The city of San Diego has been much more successful in eliminating illegal pot shops. They focus on going after
the owners of the property not the people running the businesses. Why doesn't the city pass a satisfactory
ordinance similar to San Diego's to go after the property owners, so that we don't have 16 active illegal
businesses in just the southwest-District 4? What is being done, or not done now is utterly useless. If this problem
was in the east-not likely due to the lack of commercial and industrial zoning with appropriate buildings due to
foolish zone changes- we would not be have such a huge problem, since it would not be tolerated.Also if police
have closed down 12 in April all but 1 must have been in District 2. We lost one and gained 2 in District 4 since
April.

I noticed from your budget meeting that legal marijuana businesses may be approved by FALL of 2020. And
many are asking “why forge ahead?” when health officials consistently warn that marijuana is
immunosuppressive, causes lung disease and invites infection. This is the last thing we need now.
Your actions disappoint all who strive to create a healthy, normal environment for raising children -- one
unencumbered by the threat and enticement of readily available addictive drugs.
I’ve yet to hear anyone on council speak out for kids. Chula Vista has a high Latino youth population, often at
risk. Our first priority should be to ensure that the social environment works in their favor. A community that
normalizes psychoactive drug use by allowing widespread pot businesses, does not. Nor do these businesses
promote public health. My friend, a teacher in the Latino community, said “Nothing is worse for local families than
the normalization of marijuana.” Please reconsider your rush to promote and ingrain this industry here. Thank
you.

Why the city of San Diego wants to send a problem they can't handle to Chula Vista?
Chula Vista already has so many problems and adding a new one won't us at all.

In regards to the construction of the homeless bridge shelter in Chula Vista, I would like to voice support. I believe
it is important to provide a social safety net for housing, and giving those who may be down on their luck an
avenue to reestablishing a socially productive way of life. Where my point of contention lies is in the proposed
placement. Why does it seem like the west side of the city, specifically the southwest side, is treated with less
care and attention than other parts of the city? It is already our most impoverished district, and we would just be
adding fuel to the fire.
I propose finding a site somewhere in the far east part of the city. The layout makes it more difficult for those in
the shelter to leave, and there is less of an established street homeless population to entice them into old habits
and lifestyles. No encampments, more difficult to find drugs, less places to hide out, more community resources
allocated towards cleanliness of parks, etc.
I challenge Councilmembers Galvez and Diaz to take a real stand for their districts, acknowledge the lack of
balance between the west and east sides of the city, and fight to do what is right for the homeless as well as the
people of west Chula Vista who are tired of being a dumping ground.

I would like to thank City Staff and the staff at Chen Ryan Associates for their hard work. I appreciate all of their
work but feel like there still isn't enough connectivity between West Chula Vista and the Bay Front. The
importance of a safe connection at J Street to the Bay Front isn't met with a bike route as suggested between
Broadway and I-5. Not only does the Bay Front offer parks and a High School but also the Bayshore Bikeway, the
primary connection from Chula Vista to downtown San Diego, Naval Base San Diego and shipyards for many
people that use bikes. I would like to suggest more be done, something like the F Street Promenade or maybe a
park over the freeway. A great example would be Teralta Park over I-15 at Orange Ave in San Diego. Thanks

Good Evening Mayor Salas and City Council
I would like to express my support to the Mayor and the entire City Council to pursue the establishment of a
shelter for homeless persons in the City of Chula Vista and the greater South Bay.I am not an expert however I
am an informed citizen and have been engaged in efforts to address the issue at a number of levels for 13
years.The issue is complex and is frequently painted with a broad brush. I would ask the Council and my fellow
citizens to remain open minded as the opportunity to provide solutions presents.We hear a lot about permanent
housing being the solution to homelessness. Shelters and transitional housing are equally important. The City,
non-profit organizations, the CVPD Hot team and others abilities to work with this population would be greatly
enhanced by the existence of a shelter program.Providing folks the basic security of a safe place to sleep, a meal,
a shower and a place to use the bathroom is to my mind a pretty basic social responsibility regardless of why a
person is in the position of needing it. By making these things available, we are then able to put folks in a
position to do something about their situation if they are able. In addition, it is reasonable to assume that the
current situation with the COVID 19 pandemic and the ensuing fall out as a result of major financial upheaval will
only aggravate the situation. It is a good time to take action. Thank you for considering my thoughts.

The City should not be profiting from the provision of a critical public service like ambulance service especially
while we are in the middle of a national pandemic. The citizens of Chula Vista are already paying one of the
highest sales tax rates in the County. A portion of the sales tax collected is dedicated exclusively for public safety.
As such, the community should not be paying twice for the same service that should be funded by existing tax
revenues. Please direct the Fire Department to re-examine their cost and revenue estimates and return to
Council with a lower transport rate that ranks among the lowest in the County.

Could you please answer why there will not be a Paramedic onboard this is why I oppose.
Wouldn't it save thousands of our dollars? 1. A Fire Truck would not have to respond to a medical call.
2. Wear and tear on the entire fire apparatus fleet.
Councilmember Diaz was against it and is one the record He referenced Oceanside. Council Member Diaz what
changed?

We, Jim and Carolyn Scofield, support the Fire Department Based Ambulance Transport. We attended the
presentation regarding how the new service will operate. We feel that this new program will provide better care,
quicker response times, and more uniform service in all areas of Chula Vista. It should also provide lower costs
for those that need an ambulance, while also provided lower costs to the city. Congratulations to the Fire
Department for putting together an exciting new program.

Why is fire department proposing such a high transport rate? We should be aiming for the lowest in the County,
which we had at one time before AMF started paying to train fire fighters as paramedics.
These are Oceanside's Transport Fees - for residents:
Basic Life Support (BLS) Unit $1,020.00
Advanced Life Support (ALS) Unit- ALS Level 1 $1,220.00
Advanced Life Support (ALS) Unit- ALS Level 2 $1,370.00
How can you in good conscious authorize 24 more CALPERS jobs (12 new paramedics and 12 new EMTs) after
reducing most library and recreation staff to part-time and hiring contractors instead of using staff for basic
maintenance since 2008 in order to reduce amount you need to pay to CALPERS??? Especially with reduced
revenue due to COVID 19???
Also are the supervising Deputy Fire chief and monitoring Battalion Chief also new positions?
Is this the time to be considering something like this when you can't afford to give anyone pay raises and staff is
agreeing to this because of financial impact of COVID?

Over 500 Chula Vista residents have signed a petition opposing the relocation of the Bridge Shelter in the short
amount of time since city officials made the announcement. We deserve to be heard!
The City of San Diego can place this shelter within their city limits as it has many city areas throughout the county
including the South Bay.
Our citizens have many questions and concerns. These concerns should be considered and addressed in a
public forum before the council takes a vote.
