The evaluation should be quantified where possible (e.g. the number of units rehabilitated) but may be qualitative as necessary (e.g. mitigation of governmental constraints). Where significant shortfalls between the targeted objective and the City's achievement are identified, the reasons should be discussed. This section discusses the progress of the goals and objectives defined in the 2005-2010 Housing Element.
