS 7.1 Republic Services update Environmental Services Manager Medrano shared that Republic Services staff has been invited to the next meeting to provide an update on the organics program. 7.2 CIOPRO potential pilot project update Environmental Services Manager Medrano reported that there was a follow up meeting on March 23rd with CIOPRO. K 7.3 South Bay Earth Day @ Home Environmental Services Manager Medrano shared a flyer for the upcoming 2021 South Bay Earth Day @ Home which will take place on April 22nd and asked the commissioners to help promote the event. 7.4 Climate Equity Index revisions update Environmental Sustainability Manager Wisniewski shared that staff has received and are reviewing an updated report from EPIC. This report will be presented to the commission in the May meeting. 7.5 Smart Cities subcommittee update Chief Sustainability Officer Gakunga provided an update on the draft revision for the municipal code section governing the Sustainability Commission and this will be discussed on the May meeting. Updated shared on the San Diego Green New Deal. Smart Cities update coming soon. 8. CHAIR'S COMMENTS Chair Matthias shared that she is working with community members to create a Earth Week. Thanked staff for the monthly CLEAN newsletter as a lot of information was provided. Asked that staff share the compost reports with commissioners. She would like for commissioners to take a field trip to Republic Services facility to see the progress in composting. 9. COMMISSIONERS' COMMENTS Vice -Chair Legaspi shared that he along with Chair Matthias will me meeting with a representative of Supervisor Vargas office on the 23rd. A representative from Assemblywoman Gonzalez will be present to review Assembly Bill 881. He mentioned the composting article in the monthly CLEAN newsletter and provided suggestions on the subject. He requested an update on the plastics since the surcharge. Commissioner Richeson shared that he reached out to Deputy City Attorney Silva and the City Clerk's office regarding the Brown Act. He asked that an item be place on the agenda to remedy the situation of what can be added to an agenda. To have the ability to add action items. Moved by Commissioner Richeson Seconded by Vice Chair Legaspi 0 Add action item to next month's meeting on remedy the situation of what can be added to an agenda.
