REGULAR MEETING OF THE CITY COUNCIL
Pursuant to the Governor of the State of California’s Executive Order N-29-20, and in the interest of public health and safety
during the COVID-19 pandemic, members of the City Council and staff participated in this meeting via teleconference.
Members of the public participated remotely and were not present in Council Chambers. All votes were taken by roll call
and public comments were submitted electronically or otherwise in writing.
The City Council minutes are prepared and ordered to correspond to the City Council Agenda. Agenda items may be taken
out of order during the meeting.
The agenda items at this meeting were considered in the order presented.
CALL TO ORDER
A regular meeting of the City Council of the City of Chula Vista was called to order at 5:04 p.m. via
teleconference and in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista,
California.

Mayor Casillas Salas thanked the community for following COVID -19 protocols and reminded them to stay
safe. Mayor Casillas Salas reported on her attendance at the holiday meal distribution at Harborside
Elementary school and thanked Eastlake Church, San Diego Food Bank, San Ysidro Health and
Harborside Elementary for their contributions to the event. She also thanked Park and Recreation staff
for their assistance in delivering meals to the disabled and senior communities.
COUNCILMEMBERS’ COMMENTS
Deputy Mayor McCann reported on his attendance at the holiday meal distribution at Harborside
Elementary school and extended holiday greetings to the community. He shared that he had received
several complaints regarding short -term rentals and requested that staff introduce an ordinance to Council
as soon as possible. He thanked the Boy Scouts, Girl Scouts, Kiwanis Club and others that assisted
with the wreath delivery at Glen Abbey.
Councilmember Galvez reported on her attendance at the wreath delivery at Glen Abbey. She thanked the
Chula Vista Fire Department for being the first to take the COVID -19 vaccine and extended holiday
greetings to the community.
Councilmember Padilla extended holiday greetings to the community and expressed his gratitude to first
responders. In response to public comments regarding Automated License Plate Reader technology,
Councilmember Padilla suggested that the Council monitor closely to address issues of community trust
sooner rather than later.

Councilmember Cardenas extended holiday greetings to the community and thanked the community for
their diligence in following health orders.
CITY ATTORNEY'S REPORTS
City Attorney Googins extended holiday greetings to his colleagues.
CLOSED SESSION
City Attorney Googins announced that the Council would convene in closed session to discuss the item
listed below.
Mayor Casillas Salas recessed the meeting at 6:19 p.m. The Council reconvened in Closed Session at
6:26 p.m., with all members present.
Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and records of
action taken during Closed Sessions are maintained by the City Attorney.
