REGULAR MEETING OF THE CITY COUNCIL
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest of public
health and safety during the COVID-19 pandemic, members of the City Council and staff participated in
this meeting via teleconference. Members of the public participated remotely and were not present in
Council Chambers. All votes were taken by roll call and public comments were submitted electronically or
otherwise in writing.
The City Council minutes are prepared and ordered to correspond to the City Council Agenda. Agenda
items may be taken out of order during the meeting.
The agenda items at this meeting were considered in the order presented, except City Manager's Reports
which were given prior to Item 1.
CALL TO ORDER
A regular meeting of the City Council of the City of Chula Vista was called to order at 5:08 p.m. via
teleconference and in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista,
California.
ROLL CALL:
Present: Councilmember Diaz, Deputy Mayor Galvez, Councilmember McCann, Councilmember
Padilla and Mayor Casillas Salas
Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Assistant City Clerk
Turner
PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Councilmember McCann led the Pledge of Allegiance.
Mayor Casillas Salas called for a moment of silence to pay tribute to the 100,000 lives lost to COVID,
George Floyd, Breonna Taylor, and Ahmaud Arbery.
CONSENT CALENDAR
1. 20-0213 RESOLUTION NO. 2020-122 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AN AMENDMENT TO THE 2017-2020
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF
CHULA VISTA AND THE ASSOCIATION OF CHULA VISTA
EMPLOYEES (ACE) TO EXTEND THE TERM OF THE MOU TO JUNE
30, 2021

ACTION: A motion was made by Councilmember McCann, seconded by Mayor Casillas
Salas, to approve staffs recommendations on the above Consent Calendar item,
heading read, text waived. The motion carried by the following vote:

PUBLIC HEARINGS
3. 20-0119 RESOLUTION NO. 2020-123 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING THE TRANSNET LOCAL STREET
IMPROVEMENT PROGRAM OF PROJECTS FOR FISCAL YEARS
2020/21 THROUGH 2024/25 FOR INCLUSION IN THE REGIONAL
TRANSPORTATION IMPROVEMENT PROGRAM; PROVIDING THE
CERTIFICATION AND INDEMNITY STATEMENTS NECESSARY TO
OBTAIN TRANSNET FUNDS; AND AUTHORIZING CITY TO SUBMIT TO
REVISIONS TO THE 2020 TRANSNET PROGRAM OF PROJECTS
SHOULD SANDAG FURTHER REVISE FORECASTED REVENUES
FOR FISCAL YEAR 2020/21
Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the
date and no earlier than the time specified in the notice.
Director of Engineering and Capital Projects Valle responded to questions of the Council.
Mayor Casillas Salas opened the public hearing. At the conclusion of the public commenting period,
Mayor Casillas Salas closed the public hearing.
ACTION: A motion was made by Councilmember McCann, seconded by Councilmember
Padilla, to adopt Resolution No. 2020-123, heading read, text waived. The motion
carried by the following roll call vote:

Human Resources Director Chase introduced Civil Service Commission Chair Gersten, who gave a
presentation on the item.
ACTION: A motion was made by Councilmember McCann, seconded by Deputy Mayor
Galvez, to adopt Resolution No. 2020-124, heading read, text waived. The motion
carried by the following roll call vote:
Yes: 5 - Diaz, Galvez, McCann, Padilla and Casillas Salas
No: 0
Abstain: 0
CITY MANAGER'S REPORTS
City Manager Halbert introduced Police Captain Kennedy, who gave an update on the Chula Vista Police
Department's response to the worldwide protests and riots.
MAYOR'S REPORTS
Mayor Casillas Salas thanked the Councilmembers for their diligence in keeping the community informed
and shared her thoughts on the recent protests and riots. She wished Councilmember McCann a happy
birthday.
COUNCILMEMBERS' COMMENTS
Councilmember McCann extended well wishes to City Manager Halbert on his retirement and expressed
his congratulations to incoming City Manager Kachadoorian.
Councilmember Galvez expressed her congratulations to incoming City Manager Kachadoorian and
thanked City Manager Halbert for his outstanding service to the community.
Councilmember Diaz thanked the candidates of the City Manager recruitment and extended his
congratulations to incoming City Manager Kachadoorian.
Councilmember Padilla extended congratulations to incoming City Manager Kachadoorian and to City
Manager Halbert on his retirement. Councilmember Padilla also thanked Mayor Casillas Salas for her
leadership.
