We look forward to having this item on the agenda at the next City Council meeting. The San Diego Mountain Biking Association (SDMBA) fully supports the Rice and Snake Canyon Loop Trail Pilot Program. SDMBA is a 501(c)3 non-profit organization that has been in existence since 1994 to improve trail access for mountain biking in San Diego County. We commend the City of Chula Vista for working towards more inclusive trails to benefit the entire community who like to enjoy our local canyons and open space. Our home is in Chula Vista. Our business is in Chula Vista. I am a big fan and advocate of promoting bicycling in and around our city in all manners possible. I am deeply saddened when I see individuals destroying our bike trails, bridges and trashing our public parks because they do not like bicycles. It is not up to a few individuals to decide for everyone else. There are many of us that enjoy bicycling and those numbers are growing. When I grew up in Chula Vista, we did not have mountain biking teams, but now our high schools are introducing cycling team sports when young high school students can exercise, enjoy our beautiful city, learn to respect and appreciate our areas and do so in a safe and social environment. Opposition to this project by the Sierra Club keeps the use of public spaces more exclusive and is based upon fundamentally flawed reasoning. While there are undoubtedly effects of any human intervention in natural spaces, this does not mandate exclusion. They have cherry picked individual bad actors in order to villainize the entire community. In the time I have spent on San Diego trails, the most visible causes of damage are litter and dog poop. The Sierra Club argument improperly attributes the majority of environmental harm to bikers, while neglecting the hikers and walkers who are already using the trail. They have gone further to twist the conclusions of Greer's scholarly article to support their motives. That work does not make any suggestion of keeping public spaces closed to bikers and instead suggests Item 5 - Written Communications - Murphy ways to better communicate with the trail users. Disrespect for environmental protections should not be allowed by any group of users. The reason for violations by hundreds of users needs to be taken into account. Poor communication, missing signage, and outdated maps should be addressed before enforcement, as Greer suggests. I have personally seen closed trails appear on Google maps in San Diego, which adds to the confusion. The Sierra Club would like to take control of this public space and institute rules which benefit their personal interests. Speed limits, nighttime restrictions, and other arbitrary requirements for a subset of users are nonsensical. Their response does not tie any of these or any other concerns to the existing wildlife within Rice or Snake Canyon. As such, they should be seen for what they are: pandering to the whims of a minority. Please make the right decision and approve equitable and thoughtful access to natural spaces. I joined the board and became President of the San Diego Mountain Biking Association 8 years ago. As a rider, I was frustrated as riders struggled to find legal trails to enjoy. I quickly learned, wanting something required giving something back. Due to this, SDMBA became laser-focused on becoming strong partners with land managers, government officials, and interested parties. We also focused on making riders part of the solution to problems. We also dedicated our efforts to building a strong volunteer workforce, to help supplement strained city and county budgets. We also enhanced and opened up communication - becoming the voice for common sense trail etiquette, along with a communication partner with city/county and land managers to be their voice to riders/trail users. Fast forward to today, in the South Bay, we have the county's second most used park - the Sweetwater Bike Park. SWBP is not only known locally but is nationally and has been featured in countless articles. You only need to stop by and see the smiles of families of all ages enjoying healthy exercise outside. Due to its success, several other bike parks are in various stages throughout San Diego. We've also had the tremendous pleasure to partner with the National Forest helping redirect trail (while revegetating) the Rock House trail. This is the perfect blend of recreation while preserving the environment fostering multi-use trails. We stand excited and ready to pour everything needed to ensure the Rice and Snake Canyon Loop Trail Pilot program is a success! As we've all seen with Covid, TRAILS are instrumental to our community's health. Sedentary people are now outdoors and witnessing the wonder of nature while growing stronger and healthier. Kids are putting down phones to jump on bikes while learning and appreciating local trails and the environment. Families are going on walks and rides together, strengthening bonds that will last a lifetime. All of this was during the worst pandemic we've seen since the 1919 Swing Flu. The other common denominator - TRAILS for everyone. Not only are people getting healthier, but they are also becoming environmentally aware - aware of the need to protect and preserve their environment. Trails are an integral part of healthy communities with multi-use trails being resoundingly successful. They've become so successful; the city and county of San Diego almost exclusively focus on multi-use trails. Over the last eight years, I've personally seen lives and communities change due to these trails - trails for everyone to enjoy. Hikers, riders, dog walkers, trail runners, and equestrians - we all love the outdoors and joyfully and successfully use them together. As a surprise to some (but not SDMBA), multi-use trails resulted in social trails being closed and revegetated - protecting the environment!
