RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING THE CLIMATE CHANGE
WORKING GROUP’S RECOMMENDATIONS FOR NEW
GREENHOUSE GAS EMISSION REDUCTION STRATEGIES
AND DIRECTING STAFF TO UPDATE THE 2017 CLIMATE
ACTION PLAN ACCORDINGLY FOR FUTURE
CONSIDERATION
WHEREAS, climate change is an urgent unfolding crisis that presents a serious threat to
communities across the globe; and
WHEREAS, the United Nations Intergovernmental Panel on Climate Change issued a
special report on the impact of global warming and the need to reduce global greenhouse gas
emissions by approximately forty-five percent by 2030, achieve ‘net-zero’ emissions by 2050, and
achieve and maintain net-negative emissions after that to hold atmospheric warming to 1.5 degrees
Celsius and avoid the most catastrophic impacts of climate change; and
WHEREAS, in recognition of the commitments necessary to address the scale and scope
of the climate crisis, Governor Jerry Brown issued Executive Order B-55-18 ordering the State of
California to achieve net-zero emissions as soon as possible, and no later than 2045, and achieve
and maintain net-negative emissions thereafter; and
WHEREAS, Chula Vista has been a nationally recognized leader in implementing a
Climate Action Plan to address the threat of climate change to the local community; and
WHEREAS, to continue the City’s leadership, City staff worked with the Climate Change
Working Group to update the Climate Action Plan with new carbon reduction strategies; and
WHEREAS, the Climate Change Working Group, which included residents, business, non-
profit, education and utility representative, met 8 times over a two-year period to receive updates
on Climate Action Plan implementation then develop and vote to approve recommendations; and
WHEREAS, the Climate Change Working Group evaluated over 100 different options for
new policies and programs that the City could adopt to help reach its greenhouse gas emission
reduction goal; and
WHEREAS, the Climate Change Working Group has recommended 7 different action
areas covering topics such as clean and efficient energy, zero waste and smart growth and
transportation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it accepts the Climate Change Working Group’s recommendations, in the form presented, and
directs staff to update the 2017 Climate Action Plan accordingly for future City Council review
and consideration.
