MINUTES OF A REGULAR MEETING OF THE
CHULA VISTA MUNICIPAL CODE SECTION 2.25.050(D) INTERVIEW PANEL
(INTERVIEW AND NOMINATE CANDIDATES FOR APPOINTMENT TO THE
BOARD OF ETHICS) OF THE CITY OF CHULA VISTA
October 30, 2020 Via Teleconference
2:00 p.m.
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Chula Vista Municipal
Code Section 2.25.050(D) Interview Panel of the City of Chula Vista and staff participated in this
meeting via teleconference. All votes were taken by roll call.
CALL TO ORDER
A Regular Meeting of the Chula Vista Municipal Code Section 2.25.050(D) Interview Panel of the
City of Chula Vista was called to order at 2:03 p.m. in the Executive Conference Room C-103,
located in Building A, 276 Fourth Avenue, Chula Vista, California and by teleconference.
ROLL CALL
PRESENT: Panelists Stephanie Teel and Todd Glanz
ABSENT: None
ALSO PRESENT: DCA III Simon Silva and Secretary Marisa Aguayo
PUBLIC COMMENTS
Panelist Teel called for a two-minute pause to allow members of the public to submit any final
electronic public comments. Secretary Aguayo announced that no electronic comments had been
received and no comments had been received via email.
ACTION ITEMS
1. DISCUSSION AND ACTION ON INTERVIEW PROCESS, INCLUDING
DETERMINING MANNER OF APPEARANCE FOR INTERVIEW BY APPLICANTS
(I.E. PRE-RECORDED VIDEO; VIRTUAL INTERVIEW; WRITTEN STATEMENT;
TELEPHONE CALL; ETC.), TIME ALLOTTED FOR EACH INTERVIEW, AND
OTHER SIMILAR PROCESSES FOR THE CONDUCT OF INTERVIEWS.
DCA III Simon Silva gave a presentation on the item. Panel agrees on consensus to
proceed in the same manner as the panel before did.
Panelist Teel called for a two-minute pause to allow members of the public to submit
electronic comments on the item. Secretary Aguayo announced that no electronic
comments had been received and no comments had been received via email.

Panel agrees on consensus to interview all seven applicants on November 18, 2020.

comments had been received and no comments had been received via email.
2. DISCUSSION AND ACTION TO REVIEW APPLICANT APPLICATIONS/
RESUMES/ATTENDANT DOCUMENTS, SELECT APPLICANTS TO INTERVIEW,
AND SELECTION OF POTENTIAL INTERVIEW DATES.
DCA Silva gave a presentation on the item. Panel agrees on consensus to hold virtual
interviews on November 18, 2020.
Panelist Teel called for a two-minute pause to allow members of the public to submit
electronic comments on the item. Secretary Aguayo announced that no electronic
comments had been received and no comments had been received via email.
3. DISCUSSION AND ACTION ON QUESTIONS TO BE ASKED BY THE
INTERVIEW PANEL OF THE APPLICANTS DURING THE INTERVIEWS.
DCA Silva gave a presentation on the item. Panel agrees on consensus to change question
number 7 to “Any final Panel questions?” and add question number 8 to read “Any
questions for us?”

comments had been received and no comments had been received via email.

ADJOURNMENT
At 2:37 p.m. Panelist Teel adjourned the meeting to the next meeting on November 18, 2020 to
take place virtually.
