If it would be possible it would be great to lower it to $10 or less considering the hardships people are facing due to the COVID-19 virus for this year at least. As a result of the recent pandemic, many people have lost their jobs and there is a desperate need for affordable housing in Chula Vista. Slow streets (also called open streets) are streets where cars are limited and must slow for pedestrians and people biking. The goal is to encourage people to exercise and get fresh air while still safely maintaining social distancing. Slow streets can also be used to support local businesses, giving them space for outdoor dining on the street. This helps them implement proper social distancing measures. Slow streets would also help the city work toward walkability and its Active Transport Plan. With input from the communities involved, some residential and business areas could be turned into slow streets, and depending on feedback, could be expanded. The resources needed would include barriers and signage. The city of San Diego has already implemented a few slow streets. Oakland has already added 74 miles of slow streets, they may have the best advice on the proper course of action. This is an opportunity that Chula Vista should not hold back on implementing. Thank you, Matthew Lowery Member, Bike Walk Chula Vista Agenda Item: eComments for 17. 20-0212 PRESENTATION REGARDING THE NUMBER OF ALLOWABLE CANNABIS LICENSES IN THE CITY, IN RESPONSE TO THE CITY COUNCIL REFERRAL OF APRIL 21, 2020 Overall Sentiment Laura Wilkinson Location: Submitted At: 3:58pm 05-26-20 A lot has changed since Chula Vista passed Chapter 5.19 of the muni-code. The ordinance is now outdated in several ways. The original regulations exhibited good intentions but are now unnecessarily heavy-handed when compared to other California cities. Chula Vistans pay 15.75% taxes to San Diego instead of to Chula Vista where those tax revenues belong when purchasing legal cannabis. Meanwhile, with each passing week, Chula Vista loses another $120,000 (your city budget estimate) in tax revenue. Bend, Oregon, where my business partners have operated three legal adult-use cannabis dispensaries legally for over 5 years - has 30 storefronts for a city population of 97,000. The state of Oregon has a ratio of one cannabis dispensary for every 9,500 residents. Colorado has one cannabis dispensary for every 11,300 residents. Hard data shows none of these locations are suffering from increased crime or illegal cannabis shops. They are funding schools, libraries, and parks with this tax revenue. There is ZERO cannabis black market in Bend, Oregon. It has been snuffed out by competitive legal businesses. That is the free-market at work. Continuing to artificially suppress the number of outlets will just continue to invite the mischief that the city has struggled with for years and purports to want to fix. A reasonable number of retail outlets, based on population, would be approximately 26-30 storefronts which all include delivery options. Please consider these facts. Thank you. Troy Johnson Location: Submitted At: 3:13pm 05-26-20 I support an increase in the allowable amount of retail licenses throughout the City of Chula Vista. There is a strong demand present in the marketplace and as of now, that demand is being met by either illegal retailers or legal retail locations in different jurisdictions, both of which do nothing to help the City of Chula Vista nor do they increase its tax revenue. Furthermore, having more retailers in the appropriately zoned locations will not adversely affect the community and will spread foot and vehicle traffic between multiple retailers rather than having fewer, very high-volume retailers, which could cause traffic jams, congregation of patrons, and security issues. For example, the retailer Element 7 Chula Vista One, which is currently in Phase 2 and located on the corner of Broadway and Main at 2681 Main St, Chula Vista, CA, 91911, will be a high volume retailer. Allowing more retail establishments will reduce the possibility of traffic jams and other issues on a high traffic corner such as Broadway and Main, and will better serve patrons within the City of Chula Vista. Additionally, this pandemic brought about by Covid-19 shows us the need to socially distance within Chula Vista's businesses to keep everyone safe. Having additional retailers will allow for a greater degree of social distancing. Peggy Walker Location: Submitted At: 1:09pm 05-26-20 I oppose increasing the number of marijuana businesses because residents haven't called for this, and because the reason often stated -- increased tax revenues -- often fails to meet projections. A Colorado study, for example, found that for every dollar in tax revenue earned, that state spends $4.50 as a result of the effects of legal marijuana businesses. Colorado’s cost calculation is based on data related to things like administrative/regulation time, law enforcement and emergency response, impaired driving, hospitalizations, and treatment for Cannabis Use Disorder. Moreover, there are additional costs that can NOT be calculated -- the environmental cost of a proliferation of plastic packaging common to marijuana products, for example. Or the cost of dealing with dry and liquid marijuana vape product waste and lithium batteries in e-cigarettes that are creating a hazardous waste disposal issue for schools and cities. Calculating the cost for treating cannabis-related physical and mental disorders including psychoses and addiction is nearly impossible. But they are serious public health issues that should be weighed carefully against the prospect of uncertain tax revenues and increasing the number of marijuana businesses in a community that isn’t calling for them. These need to be limited as well as no increase in sales. Why is there not more information on what exactly is being considered? The public needs to be involved in any changes. Hopefully there will not be any voting just viewing presentation-presumably by staff?
