All votes were taken by roll call. CALL TO ORDER A Regular Meeting of the Cultural Arts Commission of the City of Chula Vista was called to order at 6:02 p.m. in the Chula Vista Public Library, located at 365 F Street, Chula Vista, California and by teleconference. ROLL CALL PRESENT: Commissioners Bishop, Kohse, Maynard, Redondo, Roberts, J. Rodriguez, T. Rodriguez, Ward, and Chair Gray ABSENT: None ALSO PRESENT: City Manager Kachadoorian and Principal Librarian Magbanua PRESENTATIONS 1. INTRODUCTION OF CHULA VISTA CITY MANAGER MARIA KACHADOORIAN City Manager Kachadoorian gave a brief introduction of herself and her history working for the City of Chula Vista. 2. INTRODUCTION OF STAFF LIAISON ERWIN MAGBANUA Principal Librarian and Staff Liaison Magbanua gave a brief introduction. PUBLIC COMMENTS Chair Gray called for a two-minute pause to allow members of the public to submit electronic comments on the item. Secretary Magbanua announced that 0 electronic comments had been received and 0 comments had been received via email. ACTION ITEMS 3. ELECTION OF FISCAL YEAR 2021 CHAIR AND VICE CHAIR Page 2 | Cultural Arts Commission Minutes October 12, 2020 Staff recommendation: Commission elect Chair and Vice Chair for FY21. Chair Gray called for a two-minute pause to allow members of the public to submit electronic comments on the item. Secretary Magbanua announced that 0 electronic comments had been received and 0 comments had been received via email. ACTION: Commissioner Redondo moved to re-elect Chair Gray and Vice-Chair Jennifer Rodriguez for Fiscal Year 2021. Commissioner Maynard seconded the motion, and it carried, by the following roll call vote: Yes: 9 – Commissioner Bishop, Kohse, Maynard, Redondo, Roberts, J. Rodriguez, T. Rodriguez, Ward, and Gray No: 0 OTHER BUSINESS 4. STAFF COMMENTS a. Staff Liaison Magbanua discussed the uncertainty of arts projects in the City of Chula Vista due to Covid-19 restrictions. He stated he would gather information about the current status of the Performing and Visual Arts Grant awardees. 5. CHAIR’S COMMENTS 6. COMMISSIONERS’/BOARD MEMBERS’ COMMENTS a. There was discussion about clarifying the role of the Commission during this time of transition and about possibilities for arts projects in spite of the limitations brought on by the pandemic. Page 3 1 Cultural Arts Commission Agenda November 9, 2020 MEMORANDUM City of Chula Vista Cultural Arts Program Draft Work Plan The Community Services Department will utilize resources from both library and recreation to enrich the lives of our community. This includes, but is not limited to: • Staffing the Cultural Arts Commission. The Community Services Department will continue to staff the commission and identify all possible methods of supporting cultural arts within the community through: o Asset mapping the Cultural Arts community identifying all public art pieces and cultural arts businesses with Chula Vista. o Completion of the Performing Visual Arts Grant, connecting with all recipients as they migrate towards providing their programs during COVID-19 and complete final reporting. • Offering art classes, workshops, and discussions to grow the interest and workforce development of art as a part of our STEAM initiative o Providing art classes and workshops through both the library and recreation facilities. o Supporting art education at all age levels, through story times, art walks, and discussions with local and regional artists. o Host virtual tours of major art museums and gallerias throughout the world. • Supporting more cultural performances and art spaces o Identifying all public performance spaces and providing a yearlong calendar of public performances for the community. These include: Auditorium at Civic Center Library, Memorial Bowl, Heritage Park Amphitheater, and Mountain Hawk Park Amphitheater o Providing a yearlong calendar of art exhibitions at the South Chula Vista Library galleria and the City Hall Gallery. o Collaborate with the CV Heritage Museum and the South Bay Historical Society to renovate and create a local history museum in the South Chula Vista Library. • Identifying all possible grant funding. o Explore both state and federal funding for arts programs. o Connect with California Arts Council. • Collaborate with Communications to support special events with cultural performances. • Connecting with the International Friendship Commission o Currently staffed by the Community Services Department, our goal is to showcase the arts and culture of each of our three sister cities: Odawara, Japan; Cebu City, Philippines and Irapuato, Mexico. o Support an ongoing display within the libraries that showcases each sister city. o Host virtual reality tours of each city through Google Earth.
