Our streets are in dire need of resurfacing/repaving. These streets are 36 years old and are falling apart. Wear is very visible. Recently 5G wiring was installed, but the repaving of our Captain Ridge neighborhood streets was overlooked. Why?! That is more urgent! It’s sad to see how worn they are. Our taxes are constantly increased with false promises from city officials. MeasureP was placed in our ballots with the promise if passed, the funds would be used to improve and update the infrastructure around the city of Chula Vista, the citizens of Chula Vista voted and it passed, now it’s time for the city to act and use the funds to start fixing the deteriorating streets here in our Captain Ridge neighborhood. It’s the right thing to do. Patty Nesbitt Location: 91910, Chula Vista Submitted At: 11:37am 11-03-20 I have been a local realtor in Chula Vista for over 30 years and a homeowner in Captain's Ridge for over 25 years and know the difference neighborhood streets make to the resale value of a community. Our neighborhood streets seem to have fallen into a forgotten corner in Chula Vista and are in need of some TLC. I have participated in the public works improvements to our neighborhood but have watched year-after-year as our streets have deteriorated from the decades-old chip seal application. There are large bare spots that are slick in wet conditions. Loose gravel is everywhere. Many of the streets in the development are sloped, and with rain, sprinkler runoff, the gravel finds its way into the storm drains. My home is caddy corner to the Windrose storm drain that is constantly clogged with bermuda grass, a mixture of dirt and rocks, and weeds. Street sweeping does little to resolve this problem. I am hoping that our streets can be re-evaluated by our public works department and that Measure P funds can be utilized to improve the standards of our streets. The streets in Captain's Ridge are in need of repavement. Loose gravel from a chip seal application applied over 30 years ago is well beyond its life expectancy. Loose gravel is a continual problem on my sidewalk, driveway, in the gutter, and inside of my home. Several weeks ago Windrose Way and Smoky Circle were part of the recent 5G trenching work. What is the restoration requirement that is being implemented for our Captain's Ridge streets that have been pockmarked with trench holes? Measure P, TransNet, and the Gas Tax fund are supposed to be used to protect City streets due to trenching. I am requesting that the Chula Vista City Council utilize the Measure P sales tax funds designated for street paving to include our Captain's Ridge neighborhood streets. We bought a home in a cul de sac because of its prime location. One of my childrens' favorite activities is to ride their bikes on Tram Place with the other school age children that live in our location. As with young children they will take a tumble from their bikes. On numerous occasions we have had to pick the loose gravel from their skinned knees or elbows. The amount of loose gravel that has accumulated on our streets has been far from safe for bicyclist. It flys up from their tires and sprays anyone in close proximity.This really is an unsafe situation for my children. I am not asking for you to pave my streets so that we can be better than the surrounding communities, I am asking to be as good the communities around us. Rancho del Rey and the Lawn View streets just east of Hidden Vista have all been repaved within the last few months. I would like to see Measure P funds utilized for the streets of Captain's Ridge and bring our streets up to the same standards that these areas enjoy. Low traffic volume may have been the case in 1983/84 when these streets were last paved but when Clear View Elementary opened in Sept. 1991 our streets went from low-volume to much higher traffic roads. Student drop-off/pick-up, school busses, etc. The report that I have found stated the expected life of a chip seal application is 4-6 years. According to numerous original homeowners, not one of them can remember these streets ever being repaved and the development is now over 36 years old. Performance measures for chip seal applications cannot use traditional performance measures of asphalt pavements. How, specifically, is the performance rating of our streets being determined? Visual observation? Chip seal distress test measuring lost aggregate? Street sweeper reports? Street sweeping benefits fall between minimal to exacerbating. Rocks torn loose by the sweeper are thrown onto sidewalks, driveways, and into the gutter system (this may constitute a ‘prohibited discharge’; any discharge that is not composed entirely of "stormwater" is prohibited). Allowing these rocks to build upon the roads has only made matters worse. Rocks gather in large numbers in intersections, dips, and curves and the loose rocks have created a major nuisance for automobiles and bicyclists. I have communicated with Patrick Moneda, Senior Civil Engineer, Advanced Planning, and Marie Malong without any resolution to this problem. Richard Campbell Location: 91910, Chula Vista Submitted At: 8:01pm 11-02-20 The streets in Terra Nova haven’t been repaved or sealed in memory, and I’m an original homeowner here. The rocks that have been thrown up on the sidewalk are a hazard to walking (I’m in my mid-70’s, as are a number of other local walkers). More than once, the rocks have been popped up into my windshield. The most dangerous situation/incident, however, occurred about 3 months ago, when I observed a young man on a motorcycle make a safe-speed (though slightly broad) left turn from Smoky Circle onto Bayleaf. In the accumulated gravel, his rear wheel lost traction, sending the bike out of control. The motorcycle hit, then bounced off of the curb. His helmeted head then hit the curb. I don’t know if he lost consciousness, but as I assisted him for the next 15 minutes, he was obviously in significant pain (head, mainly, though he had some bloody skid-marks on his leg). The young man, I’ve observed, is a very good rider…I know…I used to give Motorcycle drive tests for the California DMV. This was a safe turn, made dangerous by the road condition. More will surely follow if repairs aren't made. Supervisor Cox has done so much for District 1 in many areas! His efforts to improve recreation in general and specifically cycling can not be overstated. I fully support naming the Otay Bike Park as Greg Cox Park!
