I am a D2 resident who cannot wait for our turn to be provided with power from Community Choice Energy. Thank
you for your historic leadership on Chula Vista's Climate Action Plan and CCE.
I appreciate the work of the Chula Vista Community Advisory Committee, interim San Diego Community Power
CEO Bill Carnahan, SDCP staff, and partner cities and organizations, and I look forward to the success of this
program.

Good Evening Mayor Salas and City Council Members.
Thank you for all you have done to bring Community Choice Energy to Chula Vista. Now, as a founding member
of San Diego Community Power, we have a great opportunity in our region to continue our climate action
leadership, meet our Chula Vista Climate Action Plan goals, and bring economic benefits and choices to our
community.
As a member of the Community Advisory Committee, I have seen the hard work our interim CEO, Bill Carnahan
and the SDCP staff have put into developing this program.
SDCP has brought in a core group of staff that is inclusive and keeps connection to the community at the focus of
their identity. They are developing programs that will extend opportunities to our Communities of Concern,
something that is unique to the CCA model and was unavailable before. The phase one rollout of SDCP on March
1 is a milestone, starting us on our clear path to 100% renewable electricity in Chula Vista and our region.

I am grateful for your support for bringing Community Choice Energy to Chula Vista. Chula Vista was the first in
the region to pursue Community Choice Energy in the early 2000s. Now we are a proud founding member of San
Diego Community Power. We now have a chance to meet our CAP goals, do right by all Chula Vistans and focus
on our future. We are excited to start on our path to 100% renewable electricity by 2035.

Dear City Council,
Frank & Son Paving opposses this request Contracts have been executed and submitted on time requested.
Frank & Son Paving had submitted the proper paperwork to Surety Associates of Southern California in a timely
manner. However, due to processing time out of our control, Final Bonds delivery was delayed by SASC but now
have been executed. We are more then willing and capable to perform the contract work in a timely manner. We
are a Chula Vista resident company and want to keep the work flow for our community. We request that you take
into consideration that COVID has affected us all in may ways. We are are doing our best to not let it interfere with
our work process.

The Building Industry Association of San Diego County represents 650-member companies and over 35,000 men
and women in the construction industry. The industry recognizes the importance of energy efficiency and
understands the value associated with improvements to existing structures. However, the pursuit of new
regulatory mandates during the Covid crisis will result in additional hardship for property owners and others who
struggle financially as a consequence. The BIA respectfully request that any action be tabled until after the
lifting of the state of emergency to give the regulated community some recovery time from the pandemic.
Additionally, we support staff recommendation to cover implementation costs with the general fund and ask that
it continue in subsequent years. Respectfully Submitted.

On behalf of the San Diego Regional Climate Collaborative, I would like to applaud the efforts of the City of Chula
Vista in the implementation of their climate planning efforts and strongly supports the adoption of this proposed
ordinance as presented this evening. The San Diego Regional Climate Collaborative (Collaborative) was
established in 2011 as a network for public agencies to advance climate change solutions that mitigate
greenhouse gas emissions and adapt to the effects of climate change. Partnering with academia, non-profit
organizations, and business and community leaders, the Collaborative raises the profile of regional leadership,
shares expertise, and leverages resources. Two focus areas of the Collaborative’s work include climate action
planning and energy efficiency - adoption of this ordinance is in line with our work.

Good Evening Mayor Salas and City Council Members,
I support tonight’s agenda Item #10, an ordinance to establish annual energy benchmarking using the Energy
Star Portfolio Manager and to require energy efficiency retrofits for multifamily and commercial buildings. This
ordinance presents an important opportunity to monitor and mitigate a significant source of deadly greenhouse
gas emissions in Chula Vista. The Ordinance Agenda Statement reports that: “Chula Vista multifamily,
commercial and industrial buildings over 20K square feet are emitting 113,000 mtonsCO2e/year. The ordinance is
projected to reduce these emissions by 6% after 10 years and 8% after 15 years. “
In addition to the critical need to lower greenhouse gas emissions, retrofitting buildings to increase energy
efficiency in work places and homes improves quality of life by increasing indoor air quality, moderating
temperature extremes, and lowering operating costs. Reducing or delaying upfront fees helps address the current
financial impacts felt by so many. Providing choices to meet energy efficiency goals that are most needed and
cost-effective helps owners meet the ordinance requirements. During this process, educating residents about
energy efficiency in buildings is a fundamental investment in the future of our city. I urge you to vote YES to
establish energy benchmarking and conservation requirements for multifamily and commercial buildings in Chula
Vista. Thank you.

Make sure that any help provided to tenants (which I am in favor for) make it to the landlords. While this
resolution is based on good intentions, there are no mechanisms in place to make sure that the funds go to
where they need to, which is pay rents to landlords. Although the Agenda document states that assistance
payments will be made to landlord or utility, none of the resolutions or the attachments specifically state how the
funds will be disbursed. So you are voting to accept the resolution that is incomplete on how deployment will
occur. On option B, you state that a negative impact is that funds must be deployed by June 1st and completed
by Aug 1 2021. Only government can consider that an AGGRESSIVE timeline. The money is needed NOW not
whenever bureaucrats get around to it.

Good Evening,
I have a couple of commercial properties in Chula Vista and have experienced first hand when people cannot pay
their rent and I understand and thank goodness we have wonderful tenants and were able to reach a resolution
that worked for everyone. However I have one tenant that just walked away in March 2020 and would not answer
calls or emails. We had to hire a lawyer go through all of the postings etc to get to the point where we were
authorized for a lockout to take place. However the Sheriff's Department was not performing lockouts from
November until February but my space was still empty and rent accruing everyday and I legally could not take
possession of the space. I do not know if this tenant received loans or help for rent because as a landlord I am
not privy to that information. This tenant currently owes over $59,000 in back rent which I will probably never see.
What guarantees are you going to put in this resolution that landlords are paid? How are you going to make sure
the money will be used for its intended purposes, which is to pay rent and avoid eviction. I want to think that the
majority of people applying will not go and spend the money received on a new TV or car but it happens often
enough to where I am skeptical about this. I implore all of you to make sure the money is used for its intended
purposes which is rent. Landlords have to pay their mortgages, utilities, property taxes and maintenance fees to
keep the property running.
