PARKS AND RECREATION COMMISSION
OF THE CITY OF CHULA VISTA
September 17, 2020 6:30 p.m.
A Special Meeting of the Parks and Recreation Commission of the City of Chula Vista was called
to order at 6:32 p.m. via teleconference, WebEx.
ROLL CALL

PRESENTATION: INTRODUCTION OF CITY MANAGER MARIA KACHADOORIAN
Commission heard City Manager Maria Kachadoorian introduce herself to the new position as City
Manager.
CONSENT CALENDAR
1. APPROVE ANNUAL REPORT OF ACTIVITIES FY 2019-2020
Staff recommendation: Approve annual report of activities.
ACTION: Commissioner German moved to approve the annual report of activities FY 2019-
2020 Commissioner Gregorio seconded the motion, and it carried by the
following vote:
Yes: 6 — Enriquez, Fernandez, German, Gregorio, and Zarem, Chair Doyle
No: 0

3. UPDATE ON TRAILS MASTER PLAN
Senior Planner Cheryl Goddard and Landscape Architect Mark Caro from City of Chula
Vista Development Services provided a presentation update on Trails Master Plan.

- Jose Galaz, Chula Vista resident in favor

ACTION: Commission heard the report.
4. DEVELOP AND DISCUSS PARKS AND RECREATION COMMISSION GOALS
AND OBJECTIVES FOR FISCAL YEAR 2020-2021
Commissioners discussed goals.
ACTION: Commissioner German moved to approve the Parks and Recreation Commission
goals as stated for fiscal year 2020-2021, with minor adjustments to the goals
from last year, also adding conservation and advocacy as a focus. Commissioner
Fernandez seconded the motion, and it carried by the following vote:
Yes: 5 - Fernandez, German, Gregorio, and Zarem, Chair Doyle
No: 1 - Enriquez
Abstain: 0
5. NOMINATION OF UP TO THREE COMMISSIONERS TO SERVE ON THE
MEASURE P CITIZEN'S OVERSIGHT COMMITTEE ("COC")

Commissioners discussed the nominations.
ACTION: Commissioner German moved to nominate Commissioners Gregorio, Enriquez
and Fernandez to serve on the Citizen's Oversight Committee. Commissioner
Zarem seconded the motion, and it carried by the following vote:
Yes: 6 — Enriquez, Fernandez, German, Gregorio, and Zarem, Chair Doyle
No: 0
Abstain:0
6. SELECTION OF COMMISSION CHAIR AND VICE -CHAIR FOR FISCAL YEAR
2020-2021
Commissioners discussed the nominations.
ACTION: Commissioner Gregorio moved to nominate Commissioner Doyle as Chair and
Commissioner Zarem as Vice -Chair. Commissioner German seconded the
motion, and it carried by the following vote:
Yes: 6 — Enriquez, Fernandez, German, Gregorio, and Zarem, Chair Doyle
No: 0

7. RECOMMENDATION TO UPDATE CHAPTER 7 OF MASTER FEE SCHEDULE
(FIELD USE FEES)
Parks and Recreation Administrator Tim Farmer provided a presentation.

ACTION: Commissioner German moved to recommend updating Chapter 7 of Master Fee
Schedule (Field Use Fees) Commissioner Enriquez seconded the motion, and it
carried by the following vote:
Yes: 6 — Enriquez, Fernandez, German, Gregorio, and Zarem, Chair Doyle
No: 0

Chair Doyle expressed gratitude to serve as Chair another year.

a. Commissioner German: Status report on and discussion of removal of Christopher
Columbus statue.
Commissioner German expressed his displease that the item was taken from Parks and Recreation
Commission and moved to the Human Relations Commission without notice until after the fact.
Parks and Recreation Administrator Tim Farmer spoke on the matter and explained that the
decision to remove the item from Parks and Recreation Commission was made by city leadership.
It was also their decision to have it routed through the Human Relations Commission. The city
did remove the statue, without deliberation, for the safety of the community.
