Dear Mayor Salas and City of Chula Vista Council Members:
I am writing to express my support for the Rice and Snake Canyon Loop Trail Pilot Program that would
allow mountain biking as an allowable use creating multi-use trails which are the standard throughout the
county. We urge the Mayor and City Council to ensure that this item is on the agenda for approval at the
next City Council meeting.
Trails are a vital part of our community. Most trails in San Diego County are multi-use, allowing mountain
bikes and we commend the City of Chula Vista for making the effort to allow mountain biking on these
trails. These trails offer not only an opportunity for recreation, education, but an opportunity to create
stewardship for these vital preserved lands with local volunteers. The formalization and management of
these trails will allow for opportunities for more residents of all ages to access trails close to home.
Thank you for the opportunity to provide my comment of support of this project.

Mountain biking has been an important part of my life and I have met some amazing people through this
fun and challenging recreational activity. My wife who was born and raised here has recently started to
mountain bike more with me and we hope to have has many options and opportunities to do the same
with our daughter and future kids. Finally, with Covid-19 having turned our world upside down , having
more avenues for stress relief and productive time spent outdoors is essential.

This trail personally provided my High School son,his friends, and I the opportunity to get out of the
house and Mountain Bike. It gave me a chance to safely introduce them to the sport and now they often
look forward to riding the trail. This makes me happy knowing that they look forward in mountain biking
which is a positive thing other that doing other negative things. I keep an extra bike handy just to allow
the opportunity for another kid to join us.

In my personal situation, I can say that I took up mountain biking during the COVID19 pandemic as
many many others did. It has proved to be a blessing for me. Mountain biking has created new friends,
strengthened old friendships, it has been both the avenue and the reason for losing 25lbs, it has given
me and other the needed mental break from being locked in during the pandemic. It has introduced tax
revenue to the city when buying our bikes, gear, parts, and ongoing maintenance. Though I live closer to
the Otay Valley Regional Park, I make my way to the Rice Canyon and Snake Canyon trails as these
trails are unique in their features.

Furthermore, bike sales tax revenues locally and across the state generate a considerably higher
amount of revenue than hikers. I think it’s great that the local municipalities continue to work towards
adding dedicated MTB single track trails.
It ensures the furtherance of local sales tax revenues generated from MTB, bike and parts sales.
