Special Investigations Unit (SIU) -
Responsibilities
■ Unit comprised of 3 sworn personnel (1 Sergeant, 1 Agent,
1 Officer), 1 analyst, and 1 part-time licensing specialist
■ Responsibilities

SIU ABC-related Duties
m 299 ABC Licenses in Chula Vista jurisdiction (135 off-sale, 164 on-sale)
Licensing
• Communicate with ABC, business owners, and CV Planning for an average of
40 new licenses per year regarding operating conditions and CUP applications
• Manage changes in CUP and ABC Permits related to conditions
• Organize, host, and provide summary recommendation for new ABC licensees
requiring public convenience or necessity determination
Enforcement
in Conduct investigations regarding ABC related business with ABC, Federal
Agencies, CVFD, SD County Health Department, and other allied agencies
•
Target enforcement of ABC related businesses to reduce CFS (40% decrease in
CFS from 2011 to 2012)
• Noise enforcement checks with Decibel readers during evening hours (checks
at WW's and DJ's in April and June 2013: no violations)

■ $6,500 in ABC grant funds expended for WW's and DJ's
operation (7 SIU officers, 6 Traffic officers for 6 hour
operation)

Sleep Train Amphitheatre
■ Met with Amphitheatre and Aquatica personnel at
request of "Yes We Can" group and shared concerns
■ Amphitheatre added signs at CVPD's request
■ Increased parking lot staffing during concerts
■ Added Elite bicycle patrol prior to concert
■ Added additional restroom facilities
■ Trash cans at CVPD's request
■ (3) meetings with "Yes We Can" group
