I live in La Mesa, a city that has joined with Chula Vista, San Diego, Imperial Beach and Encinitas to establish the community choice power program, San Diego Community Power (SDCP). SDCP is a pathway that Chula Vista and others have chosen to source clean, renewable energy for our communities. Now that we are on the path to clean electricity, it makes sense to use it. In California, buildings are responsible for up to 25% of GHG emissions with almost half attributed to natural gas. Cities across CA know they need to decarbonize buildings as an important part of reducing emissions and meeting their climate goals. To date, 39 cities have adopted various ordinances to move toward use of highly efficient electric/heat pump appliances – both in new build as well as retrofit. Gas may emit half as much Co2 as coal but it is by no means a clean fuel. It causes Co2 when it burns and methane when it leaks – and it leaks all along the supply chain up to and into our buildings. Methane is a dramatically more potent GHG with a warming potential of over 80 times that of Co2! In addition to releasing Co2, natural gas releases nitrogen oxide, ultrafine particles and formaldehydes into our homes causing asthma and other health issues. It’s time to transition all our buildings to clean, efficient appliances using clean, renewable electricity. I urge the Chula Vista Council to support this measure. Increasing energy efficiency in residences is an important step in lowering greenhouse gas emissions in Chula Vista and meeting our Climate Action Plan goals. Making our homes more energy efficient lowers utility costs, and provides a healthier living environment through cleaner air. Giving residents choices in the process of meeting the ordinance requirements and giving exemptions in needed situations ensures that compliance will not be a burden, but rather a benefit. Thank you. Rita Clement Location: 91914, CHULA VISTA Submitted At: 8:05pm 11-16-20 This ordinance supports our Chula Vista Climate Action Plan goals. Energy efficiency, solar, wind and geothermal jobs together total more than 2 1/2 times the number of jobs in the fossil fuel extraction and fossil powered electricity combined. This ordinance will encourage the creation of more good paying union jobs. Climate harming methane gas is the third largest source of emissions in our region. This ordinance will help us to reach a zero carbon future. It's understandable that unions must be cautious about embracing changes that could affect their members. But what good does it do to cling to a job if it comes at the price of your city being ravaged by a storm fueled by climate change? Or your children inheriting an Earth where food and fresh water are luxuries the working class can't afford. As many people in the worldwide union movement have articulated so eloquently, "there are no jobs on a dead planet." When residents decide to upgrade their gas stove to an electric stove or use an induction stove, the air quality improves and a child with asthma will have fewer trips to the emergency room. Replacing a gas powered water heater will save money and improve the air quality. Thank you for considering my statement and please vote to support passage of this ordinance.
