Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Civil Service
Commission and staff participated in this meeting via teleconference. All votes were taken by roll
call.
CALL TO ORDER
A Regular Meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 5:17 p.m. via teleconference.

Police Captain Redmond gave a presentation on the item.

SENIOR NETWORK ENGINEER
DEFINITION
To perform highly complex duties in the planning and administration of the City’s enterprise
network system; to develop, configure, deploy and maintain the enterprise network server systems
to avoid interruptions in network services; to provide direction to information technology staff
responsible for troubleshooting and maintaining network server systems.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level classification providing direction and performing the most
complex network analysis duties. Incumbents are responsible for developing, evaluating,
modifying, and maintaining complex network systems. Senior Network Engineers are competent
to work at the highest technical level on all phases of network systems requiring a high level of
independence and specialized knowledge and are generally assigned the more complex and
difficult work projects.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Information Technology Services.
May exercise technical and functional supervision over assigned staff.
ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following:
Manage and maintain an extensive enterprise network system.
Analyze and evaluate existing network solutions; make recommendations for improvement and
enhancements to current network systems based on business requirements,
Assess, design, and implement network and security solutions for the City's various departments.
Formally document network infrastructure and develop written procedures relating to the City’s
network environment.
Serve as a network, security, and data center subject matter expert in consulting strategy.
Assist with evaluation of new technologies and solutions.
Provide technical leadership for a team of information technology staff and managed services
contractor(s), setting the tone for definition, design, and implementation of new network
infrastructure components and services.

Work with information technology staff and managed services contractor(s) to maintain overall
network platform stability, security, and reliability.
Design, configure, and implement LAN and WAN connectivity, network/server troubleshooting,
and management on network, including Internet and EDI communications.
Provide technical expertise for computer and network activities.
Perform on-premises/cloud assessments, installations and management.
Drive Cloud (IaaS and PaaS) Network Architecture principles.
Develop a wide range of assessment and design deliverables, including written documents as well
as detailed diagrams.
Contribute to the refinement of delivery processes and documentation.
Maintain knowledge base by staying current with emerging technologies.
Work with minimum supervision in the performance of assigned tasks.
Regularly communicate status of project and all applicable issues to the Management team.
Prepare and submit activity/progress reports and time recording/management reports in
accordance with published procedures.
Participate in the preparation of the budget; make recommendations and monitor expenses.
Perform routine maintenance and operations as required.
May perform lead duties on project teams or in training others as assigned.
Build and maintain positive working relationships with co-workers, other City employees and the
public using principles of good customer service.
Utilize continuous improvement (LEAN) principals in the design and operation of various

MINIMUM QUALIFICATIONS

Complex strategic transformation experience, such as outsourcing and internal IT process
re-engineering of ITIL/ITSM processes.
LAN, WAN, SCADA, voice, and video technologies (e.g. routers, switches, load
balancers, firewalls, network and routing protocols, SDN, DNS, VoIP, and their related
traffic patterns).
Knowledge of data networking and digital communication technologies.
Staple IT technologies (e.g. operating systems, servers, virtualization, storage, software
development, and their related impacts as it pertains to network resources).
Basic WAN troubleshooting techniques and connectivity issues.
Cisco Digital Network Architecture (DNA) including knowledge of CISCO Next
Generation Firewall (Firepower), CISCO Identity Services Engine (ISE) CISCO
Stealthwatch, CISCO Umbrella, CISCO Email Security Appliance (ESA), CISCO Web
Security Appliance (WSA), CISCO Secure X, CISCO Catalyst 9000 Core and

Four years of advanced journey level LAN/WAN implementation, maintenance,
support, and troubleshooting experience in a complex, multiple forest/domain
enterprise environment with a minimum of 1000 endpoints.

Experience with modern CISCO networking environment including Digital Network
Architecture (DNA). CISCO Next Generation Firewall (Firepower), CISCO
Identity Services Engine (ISE) CISCO StealthWatch, CISCO Umbrella, CISCO
Email Security Appliance (ESA), CISCO Web Security Appliance (WSA), CISCO
Secure X, CISCO Catalyst 9000 Core and Distribution/LAN Access switches,
CISCO Wireless LAN Controller (WLC) is highly desirable.
Experience with Azure Cloud networking is highly desirable.
Training:
Equivalent to a Bachelor’s degree in computer science, information technology or
closely related field.
Certificates:
Cisco CCNA certification is highly desirable.
PHYSICAL DEMANDS
On a continuous basis, sit at desk for long periods of time; intermittently stand and walk.
Intermittently twist and reach office equipment above and below shoulders; use telephone, write
or use keyboard to communicate through written means; use a computer keyboard on a regular and
continuing basis; lift up to 50 pounds. See in the normal vision range with or without correction
to read typical business documents and computer screens; hear in the normal range with or without
correction.
WORKING ENVIRONMENT
Primary work is in performed indoors in a carpeted and air-conditioned office environment with
fluorescent lighting and moderate noise level; there is some exposure to the external environment
when going to outlying offices. Work is frequently disrupted by the need to respond to in-person
and telephone inquiries. Employees may be required to work during irregular work hours such as
evenings, weekends and holidays as needed.

SUBJECT: Fire Engineer Eligibility List Appeal
The current eligibility list for Fire Engineer was established on June 25, 2019, with 14 names, and was subsequently
extended for an additional year. It has been a consistent practice for the Fire Department to request that the list be
extended due to the resource intensiveness and complexity of testing components. There have been four
certifications from this eligibility list resulting in eight promotions to Fire Engineer.
The Fire Department currently has one vacancy for Fire Engineer, due to an Engineer’s recent promotion to Fire
Captain. When a request for certification of names on the Fire Engineer eligibility list was submitted, it was found
that two names were removed in accordance with Civil Service Rule (CSR) 1.04(1)(4), which states, in part: “The
Director of Human Resources will remove from an eligibility list the name of any person who is… refused
appointment after an interview by three Appointing Authorities after certification from the eligibility list .”
As the Fire Department’s Appointing Authority, I am objecting to the Director of Human Resources’ decision to
remove two names from the Fire Engineer eligibility list effective March 24, 2021, in accordance with CSR
1.04(J)(1)(a) and requesting that the Civil Service Commission review the objection in accordance with CSR
1.04(J)(1)(c). The relevant sections are shown below for reference.
J. OBJECTIONS TO DECISION
1. Limited review of examinations, announcements, and removal of name from eligibility lists.
a. In matters involving examinations, announcements, and removal of name from eligibility lists,
approval given to those actions by the Director of Human Resources is final, unless an objection is
made in writing to the Civil Service Commission, within 30 days of the Director of Human Resources’
decision. An objection is limited to claims that Civil Service Rules or City policies or procedures were
not followed in making the decision.
c. The Civil Service Commission may review the objection in any manner it deems appropriate,
including, but not limited to, reviewing the filed objection and making a decision on the filed objection
without additional hearing on the objection, allowing either party to comment on the objection,
allowing written comments on the objection, or conducting an evidentiary type hear ing on the
objection.
The two candidates whose names were removed from the list are in good standing, significant contributors to the
department and promotable in my opinion. However, they are falling victim to CSR 1.04(I)4 which I believe is
intended for other purposes. Additionally, due to several ties in scores, more names were certified to the department
than would be typically certified, including those of these two in question, which led to these names being certified
three times and unfortunately, removed from the list.
I am requesting the Civil Service Commission to:
1.Grant the appeal of CSR 1.04(I)(4) by the Chula Vista Fire Department Fire Chief and reinstate the names
of the two candidates on Fire Engineer Eligibility List (Recruitment # 19560304P) and allow their names to
be certified for consideration for the current Fire Engineer vacancy.
2.Consider revising CSR 1.04(I)4 to the proposed language below:
1.04(I)(4): Removal of Name: The Director of Human Resources may remove the name of an eligible
whose name appears on an eligibility list for any reason declared in Rule 1.03(F) to be cause for rejection of
applications for examinations. The Director of Human Resources will remove from an eligibility list the
name of any person who is dismissed for unsatisfactory service in his or her current class; or who is refused
appointment after an interview by three Appointing Authorities after certification from the eligibility list,
unless the Appointing Authority requests the name(s) to remain on the eligibility list; or failed to appear for
an interview or refused an offer of employment (any combination) up to three times.
