Dear Commissioners,
The Center for Sustainable Energy (CSE) appreciates the opportunity to comment on the full Climate Equity
Index (CEI) Report. We support the Report and recommend the Commission approve it and send it to the City
Council for approval.
We applaud the City of Chula Vista for developing a CEI. As a member of the City's Climate Equity Stakeholder
Group, staff was very receptive to our suggestions and recommendations. The CEI shown before you tonight
reflects and incorporates feedback from Chula Vista residents and relevant stakeholders. The stakeholder
process that helped develop the CEI consisted of a series of meetings where we had in-depth conversations as to
which indicators should be included in the CEI. We also helped develop the definition for climate equity.
The CEI will be an important tool in helping the City implement its Climate Action Plan (CAP) and focus
investments and resources in low-income communities and communities of color in the City that have been
historically underinvested and marginalized from public processes and funding opportunities. It will help ensure
that equity is front and center in policy and decision-making
CSE appreciates the Commission's leadership and commitment to equity through the CEI and the
implementation of the CAP. We look forward to continuing our collaboration with the City. Thank you for your
consideration.

Good afternoon, Sustainability Commissioners. This is Noah Harris, from Climate Action Campaign, writing to
applaud the city for developing this Climate Equity Index.
This crucial tool will help Chula Vista identify the communities most impacted by climate change and
environmental injustice, which is a critical first step to building a more equitable, sustainable, and safe city for
Chula Vista families.
To that end, the Climate Action Plan should also include a Social Equity section which explicitly defines how the
communities most impacted by climate change and environmental injustice, identified through the CEI, will be
prioritized through the funding of greenhouse gas emission reduction strategies, including affordable housing
development and investments in urban forestry, active transportation, renewable energy, and energy efficiency
measures.
The development and implementation of this methodology should take place in consultation with a diverse set of
stakeholders and organizations that represent low-income communities of color who are disproportionately
harmed by a fossil fuel economy and are impacted first and worst by the climate crisis.
For examples of Climate Action Plans that integrate climate equity, we recommend referencing King County 2020
Strategic Climate Action Plan, Oakland Equitable Climate Action Plan, the "Planning for a Boston Green New
Deal and Just Recovery" Plan, and Los Angeles's Sustainability Plan "LA's Green New Deal."

Good evening Commissioners,
I strongly support Action Item #4 to send this climate equity index to our City Council for approval. This climate
Equity Index will enable a plan to direct funding to the areas of Chula Vista where it is needed the most. The
indicators are essential areas that make our Climate Action Plan stronger and more accurate for planning
purposes. We are experiencing a climate emergency which is accelerating. We need to take action to improve
areas of Chula Vista which are suffering the most due to the impacts of climate change. I support pending
legislation California Senate Bill 99. Microgrids provide a platform for distributed energy resource development.
This entails building clean power infrastructure to support sustainable industry. This bill will require a grant
program for local governments to develop community energy resilience plans. This bill will ensure that a diversity
of perspectives is incorporated into the plan. A proposed plan shall also include an analysis of multiple project
options for each location, including distribution segmentation and microgrids. This senate bill involves identifying
and coordinating with appropriate local government staff and outside consultants capable of drafting the plan. A
local government may hire a resilience manager to manage the plan development process and the
implementation of any specific projects identified in the plan.
