HomeMy WebLinkAboutReso 2021-011RESOLUTION NO. 2021-011 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE PURCHASE OF VEHICLES, HEAVY-DUTY VEHICLES, AND SPECIALIZED EQUIPMENT VIA COOPERATIVE PURCHASING PROGRAMS IN AN AMOUNT NOT-TO-EXCEED ELEVEN MILLION DOLLARS ($11,000,000) THROUGH JANUARY 31, 2026 WHEREAS, section 2.56.140 of the Chula Vista Municipal Code authorizes the City of Chula Vista to purchase vehicles and equipment through cooperative purchasing agreements with joint exercise power authorities where said vehicles or equipment are purchased through a competitive process that the Purchasing Agent determines to be consistent with good purchasing practices; and WHEREAS, cooperative purchasing programs streamline the procurement process by utilizing developed requests for proposals for national, competitive solicitations that meet or exceed the City requirements; and WHEREAS, the City would benefit from using the cooperative purchasing programs by: Saving time and money by leveraging the buying power of thousands of government, education, and nonprofit organizations; Focusing on price, quality, reliability, warranties, and service while protecting Citys interests with favorable terms and conditions; Ensuring the agreements are competitively solicited and awarded using applicable public procurement laws and regulations; and Maintaining hundreds of competitively solicited cooperative contracts ready for use. WHEREAS, staff is requesting that the City Council authorize vehicle and equipment purchases through the following four cooperative purchasing programs: (1) Sourcewell, (2) Houston Galveston (HGAC), (3) NASPO ValuePoint, and (4) Omnia Partners; and WHEREAS, the Purchasing Agent has determined the listed cooperative purchasing programs utilize practices that are consistent with good purchasing practices; and WHEREAS, staff is also requesting that the City Council authorize vehicle and equipment purchases through newly identified cooperative purchasing programs as they become available, subject to Purchasing Agents determination that such cooperative purchasing programs are consistent with good purchasing practices; and Resolution No. 2021-011 Page No. 2 WHEREAS, the current replacement schedule for public services vehicles, heavy duty vehicles, and specialized equipment includes over ten million dollars ($10,000,000) in replacements from 2021 through 2026 and any purchases as part of this authorization will be budgeted for as funding is available. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that it authorizes purchases of vehicles, heavy-duty vehicles, and specialized equipment through the following cooperative purchasing programs: (1) Sourcewell, (2) Houston Galveston (HGAC), (3) NASPO ValuePoint, (4) Omnia Partners, and (5) other cooperative purchasing programs that the Purchasing Agent determines to be consistent with good purchasing practices, in a cumulative not-to-exceed amount of eleven million dollars ($11,000,000) through the period ending January 31, 2026. \[SIGNATURES ON THE FOLLOWING PAGE\] Resolution No. 2021-011 Page No. 3 Presented by Approved as to form by Kelly G.
