the agenda is published for a particular meeting and will remain open through the meeting,

February 19, 2020 4:00 p.m.
A Regular Meeting of the Board of Library Trustees of the City of Chula Vista was called to order
at 4:00 p.m. in the Civic Center Library Conference Room, located at 365 F Street, Chula Vista,
California.
ROLL CALL
PRESENT: Trustee Rubel, Trustee Swanson, Trustee Tomlinson,
Vice-Chair Moreno, and Chair Ellison
ABSENT: None
ALSO PRESENT: City Librarian Whatley, Principal Librarian Barrette, and Principal
Librarian Magbanua
PUBLIC COMMENTS: None
ACTION ITEMS
1. APPROVAL OF MINUTES of January 15, 2020
ACTION: Trustee Swanson moved to approve the minutes and Vice-Chair Moreno
seconded the motion. The motion carried by the following votes:
Yes: _5_ Ellison, Moreno, Rubel, Swanson, and Tomlinson
No: _0_
Absent: _0_
2. APPROVAL OF LEASE EXTENSION for Two Tenant Premises at the Otay Ranch
Town Center for the Otay Ranch Library and the Community Space, “The Hub”
ACTION: Trustee Swanson moved to approve the lease extensions and Trustee
Tomlinson seconded the motion. The motion carried by the following
votes:

City Librarian Whatley reported on the following:
A) The deck overlooking Friendship Park will be completed at the end of March. The
Library Foundation has committed to hosting a ribbon-cutting ceremony at a date to
be determined.
B) Thousands of attendees have so far seen the RUTH: Remember Us The Holocaust
exhibit at the Civic Library. Students from all over the Chula Vista Elementary
School District will be visiting the exhibit beginning in spring.
C) The Nature Backpack launch will take place March 28 at Rice Canyon.
D) New and easier to use Wi-Fi hotspots will be available for patrons to check out at
each library location. They should be available in the next few weeks.
E) The newly re-vamped Summer Reading program for this year will feature a special
exclusive button system, which will include activities across the City in addition to
the regular reading goals.
F) Civic is working with the Historic Home Tours to potentially install digital displays
in the lobby featuring historic homes as well as a virtual reality tour of select historic
homes.
G) Civic and South branches will be seeing major renovations to their children’s spaces.
Construction on the new adjacent firehouse at the South branch will begin very soon.
H) The Sweetwater Union High School District Art Exhibition is now up at the South
branch. The awards event will take place Friday, March 6.
I) The Library and Recreation will occupy the Boys & Girls Club building on Oleander
Avenue in June after the school year ends.
Principal Librarian Barrette reported on the status of the Census Project, in which the
Library will be participating.

MINUTES OF A REGULAR MEETING OF THE
BOARD OF LIBRARY TRUSTEES
OF THE CITY OF CHULA VISTA
September 16, 2020 Via Teleconference
4:00 p.m.
Pursuant to the Governor of the State of California's Executive Order N-29-20, and in the interest
of public health and safety during the COVID-19 pandemic, members of the Board of Library
Trustees and staff participated in this meeting via teleconference. All votes were taken by roll call.
CALL TO ORDER
A Regular Meeting of the Board of Library Trustees of the City of Chula Vista was called to order
at 4:00 p.m. in the Civic Center Library, located at 365 F Street, Chula Vista, California and by
teleconference.
ROLL CALL
PRESENT: Trustees Rubel, Swanson, Tomlinson, Vice-Chair Moreno, and
Chair Ellison
ABSENT: None
ALSO PRESENT: City Manager Kachadoorian, City Librarian Whatley, Principal
Librarian Magbanua, and Secretary Cheung
PRESENTATIONS
City Manager Kachadoorian introduced herself to the Board of Library Trustees and thanked the
Board for their service.
PUBLIC COMMENTS
Chair Ellison called for a two-minute pause to allow members of the public to submit any final
electronic public comments. Secretary Cheung announced that no electronic comments had been
received and no comments had been received via email.
ACTION ITEMS
1. ELECTION OF CHAIR AND VICE-CHAIR FOR FY21
Staff recommends Board of Library Trustees select a Chair and Vice-Chair for FY21
Chair Ellison called for a two-minute pause to allow members of the public to submit electronic
comments on the item. Secretary Cheung announced that no electronic comments had been
received and no comments had been received via email.

ACTION: Trustee Tomlinson moved to elect Trustee Ellison as Chair for FY21.
Trustee Rubel seconded the motion, and it carried, by the following roll
call vote: result of vote (5-0).

No: 0
Abstain: 0
ACTION: Trustee Moreno moved to elect Trustee Tomlinson as Vice-Chair for
FY21. Trustee Swanson seconded the motion, and it carried, by the
following roll call vote: result of vote (5-0).
Yes: 5 – Trustee Ellison, Moreno, Rubel, Swanson, Tomlinson
No: 0
Abstain: 0

Trustee Swanson complimented library staff on virtual programs and requested link to
YouTube be shared with Chula Vista teachers and parents.

2020 at 4:00 p.m. in the Civic Center Library, located at 365 F Street, Chula Vista, California.
